Public Procurement and Budgeting of Municipalities

This thesis analyzes the spending behavior of municipalities regarding public contracts, mainly the relationship between municipal public procurement spending and fixed capital formation, using a unique panel dataset containing data on 3,404 Czech municipalities for the years 2011- 2022 made specifically for this purpose. The relationship was found significant and positive regardless of other municipalities' characteristics: size, regional affiliation, and political affiliation. Although the distribution of spending on public procurement during municipal election terms pointed to a certain degree of opportunistic spending in the years of elections, no definitive conclusion could be made for the subset of parties present both in the municipal and national government at the same time. It was also found that in most cases, the established national political parties ruling in municipalities are more likely to invest in all three main contract types (construction works, services, supplies) as opposed to having no contract when compared to independent candidates. A prediction of future short-term gross fixed capital formation was ruled out as unreliable using the dataset in question. Exploring the Contribution of Isochrony-based Features to Computerized Assessment of Handwriting Disabilities

Approximately 30–60 % of the time children spend in school is associated with handwriting. However, up to 30 % of them experience handwriting disabilities (HD), which lead to a decrease in their academic performance. Current HD assessment methods are not unified and show signs of subjectivity which can lead to misdiagnosis. The aim of this paper is to propose a new approach to objective HD assessment based on the principle of movement isochrony. For this purpose, we used a database of 137 children attending a primary school, who performed a transcription and dictation task, and who were associated with a BHK (Concise Evaluation Scale for Children's Handwriting) score. Employing a machine learning model, we were able to estimate this score with 18 % error. An interpretation of the model suggests that the isochrony-based features could bring new benefits to the objective assessment of HD.
Depression in aging population: Social and economic determinants

Depression among aging population is a common phenomenon. This thesis studies potential socioeconomic and health-related factors as determinants of depression. We analyse a cross-sectional dataset of European residents aged 50+, provided by the SHARE project. Hypotheses regarding the factors are formulated based on existing literature. A logistic regression is applied and a number of robustness checks is carried out. A significant positive relationship is found between depression and factors associated with poor physical health and financial difficulties. The odds of depression incidence increase substantially for women both in the Czech Republic and Europe. Stratified analysis points that being employed reduces the chance of developing depression among the Europeans aged 50-64, while it increases the chance significantly for the Czechs aged 65+. 1
Communication skills of people with moderate mental disabilities in institutional care

This diploma thesis deals with communication skills of people with moderate mental disabilities in institutional care. The theoretical framework is divided into three chapters. The first chapter focuses on adults with moderate mental disabilities. First, it defines and characterizes adulthood, further defines and classifies mental disability and lastly characterizes adult individuals with mental disabilities. The next chapter is devoted to communication, which is defined along with communication skills. This chapter also describes symptomatic speech disorders of people with mental disabilities and individual language levels and the impact of mental disability on them in detail. The last chapter of the theoretical part approaches the support of people with mental disabilities in the framework of social services. First of all, it focuses on the history of social services for people with mental disabilities, then on the legislative consolidation of social services. In conclusion, this chapter describes some types and forms of social services. Beijing opera during the Cultural Revolution and Mao Zedong's art theory

The subject of the thesis is the modern-day Beijing opera included in the canon of the "Eight Model Plays". The operas are discussed in their historical and ideological context. Their contents and forms are analysed to investigate in what sense they meet the requirements put forward by Mao Zedong in his theory of literature and art, as originally formulated at the Yan'an 延安 conference in 1942. The thesis focuses, in particular, on Mao's idea of using traditional forms to communicate new and revolutionary content (known as "putting new wine in old bottles").
Information literacy standards for elementary education

The aim of the thesis is to gather data for the creation of information literacy standards for graduates of 9th grade of elementary school in the Czech Republic. The theoretical part contains the definition of information literacy, organizations in the field of information literacy, documents in the information society, as well as existing standards of information literacy in the Czech Republic and abroad. Finally, research activities in the field of information literacy in the Czech Republic are described. In the practical part, the analysis of the current situation in the information literacy development in the UK and Sweden is introduced. The analysis of the currricula of selected elementary and grammar schoools in Benešov distrikt is described as well. The main contribution of this thesis is the analysis of the selected schools and a proposal of the information literacy standards.
