Komplexní analýza alternativních zdrojů elektřiny

Hlavními výstupy projektu jsou: podrobné rešerše posledního vývoje OZE a jejich shrnutí, nejdůležitější specifika jednotlivých zdrojů OZE (vlivy na ŽP, zaměstnanost, připojení do sítě), sestavení katalogu jednotlivých reprezentativních technických řešení pro využití katalogu jako báze hodnocených variant (spolu s rešeršemi poskytují identifikaci souboru technologií v podmínkách ČR, sestavení softwarového modelu pro shromažďování a aktualizaci údajů soubory technologií OZE), předběžné vyhodnocení vhodnosti jednotlivých zdrojů pro ČR pomocí SWOT analýz, sestavení obecné metodiky řešení pomocí metody multikriteriálního hodnocení variant, návrh kritérií a výběr metod hodnocení (zejména vydefinování komplexní soustavy hodnotících kritérií OZE pro posouzení perspektivnosti OZE v podmínkách ČR), sestavení báze hodnot kritérií, sestrojení softwarového modelu pro multikriteriální hodnocení variant pomocí vybraných metod a pro podporu výsledků hodnocení včetně výsledků analýz s názvem Multika, sestavení expertního systému TESES Multika (jeho nejdůležitější součásti jsou databáze technologií, expertní znalosti, výpočetní modul), sestavení týmu expertů, přiřazení vah jednotlivým skupinám (oblastem) a hodnot kritériím pro jednotlivé technologie (výsledky expertního zjišťování názoru o důležitosti jednotlivých faktorů pro OZE v ČR, rešerše a katalog technologií spolu s expertním šetřením vedly ke stanovení hodnot kritérií pro jednotlivé technologie), provedení vyhodnocení a zpracování výsledků včetně citlivostní analýzy, interpretace výsledků, stanovení pořadí perspektivnosti OZE v podmínkách ČR, které umožňuje posoudit způsob zajištění požadovaného potenciálu OZE a ekonomické hledisko zajištění tohoto potenciálu jako návrh konkrétních opatření, sestavení zjednodušeného modelu pro doplnění báze dat a praktické rychlé vyhodnocení a zpracování doporučení pro navazující výzkumné práce pro konkrétní aplikace výsledků řešeného projektu v praxi.
The Economics of Wind Energy

The presented work examines the special characteristics of electricity produced by the wind as a renewable resource into which considerable hopes are being placed. Production of electricity from wind, as well as from other renewable sources, is a subject of many legislatively enshrined preferential rules. These subsidies and regulatory provisions help the energy producers but represent additional costs to every final customer and tax payer. The aim of this work is to analyse the key arguments of wind energy advocates, which are 1) economic advantage of this production due to zero costs for 'fuel' and 2) negligible burden on the environment due to zero carbon dioxide emissions. The work takes into account all aspects of wind energy production, including their financial and extra-financial implications, and shows their indefensibility in economic terms and in terms of environmental protection. Besides, I have attempted to identify institutional aspects and forms of government which is known to give interest groups a chance to succeed in their rent-seeking activities and as a result allow prosperity of the above-mentioned ineffective energy production. Attention is also paid to the observation that, given the specific technological features of electricity production from the wind, it is not possible to fully apply the conclusions of a traditional theory of economic regulation onto the current position of key players in the electricity market.
Hybrid Lamps Installation in the Czech Republic

The aim of the paper "Instalace hybridních lamp v České republice" is to reflect on the worldwide phenomenon of renewable energy and its usage in everyday life in the form of a street lighting. Hybrid lamps are particular for the combination of the wind and solar power they generate thanks to the wind turbine and photovoltaic panels they carry. In order to evaluate their possible installation in the Czech Republic the business plan is viewed from four different perspectives - technological, economic, ecological and legal.

Wind energy development and tourism: a threat or the possibility?

A plan to increase a share of energy production gained from renewable sources has been proclaimed and ratified in most of the European countries including the Czech Republic. The usage of so called clean energy has become a global challenge that raises big controversies on a local and regional level though. Wind turbines turned out to be the most controversial phenomenon for both the scientific and public community. Hereat a social acceptance (community acceptance and political acceptance) is the key question in the planning and realisation process. A potential impacts on landscape character, swirling turbines´ noise and speculations concerning potential negative impacts on tourism have become the main arguments of opposition in the last two three years. The aim of the paper is to analyze, evaluate and empirically verify a potential impact of the wind power developments on tourism on the example of localities of Slezská Harta (dam) and Boží Dar and Kryštofovy Hamry (Ore Mountains).

The usage of so called clean energy has become a global challenge that raises big controversies on a local and regional level though. Wind turbines turned out to be the most controversial phenomenon for both the scientific and public community. The aim of the paper is not to discuss options of localization of wind turbines and their potential impacts on the landscape and environment on a base of any „obejctive“ criterions and protection limits but to analyze and evaluate this phenomenon from the point of view of subjective perception of social actors (residents and visitors) of concerned localities.
Wind turbines and the NIMBY syndrom: the analysis of factors affecting perception and public attitudes towards wind energy development

Though public opinion polls prove generally high rate of positive support for the usage of renewable energy sources including wind power plants this support significantly decreases in relation to concrete building projects. This phenomenon used to be explained mostly by the NIMBY syndrome describing the fact people support certain idea or plan at an abstract level but they oppose to its implementation in their own vicinity. The aim of the lesson is to sum up and evaluate contextual, political-institutional, social and other factors beyond the NIMBY attitudes and point out that local opposition to wind turbines has generally more complex, multidimensional and socially-constructed nature.

This bachelor thesis analyzes the aspects of use of renewable energy sources, focusing on wind energy. It assesses the state of use of various alternative sources by European countries. One part of the work is focused on the evaluation of existing wind power technology possibilities and it explains the impacts of wind power plants on the environment. This work analyzes current situation of wind energy in Europe and it outlines the prospects for the future while assessing its limits.

The main focus is set on Czech legal provision. However basic description of law of the European Union in the respective field, as a corner-stone for the one of the Czech Republic, is also contained. Additionally former provision that regulated usage of RES before admission of the Czech Republic into the EU is included. The very last chapter of the paper offers brief study of most recent European directive concerning the respective field.
