Good Governance in Theory and Practice

This master's thesis offers comprehensive perspective of good governance concept in a theoretical level as well as from a practical point of view with emphasis on the Czech Republic. The objective of the thesis is to investigate the theoretical background of the good governance concept and its basic principles, focused on dealing with the concept in the Czech Republic. The work also provides the assessment of the critical points associated with the good governance concept implementation and attempts to provide the possible solutions to eliminate these points. Thirteen research interviews were conducted with the public administration staff members and the leading experts in the field to analyze the current state of good governance in the Czech Republic. Thematic analysis was utilized for this purpose and results have shown that good governance is not broadly applied yet. Besides the apparent issues such as problems with human resources, communication, politicization of public administration, departmentalism or absence of long-term vision, the key obstacle to implementation of the good governance concept in the Czech Republic seems to be low level of cultural and social standards.

Dealing with homelessness in the capital city of Prague - is current social service system enough to satisfy homeless people?

The bachelor's thesis deals with the issue of people without a regular dwelling in terms of social service administration in Prague. The theoretical part of the thesis consists of a general description of homelessness and explanation of the current model of provided services. It also mentions non-governmental organizations providing social care for the homeless in Prague and describes the help from the state administration. The next part explores 2 conceptions focused on tackling homelessness and discusses how they are currently met. It was also necessary to mention foreign experience of solving this problem. Interdisciplinary cooperation is an important chapter because homeless care is not only based on the provision of outpatient services, such as food, hygiene, clothing, or on the provision of residential services. Cooperation with other actors such as physicians (psychiatrists, dentists, gynecologists) is also necessary for the services to be provided comprehensively and to be able to respond to all the needs of the homeless. Personnel "Purge" at Central Authorities in Czechoslovak Republic after 1945

This diploma thesis attends to personnel "purge" in the field of public administration in Czechoslovakia after World War II in a broader context. "The purge" of civil servants is presented in the context of the overall development of the Czechoslovak Republic in the period 1945 -1948 and with the general requests of the postwar "purge". The attention is paid to the status of civil servants, particularly in the Protectorate of Bohemia and Moravia and in the postwar period. The next part of this thesis is focused on the activity of the purgatory commissions, which operated on the basis of the Decree of the President. In the selected ministries is performed the analysis and the comparison of the model cases of "purge" of the civil servants.
Ethical Standards of Public Administration

The "Ethical standards of Public Administration" diploma thesis looks at the application of the Code of Ethics in central government administration and the civil service. The objective of the thesis is to evaluate the collected data, to determine the level of use of a single document, which addresses the ethical values within the administrative authorities, to identify problem areas and to propose possible solutions. The problem is defined and graphically displayed using a structured tree chart in the introductory part of the thesis. The next part of the thesis is dedicated to the subsequent identification of the problem and to the theoretical solutions, including the outline of a problem of applying ethical standards within the context of reform in government administration. This is followed by a brief description of the changes in the employment of civil servants in the government (public) administration authorities in neighbouring countries. - 1 - Roman officials during the Republic Abstract This thesis was created with the aim to provide a comprehensive look into the problematics of Roman magistracies in the republican times. Appart from the listing of individual republican offices and their powers, which constitutes the crux of this thesis, it also grapples many questions closely connected to the concept of Roman republican magistracies, including questions of sociopolitical and legal nature. Attention is also given to historical and societal circumstances that have led to the creation of individual magistracies, rules governing holding these offices, their acquisition and resignation and furthermore the relationship between individual magistracies regarding the course of offices. The opening chapter deals with the term Roman magistracy itself and later with the principles governing magistracies as a whole as well as the division of offices into groups based on certain criteria. Likewise, the Roman course of offices - cursus honorum is an important part of the chapter as well as the insignia and privileges of the office that distinguished Roman magistrates from the ordinary citizens. Thesis title: Magisterial powers in Ancient Rome in the period of Principate The aim of this thesis is to provide a systematic overview of the image of the Imperial administration and palace offices during the times of the Principate during the first three centuries of Common Era. Their enumeration, powers and administrative agenda are described chronologically according to their presumed and documented origin in the reigns of the respective Emperors and dynasties, together with the most significant administrative policy and reforms of individual sovereigns. The description of the Imperial cabinet is set to a basic historical context, which sheds more light on the eventual motivation and reasoning behind the creation or abolition of individual offices or the enactment of the appropriate reform since the ascension of Octavianus to the throne until the overview of fundamental changes of state administration during the reign of Diocletianus. Transparency in the State Administration as Protection of Legal Principles Illustrated by the Example of Using of Hedge Commands by the Financial Administration

The thesis explains the need for a high level of transparency in the state administration on a concrete example of administrative practice - using of hedge commands by the financial administration. For explanation, the hedge command is is the ultima ratio tool in the area of the tax administration. The topic was widely publicized and, in particular, the cases of liquidation effects of the hedge commands on some entrepreneurs and cases where the courts decided against financial administration. The mistrust that has arisen in using of this tool is considered a public-political problem in the text. The thesis examines the trustworthiness of the state institution in connection with the degree of transparency. It deals with the influence of the bureaucracy on the state administration, with the accountability of the state officials and with the concept of good governance, on which the need for transparency proves. The multiple case study in the empirical part of the thesis presents five selected critical cases of the use of the hedge command, when the courts decided in favor of the companies. Justice of the First Czechoslowak Republic follows on from the justice of Austor-Hungarian Empire. The theoretical part of the presented thesis illustrates how the criminal law has changed and what the system of a judiciary organization was. The second part of the thesis, based on the research of archival sources, focuses on district court and cases which falling within their jurisdiction on the example of the town Lišov in South Bohemia in the years 1918-1939. Attention is payed on a local municipal police, as well as the persons of judges and notaries.
