Development of the system of state social support

Through the state social support the state contributes mainly to families with dependent children who are faced with a recognized social situation that the family is unable to cope with via its own efforts and means. The system of the state social support was established in 1995 and is regulated by Act No 117/1995 Coll. on State Social Support, as amended. The present system of state social support consists of the following benefits: child allowance, housing allowance, parental allowance, birth grant and funeral grant. Parental leave - balancing work and family life

According to the name, this thesis is focused on the legal institute of parental leave as work-life balance mean in the Czech Republic with its comparison in legislation in some European Union member states. The aim of the thesis is to answer the main research question: "How parental leave supports work- life balance?" The main part of this thesis constitutes an analysis of parental leave from the view of labor law and social security law (including introductory perspective on equality, gender equality) in the Czech Republic. Another important part of this thesis, which is necessary for complete understanding the institute of parental leave, is the outline of conceptual basis of parental leave in law of European Union. This thesis also includes comparison of parental leave legislation among some European Union member states. Therefore this thesis is enable to give comprehensive preview of the institute of parental leave and presents it in its mutual context and practical situations.
Family policy of the Great Coalition in Germany (2005 - 2009)

The Federal Republic of Germany is among the countries with the lowest birthrates in Europe; Germany's total fertility rate has fluctuated between 1.3 and 1.4 children per woman since the 1970s. Presented thesis "Family policy of the grand coalition in the FRG 2005- 2009" deals with measures taken by the Federal Ministry of Family Affairs, Senior Citizens, Women and Youth, headed by Ursula von der Leyen, and their impact on the birthrate and other indicators such as the employment rate among mothers and the risk of poverty. In this period of time, the concept of family policy was changed towards the Scandinavian model, which supports Work-Life-Balance. The effects of the introduction of year-long income- dependent parental benefits, which are extended by two months when the parents alternate in care, are analyzed in this thesis. The second researched measure is the massive support of the expansion of child care opportunities for children under three years of age. The thesis shows that the total fertility rate has not shown any significant change; nevertheless, the decrease in specific fertility rate among highly educated women was halted and the employment rate among mothers increased. The effects will only be able to be complexly assessed after a longer period of time.
Comparison of the concept of maternity and parental benefits in the Czech Republic and selected European countries

The thesis Comparison of maternity and parental benefits in the Czech Republic and selected European countries dealing with the issue of support for families with children through social system. The paper briefly describes the benefits provided by the Czech Republic and other European countries. The other countries are the United Kingdom, Denmark, Italy and Germany. In the analytical part of the work is the concept of single doses compared and consequently are formulated recommendations for the Czech Republic, which should take from other states. At the same time, there are processed example term experience in other countries monitored. Women between family and work. Conditions for harmonization of work and family in Prague

Diploma thesis "Women between family and work: Conditions for harmonization of work and family in Prague" is focused on current problem which is being dealt with on national as well as supranational level. The aim of this thesis is to describe the factors influencing harmonization of family and professional life of the mothers with children from two to six years old in region of Prague and find out whether the policy of state and regional governments reflect these factors. Chosen factors are described from the macro perspective but individual influences are also dealt with. On one hand the attention is allocated to state policy, especially from the point of view of Ministry of Labour and Social Affairs, but also from the point of selected municipality - municipal authority of Prague and municipality Prague 17.
The fathers on parental leave in the Czech Republic

This diploma work is focused on the situation of fathers on parental leave in the Czech Republic. The aim of research is to find out how fathers feel on their parental leave, what is positive or negative for them and how they evaluate this experience. The theoretical part describes the legislative framework of parental leave and parental allowance and explains the concepts such as femininity, masculinity, maternity and paternity. Then I deal with gender stereotypes and situation on the labour market, and their influences on the decision for starting parental leave. Then I formulate arguments for more father's participation in taking care of children. The empirical part is focused on a qualitative research. The research was realized by interviews done with 10 fathers on parental leaves, and analyzed by coding. Then I made a connection between new data and theoretical resources which are described in the first part. At the end I indicate the posibility of doins some other research, for example with both parents.
Family policy in the Czech Republic and services of care about children in the pre-school age

v anglickém jazyce Family policy in the Czech Republic and services of childcare for children of pre-school age This master's degree thesis deals with family policy, in particular with the institutional provisions of childcare services for children of pre-school age, their legislative framework and potential future development. The goal is to find out whether the current legislation of childcare services sufficiently reflects the needs of parents, given demographic developments and the existing socio-cultural and economic context. The first chapter characterizes the current context of family policy in the Czech Republic: We are experiencing rising fertility rates, while people realize parenthood at later stages of their lives. In addition, opinion polls show that 50% of families desire an egalitarian family model with an equal distribution of childcare responsibilities between both parents, thus allowing for the professional development of each. In reality, however, women usually lower their professional ambitions and stay at home taking care of the children. The second chapter suggests that the discrepancy between the desired and the actually practiced family model is a result of existing family policies in the Czech Republic, which prefer the model of the father as the breadwinner and the mother...
The influence of the unemployment on the state social supprot benefits paid in districts of the Czech Republic

This thesis is focused on the analysis of state social support benefits in various districts of the Czech Republic during the period 2006-2014. During this time many legislative changes took place. The main objective of this work is to evaluate these changes in terms of their impact on costs of state social support benefits and find the impact of unemployment on the state social support benefits. The first part of the thesis focuses on the definition of theoretical terms while the second part is dedicated to data analysis.
Analysis of the impact of social reforms in the parenting labor market in 2012-2015

Bachelor thesis is focused on efficiency of social reforms, which was made in 2012, specifically for establishing equality of the two and four-year parental allowance and analyzes the effects which was brought with this change. This thesis shows that even without a fundamental change in expenses on parental allowance, its amount and gender structure of beneficiaries, parents increased their demand on daily form of collective childcare after year 2012. Reason is that parents can work and at the same time can child over two years old attend care programs on daily basis, so that parent doesn´t loss entitled to parental allowance. Private facilities responded to that increased demand, because they have easier possibilities to upgrade capacity than public day care centers. Part of social reforms concerning parenting also reduce unemployment of parents of children in preschool age and significantly increased the number of part time working peoples. In conclusion is made prediction of parental allowance recipients based on birthrate and suggested economy recommendations. This thesis brings evaluation of specific parts of the social reforms of 2012 regarding parenting from a macroeconomic perspective.
Comparison of family policy in Norway and the Czech Republic in the years 1993 - 2014

This thesis aims to analyze the development, its deteminants, instruments and objectives of family policy in the Czech Republic and Norway, focusing on maternity and parental leave. With respect to the different attitude of the two policies, support for families with children is compared on several theoretical levels and also demonstrates the use of supporting families in practice. It was found out, that Norway provides greater support to the ratio of expenditure to GDP, as well has a more appropriate measures for families in the context of harmonization of work and family life. In addition to the comparison between these two systems of family policy the thesis also provides suggestions for improvement using the Norwegian model.
