Development of Public Policy Study in Europe : Czech Study of Public Policy in European Context (Comparing the Cases of France, Germany and the Czech Republic) PhD. thesisr: Vilém Novotný English abstract This PhD. thesis deals with an issue of study of public policy which is considered to be a specific subdiscipline of political sciences. The study of public policy encompasses all approaches that are engaged in research of public policy. In the issue of public policy study is attention focused, in explorative way, on development of public policy study. This aim is pursued from moderate constructivist positions at two levels. At the first, theoretical, level, it is interested in question how to study the development of public policy study. It attempts to formulate general analytical frame which could be used as a comparative grid as well. Its main reference framework is represented by Peter deLeon's model of advice and consent (supply and demand model) (deLeon, 1988) and model devised for an analysis of Canadian political science development by John Trent and Michael Stein (Trent, 1987; Trent, Stein, 2002; Stein, 1998). Indicators and benchmarks as a tool of the EU education policy

Vladimír Hulík: Indikátory a benchmarky jako nástroj vzdělávací politiky EU 2 Abstract This Diploma Thesis focuses on the issue of indicators and benchmarks in the European education policy. Theoretical concepts linked with these questions are introduced in the first part - the theory of europeanization, open method of coordination, theory of benchmarking (especially focused on the public sector) and politics of indicators as a critical eye in this field. In the second part, the historical development of the European education policy is described and the growth of its importance during the last 20 years. Three iniciatives of the European education policy are identified in which the indicators and benchmarking methods are used. The last part aims to study mutual relations among indicators (for which the benchmarks are set) through the use of the correlation matrix (Pearson's correlation).
The citizen participation on the decision-making process of the Czech health policy

Diploma thesis "The citizen participation on the decision-making process of Czech health policy" deals with the patients participation in the Czech republic. The thesis is separated into two parts, one is a theoretical background and the second one is analytic. In the first part there you can find definitions of the key words such as health policy, democracy, citizen participation or public policy. It describes the key words and shows the history and their development through the last 20 years. There is also a chapter which deals with methodology. The second part describes situation of citizen participation in the Czech republic, Germany, Italy, Great Britain and Canada. It deals with citizen participation in health policy in these countries and describes their practical life. It compares countries above with the situation in the Czech republic.
Current anti-corruption government steps affecting local government units

This paper analyzes the anti-corruption steps of the Czech government affecting local government units. It deals with the issue of corruption and explains, on the basis of anti-corruption indicators, the importance of this issue. Furthermore it compares the Government Anti-corruption Strategy with the proposed amendments to the laws on local self-government units and concludes that this adjustment is insufficient. The final comparison of legislations of the neighboring countries confirms the need for amendments and recommends cooperation of the Czech Republic and Slovakia.
The application of scientific methods in identifying and analyzing problems in public policy

The purpose of this thesis is to test the Q method applied in discursive analysis in public policy. The author will carry out research using available scientific literature dealing with the method and prepare a case study whose purpose will be to test the reliability of the method Q in a practical case. Promoters of the Q method argue that the uniqueness of the method rests in its resistance to the subjective influence of the researcher. The purpose of this work is therefore a practical verification of to what extent may the researcher's subjective stance at the selection of the default set of statements reflect on the overall result of the analysis.
Cultural policy in the Czech republic

The thesis deals with an existence and a development of cultural policy in the Czech republic. It compares the only two official documents declaring cultural policy: Kulturní politika (for years 2001 - 2005) and Státní kulturní politika na léta 2009 - 2014. There is analysed the formal aspect, content, meaning and implementation of both policies. The thesis also defines the relationship of the Ministry of Culture of the Czech republic to culture, methods of financing and legislative conditions for culture in the Czech Republic. For a comprehensive picture of cultural policy there is explained process of the political cycle and described the different phases of creation of public policy. The work also includes an annex of tables.
The Transformation of the Political Environment in Great Britain as a Result of the Rise of Mass Media (until the 70s of the 20th Century)

The main theme of this thesis is the relationship between media and politics in Great Britain mainly in the twentieth century. The research is based on the fact that dynamic post-war growth in technological and economical areas resulted in the development and mass expansion of new media, especially radio and television broadcasting. The main goal of the thesis is to analyze the transformation of British political environment and to verify the hypothesis arguing that this transformation was primarily caused by the development of new media. Changes in the British politics during the twentieth century are demonstrated especially by the election campaigns and methods of political communication. Another part of this work is also the brief analysis of the development of British mass media (press, radio and television) which provides an important context for achieving the stated objectives. The thesis is methodologically based on the research from fields of media history, political history and sociology which concentrates on political communication.
Introduction of tolls in Prague from viewpoint interest groups

This thesis examines the possibility of enforcing a toll in Prague's central region, which has long been struggling with congestion. The central objective was to determine how interest groups affect the problem of introducing tolls in the area of Prague. Interest groups underwent an analysis at whose beginning they were identified and searched out. A determination of its benefits and costs followed to rovide a more detailed assessment establishing the motivation and the influence that various interest groups may have. In this thesis, a relatively strong interest group from the corporate sector was identified, which would be significantly affected by the toll -- the providers of courier services. Experts anticipate an assumption of negative attitudes by this group to the introduction of tolls, which is also confirmed in the/an interview with the stakeholders.
