Children from institutional and temporary foster care in a new home through the eyes of substitute parents

This work deals with the comparison and in-depth analysis of some psychological aspects (especially problematic of attachment) in children currently living in foster care or adoption with experience in two types of early care - institutional care and foster care for a temporary period during the first year of life. The investigated areas were manifestations of attachment and significant manifestations of behavior, experience and relationality in these children. The aim of the work was to compare the effect of both forms of care on the psyche of the child and the deeper connections between the observed phenomena. The research was conducted in the form of qualitative semi-structured interviews with foster parents or adopters of the children under investigation. The results of the research show that investigated children from the temporary foster care, despite the often unsatisfactory quality of care provided, have more favorable manifestations in most of the investigated areas than children from institutional care, and they retain the ability to establish an intimate relationship with the caregiver. Foster care and foster care for a temporary period (comparison of institutes) Abstract The thesis focuses on the institutes of foster care and describes their different aspects It analyses the differences between the institutes as well as the specific features of foster care carried out by close relatives. The thesis is divided into five chapters. The first chapter describes both institutes from a theoretical point of view and explains their historical development. The second part deals with the human rights aspect, which focuses on principles like the best interests of the child and the right to family life. In particular, how they can be applied in foster care. The different approaches are interpreted in the context of the decisions of the European Court of Human Rights and the Constitutional Court of the Czech Republic. The second chapter is devoted to all those involved. This is the part of the thesis in which the differences of entities depending on the type of care are revealed. The foster care for temporary period of time from the point of view a foster parent

This bachelor thesis deals with the foster care for a temporary period from the perspective of a professional foster caregiver. It focuses on motives leading to the performance of foster caring, secondly on foster parents´ perception of the foster care for temporary period and coping with the departure of the child to the following care. The work is divided into two parts. The first theoretical part deals with the general terms of substitute family care, especially the foster care for temporary period and personal qualities of a foster parent. In the practical part, eleven interviews were done with the temporary-period foster caregivers, who have got the experience of at least one end of placement of a child and fostering for at minimum two years. For finding out results, in-depth narrative interviews were done, these were subjected to interpretative phenomenological analysis (IPA).

FOSTER CARE FOR A TEMPORARY PERIOD This thesis describes and critically judges the legal regulation, practice and purpose of foster care for a temporary period in the Czech Republic. Children temporarily or permanently deprived of their family environment or children, who cannot be left in such environment, are entitled to a special protection and assistance granted by the state in one of alternative care forms. The Czech Republic is criticized for a long time by the international organizations because of numbers of children placed in any type of institutional care. Consequently, the amendment of the Act N. 359/1999 Coll., on social and legal protection of children, has been approved in June 2006. This amendment has established a new legal institute called "the foster care for a temporary period". The function of this institute is to avoid a placement of children to an institutional care in the case, when the children can not stay in the original family because of whatever reason however there is a presumption of re-entry to that original family. The diploma thesis is focused on the topic of foster care for temporary period. It is the most recent form of substitutional family care in our legal system. It was enacted in 2006 as an intended alternative to infant care institutions. The topic is analysed mainly with respect to current Czech legislation, but the thesis also offers comparison with foreign experience with this institution - specifically with legislation in Great Britain. The thesis is divided into theoretical part and practical part - contained in the last chapter consisting of paraphrased interviews with people who are involved with foster care for temporary period in their profession. The beginning of the thesis summarises the historical background of substitutional care of a child with focus on foster care. The development of foster care is mapped from its very beginning in ancient Greece and Rome up till the recent process of reformation of substitutional family care crowned by the extensive legislative changes, which came into force on 1st January 2014. The second chapter deals with the current internal, EU as well as international legislation of temporary foster care. System of the foster care for a temporary period in the Czech republic

This diploma thesis deals with the foster care for a temporary period. It examines how the legislation of this problamatics has changed since the reform in 2013 and how it is delivered into practice. The qualitative approach has been chosen for this research, using the primary and secondary data likewise. The primary data has been collected via semistructured interviews with three groups of respondents: the employees of OSPOD (the child's social and legal protection institutions in the foster care system), workers of nonprofit organization dealing with the foster care for a temporary period and parents for a temporary period. The respondents have been enquired with the questions based on the reviewed literature and articles. The whole system of the foster care for a temporary period, including its incorporation in legislation, is described in the text. The mentioned 2013 reform, important for the legislation too, is described as well. The theory of street-level bureaucracy and the theory of child development creates the academic basis for this thesis.
