Šeneklová, Zuzana ; Bartoň, Petr (advisor) ; Mirvald, Michal (referee)
This thesis analyzes an overall impact of regulation prescribing mandatory use of motorcycle helmets on relative frequency of fatal accidents in Lousiana. The estimate of the impact is performed by using modified method "Difference in Differences", assuming common trend of treated and control group and the assumption of exogeneity of change in regulation. Covered period is between years 1994 and 2008, during which two major changes were applied to law in Louisiana -- in 1999 the regulation for bikers aged 18 years had been abolished and in 2004 reestablished. The thesis focuses mainly on the effect of the abolition of the regulation and leads to a result, that the change in regulation had a significant effect on increasing number of fatal accidents. The second part focuses on Peltzman's effect, especially on expression of inverted Peltzmans effect in response to same surveilled change in regulation. It focuses on whether the bikers after the abolition of regulation, which increased driving safety, adjusted to this increased risk by reducing an average speed. Observations show that bikers adjust only immediatly after the change in regulation, after that it is followed by slow but sustained growth in average speed which leads to accidents.

Solidarity and equivalence in social insurance system
Běloch, Petr ; Krebs, Vojtěch (advisor) ; Vybíralová, Ivana (referee)
Solidarity and equivalence are basic principles on which is built not only social policy, but also the underlying structure of society as a whole. If the people's look at these principles doesn't correspond to their integration in social security systems, people find it as unjust and the social policy as illegitimate. It will be a task for new government elected in 2010 to solve long lasting problems derived from negative impacts of aging society together with more legitimate setting of solidarity and equivalence. This work analyzes income inequality in Czech Republic compared with other countries, follows the development of replacement rate of retirement pay to wage in time and in comparison with the level of previous income. The work compares the observed data with people's views on the pension system which are presented in the public opinion research. Next part compares two different approaches to solve the "pension crisis" -- the Swedish system of virtual accounts and the Chilean fully funded scheme -- and outlines a new pension system, which doesn't create explicit costs during transition from the current system, increases the involvement of merit principle, supresses excessive redistribution and thus constitutes a long-term sustainable system solution.

Bělohlávek, Jan ; Aschermann, Michael (advisor) ; Rokyta, Richard (referee) ; Nečas, Emanuel (referee)
Acute cardiology cares for critically ill patients suffering from organ dysfunctions and failures, which have to be supported by both pharmacological and non-pharmacological, device-related organ support. The thesis deals with implementation of organ support methods to acute cardiology and its influence on patients' survival. Author implemented and scientifically analyzed benefits of ECMO (extracorporeal membrane oxygenation) both in generally critically ill, and in patients with severe right ventricular failure with cardiogenic shock. (...) These findings confirm crucial role of hemodynamic status in the prognosis of the critically ill patients. Noninvasive artificial mechanical ventilation and specialized outpatient facility were also implemented for early postdischarge care for patients, who survive critical illness. Continued extending of organ support measures is a key prerequisite for further cardiac centre developement.
