Informační list přibližuje novelu zákona č. 499/2004 Sb., o archivnictví a spisové službě a o změně některých zákonů a novelu jeho prováděcí vyhlášky č. 259/2012 Sb. Upozorňuje také na zásadní nekonzistentnost právních předpisů, pokud jde o digitalizaci zdravotnické dokumentace. Z dílčích témat spisové služby je věnována pozornost jednoznačnému identifikátoru dokumentu a roli podacího razítka, povinnosti převodu do výstupního datového formátu, konstrukci spisových plánů a podepisování dokumentů (komponent) v souladu s právními předpisy zejména v souvislosti s datovým formátem PDF/A. Stručně také informuje o možnostech přejímání databází k trvalému uložení.

Informační list přibližuje problematiku elektronických autentizační prvků (konec přechodného období, pečetění, opakované „přerazítkování“). Řeší otázky propojení informačních systémů včetně zavádění a změny elektronických systémů spisové služby (veřejné soutěže, výměna systému, přechod na listinnou formu vedení spisové služby). Ve spolupráci s odborem legislativy Ministerstva vnitra zde Národní archiv přibližuje problematiku vkládání dokumentu do vyřízeného spisu v souvislosti s nahlížením do spisu a se ztrátou dokumentu ve spisu. V neposlední řadě je řešena tvorba SIP balíčků z evidencí vedených do přechodného období před 1. srpnem 2012 a SIP balíčků ze samostatných evidencí dokumentů.

Informační list slouží k cílené distribuci informací z oblasti metodicko-poradenské činnosti Národního archivu v oblasti předarchivní péče o dokumenty v digitální podobě. Národní archiv provozuje od roku 2015 Národní digitální archiv (NDA), jehož součástí je Národní archivní portál (NArP). Informační list obsahuje pokyny a doporučení k užívání těchto nástrojů. Slouží původcům, ale také dodavatelům systémů spravujících elektronické dokumenty.

Národní archiv
Informační list upozorňuje na problematiku deklarované formy dokumentu a nebezpečí, které představuje vypouštění komponent ze SIP balíčků u analogových dokumentů. Také sděluje, že skartační znak „V“ původce v případě skartačního řízení z elektronických systémů spisové služby nerozděluje na „A“ a „S“, ale ponechá. Informuje o možnostech řešení doručenek v případě výkonu spisové služby v elektronických systémech a upozorňuje na připravovanou změnu v souvislosti s modernizací Národního archivního portálu. Na dvou příkladech z veřejných zdrojů zde naleznete ukázku dobré a špatné praxe při vyhotovování dokumentů. V neposlední řadě upozorňuje, že státní archivy budou nadále odmítat skartační návrhy, které budou v rozporu platnými právními předpisy (skenované, v nevýstupních datových formátech apod.).

Filing Service in Public Administration

The thesis deals with the analysis of filing service and archival science. The theoretical part is focused on definition of the basic terms and contains a description of the document lifecycle. An important part of the filing service is the creation of the file which is governed by the applicable legislation. Life cycle of documents and files is ending within the shredding proces. The individual steps are described in the thesis. The practical part is focused on achieving of the targets in this thesis. It deals with the filing service of a specific public originator which is the Municipality of Kamenice nad Lipou. There is described the evolution filing service in the municipal office, the implementation of an electronic filing service system and start of data boxes operations. The goal of the thesis is valorize the benefits of the introduction of electronic filing services and if public originators can achieve savings due to this information technologies. There will be evaluated positives and negatives of both analog and electronic form filing service and whether all public originators are able to practice filing services by applicable laws.

Analysis and design business processes optimization in administration management

This diploma thesis is focused on optimizing administration management in the Czech telecommunication office. The thesis has three essential objectives. The first objective is the analysis of present state of the administration management using the process modelling. The second objective is to identify the real potential for improvements of the process group. That means to specify process priority, estimate current and desired levels of process maturity, identify key activities and determine the level of process description and processing framing tables. These activities are supported by the methodically theoretical text at the first part of the thesis. The evaluation of limits determining potential improvements resulted from previous chapters and is contained in the final part of this thesis. The fundamental objective of this work is to design the optimization of the process group using the form of future projects.

The influence of implementation of DMS in a bank on its business processes

The topic of this thesis is an analysis of the influence of implementation of Document management system (DMS) on a selected process of a specific retail bank. The paper moves from a detailed characteristic of key terms, apart from technological aspects deals with the current legislature, continues on to the current state of the selected process and ends with a proposal of a new process. The thesis is meant for those who are interested in the field of enterprise content management, additionally it can offer motives for thoughts about electronization of documents and how it can be used to better the organization's services.

Electronic data circulation and their management within the company

The thesis consists of two parts, the theoretical part and the practical part. The theoretical part concerns with description and abilities of the Document Management System, which secures circulation and management of the documents within the company. The second, practical part of the thesis, describes the implementation of the Document Management System in the Company SUDOP PRAHA a.s. The target of the thesis is the assessment of the implementation of the system in the company and putting together a list of problems arrising during the it´s implementation.
