Communication of the second pillar of the pension reform by the Government of the Czech Republic

The subject of the bachelor's thesis named Communication of the second pillar of the pension system reform by the Government of the Czech Republic and its perception by the public is to define the concept of the government's communication and the description of its specific aspects from theoretical findings. The thesis focuses on description and analysis of the communication activities of the government of Petr Nečas in the period from June 2010 to June 2013 towards the media and the public. The main aim of the thesis is to describe and analyse the communication strategy of the government of Petr Nečas regarding the launch of the second pillar of the pension system reform. When describing the individual tools of the communication mix, great emphasis is placed namely on advertising. This bachelor's thesis also includes the interpretation of the results of the performed quantitative interview enquiry, which determined the awareness of the people regarding the second pillar, as well as the communication thereof by the government of the Czech Republic. The thesis is concluded by an assessment of the government's information campaign.
Research of expert capacities of Czech political parties in the field of reform of the pension system

Political parties in the Czech Republic have a dominant position in decision-making and nomination of public representatives. At the same time they must deal with complex problems, such as pension reform. I suppose therefore that they need an expert opinions for building their decision-making. Therefore, I would like to figure out my research how to deal with this, how they are able to generate the requisite expertise and how that expertise is used in the final decision. I wonder how institutional arrangements of political parties affects the process of creating professional views on public policy, namely to focus on the reform of the Czech pension system. Where and how exactly are formed the expert views on the functioning of the pension system in different political parties? I would like to reveal the basic criteria that determine who is considered an expert, and how this person is related to the organization of political party. I also focus on mainstreaming expertise during the subsequent political decisions. The basic methods of research will document analysis, interviews and observations.
Consequences of the demographic ageing for the pension system in the Czech Republic and Poland

Nowadays, what has become a subject of frequent discussions is the demographic trend of rapidly aging population, which significantly influences current pension system. Goal of this dissertation, besides description of relevant legislative development in Czech Republic and Poland, is to introduce theoretically possible parameters of regulation before and after pension reform (2013) assuming that rules for retirement at a particular age are valid. This dissertation works with following parameters: retirement age, replacement ratio and pension insurance tariff. Based on these parameters, three different projections have been created and described theoretically possible regulations of specific parameters of pension system while using following indicators: rate of economic dependency, ratio expenses on pension system : GDP and pension insurance tariff. The Czech Republic pension system - developments after 1989 and its reform

The present thesis focuses on the analysis of the Czech pension system reform. In order to understand the respective consequences, the analysis is put into the context of the development of the Czech pension system after 1989. In addition to the value aspect, attention is paid to the demographic, legislative, political, economic, social, institutional and international aspects of the pension system, its arrangement, financing and financial sustainability. The comparison of the pension reform implemented by the coalition government of Prime Minister Petr Nečas with the concept of pension reform of the opposition Czech Social Democratic Party by the criteria of budgetary responsibility, quality of life of pensioners, solidarity, social justice, equivalence and resilience of pension reform in time is also emphasised. Theoretical bases include the theory of path dependency, the theory of institutionalism, the welfare state theory, the theory of corporatism and the criterion anchoring of the reform. The present thesis applies the method of analysis of secondary data and the method of comparative analysis. To obtain secondary data, methods of document and data record searching are utilised.

The Pension Reform in the Media

The aim of this thesis is to find whether in the analyzed newspapers there is a deviation from the original communication of information contained in the press releases of the Ministry of Labour and Social Affairs. To this end, I analyze press releases related to pension reform generated in the meantime since its preparation for its planned approval process. Further explore and analyze the relevant articles on the subject in the daily newspapers Hospodářské noviny, Mladá fronta DNES a Právo. In these analyzes I'm not confined to search any difference, but researching an article from many different perspectives, I was later able to enter more deeply into whole problem and to understand the overall style of this topic in selected journals. At the end of this thesis answer the initial research question, summarize and evaluate the results of the whole research. Based on these findings, I generated two hypotheses that could be subject to further investigation. On the basis of regularity gathered from conducted analyzes I was able to create a new typing of journalists in his presentation style of socially serious subject.
Pension savings premium

Contributions for pension savings This thesis in the first place deals with the contributions of pension savings and the process of it's administration. The purpose of my thesis is a description, analysis and evaluation method of selection contributions for pension savings. The thesis is based on some new concepts that are associated with administration of insurance. It means that new contributions for pension savings are closer to taxes than to the premiums for social security. The basic source of legislation is Act No. 397/2012 Collection of Laws, about contributions for pension savings (ACPS). This thesis is divided systematically into six chapters. The first chapter is introductory. This chapter defines the aim, the methods of use and literature. The second chapter briefly describes the implementation of the pension reform, focusing on II. pillar, it's current status, proposed changes and possible future developments. The largest chapter is Chapter Three - financing of retirement savings. The starting point for description, analysis and evaluation of the regulation of contributions is Comment to the Act about contributions for pension savings. Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System Master thesis Bc. Kateřina Merklová The Master thesis Advisory Bodies and Expertise in the Czech Politics - Epistemic Communities and the Influence on the Reforms of Higher Education and Pension System concerns with the relation between politics and expertise. So-called epistemic community represents the knowledge interpreter that we consider an independent actor in the political process. In the theoretical part of the text, we have explained the original definition of the concept as well as its critics and case studies that cover various contexts. Following most of the authors, we have applied a looser definition of the concept and deconstructed its rigid criteria. The empirical part of the thesis presents a case study (N=4) based on comparative methods that analyzes variable influence of four particular epistemic communities (the authors of the White Paper on Tertiary Education, Bezdek's Committee, Bezdek's Committee II, and the National Economic Council) on policy-making process and its sources.
