The Transformation of Substitute Foster Care in the Czech RepublicThe View of the Street - level Bureaucrats.

This diploma thesis entitled Transformation of Substitute Foster Care in the Czech Republic. The View of the Street-level Bureaucrats is devoted to socio-legal protection of children. As well as placement of the youngest children in the institutional care. It deals with significant changes of previous amendments in 2006 and 2012 and describes the current amendment No. 363/2021, which entered into force on January 1st 2022. This amendment enact the limit of three years for placement in an institutional facility. In the research, therefore, the attention was paid to children in the age group 0 - 3 years. The issue directly affects street-level bureaucrats as they work directly with families and children. These workers submit motions to the court, keep file record and also maintain an emergency. They are part of the state administration and are affected by some of the conflicts that are present in their daily routines. For example the inflexibility of the system or the mistrust and lack of motivation of some of their clients. The research was based on theory of Street-level bureacrats by Michael Lipsky. An application of Kingdon's multiple streams model to the issue of institutional care units for infants

This bachelor thesis deals with the closure of infant care institutions in the Czech Republic. Its aim is to identify and describe the key moments that led to the decision to stop placing children under the age of three into institutional care. Infant care institutions have been a topic of extensive discussion in Czech society and politics for a long time. Despite significant criticism, these institutions survived through three different electoral periods. Eventually, they were successfully abolished through an amendment to the Act on Social and Legal Protection of Children in 2021. The thesis delves into the realm of public policy within the Chamber of Deputies and beyond, using Kingdon's multiple streams theory. The research is conducted qualitatively, as it seeks to uncover the crucial moments of agenda-setting, proposal advocacy, and the political decision-making motivations, through the perspectives of four members of parliament who were involved in the entire process, as well as one representative from a non-governmental organization that significantly influenced the course of events. The diploma thesis is focused on the topic of foster care for temporary period. It is the most recent form of substitutional family care in our legal system. It was enacted in 2006 as an intended alternative to infant care institutions. The topic is analysed mainly with respect to current Czech legislation, but the thesis also offers comparison with foreign experience with this institution - specifically with legislation in Great Britain. The thesis is divided into theoretical part and practical part - contained in the last chapter consisting of paraphrased interviews with people who are involved with foster care for temporary period in their profession. The beginning of the thesis summarises the historical background of substitutional care of a child with focus on foster care. The development of foster care is mapped from its very beginning in ancient Greece and Rome up till the recent process of reformation of substitutional family care crowned by the extensive legislative changes, which came into force on 1st January 2014. The second chapter deals with the current internal, EU as well as international legislation of temporary foster care. At this point the thesis also points out the relevant judicature of European Court of Human Rights and analyses the decision-making practise of the Czech...

Baby institutes and de -institutionalization

The issue of transformation infant institutions and non-institutional care is very extensive and complex. Everything stems from criticism of the Czech Republic from the UN for a large number of children in infant homes. The response to this criticism is the transformation (interference) infant institutions and non-institutional care, which should correspond Slovakian pattern. Bachelor thesis has four main objectives. The first objective was to map the current number of nurseries and their numbers of children hospitalized in the three regions of the Czech Republic and the Slovak Republic. The second objective was to determine the number of canceled nurseries in the Czech and Slovak Republic. The third objective was to determine to whom the children were entrusted to the cancellation of an infant home. The fourth objective was to determine the total number of pediatric centers in the Czech Republic. Secondary objectives included the finding of professional foster parents in three regions South Moravia, South and West Bohemia with the Slovak Republic. Furthermore, the results of a questionnaire survey among students of the faculty and staff JČU questions transformation and foster care in the country Discussion of the work is divided into several thematic groups. For methodological aspects of the work, it is recommended to consider a group of views presented in the questionnaire survey, i.e. JČU students of the faculty and staff of child protection. It can be assumed that both groups will more or less affect the solution to the current and future problems of nursing homes, foster care, and similar activities like. Critically it is also necessary to build the so-called foreign models. The Czech Republic has a number of specific features derivable from social and economic development. It seems appropriate to follow only example of Slovak Republic, which had a similar development. Approach to the issue of the Slovak can be evaluated as a model for the country. Also, there is transformation since 1993/5 and it is focused only on a single ministry. According to the survey and my concurring opinion, it is necessary to partially modify the requirements for professional education of foster parents, because this type of job is very demanding, requiring a wide range of knowledge and experience, and significantly different from the normal type of retraining courses. The most common reason for placing the child in an institution seems to be according to the literature, the results of survey and my own opinion, the dysfunctional family, which manifests itself as a failure of a member or members of the family in inadequate implementation of some or all of its basic functions. In a smaller percentage it is a poor social situation of the family, and mothers dependence on drugs or alcohol. There are the following patterns that give parents to the children and that pattern´s are later followed by children as normal an example.
