Parental leave in Dresden and Leipzig with the focus of fathers involvement as an example for successful family politic

In recent years Germany had to deal with demographical changes on his own territory, pointing an increasingly aging population and on the other hand with a low birth rate that could not normalize this trend. Family policy deals with these issues because one of its current goals is to raise birth rates and ensure and strengthen the position of women in the market. As a possible solution, the family policy sees it in the contribution of men to the share of parental leave. Therefore this diploma thesis will have this topic in the focus. The turning point for Germany and especially for fathers was the year 2007 when the so called "Elterngeld" was introduced with the goal to encourage men to take parental leave and support the woman with raising children. Thanks to this fact that a man help a woman with an upbringing child and household, to women is given the possibility to return to the working environment earlier (at least for a half-time job). This partnership should ensure greater stability in the relationship and possibly ensuring next offspring that Germany necessarily needs. Since 2007 can be noticed interesting numbers of men entering the parental leave. Noteworthy is that one of the highest figures is reported by Saxony with Dresden and Leipzig. Establishing Paternity Leave to Support Active Fatherhood in the Czech republic.

The Bachelor thesis is focusing on the topic of active fatherhood in the Czech Republic. The purpose of the thesis is to describe the process in the making of the politics, particularly the unapproved concept of minister Petr Nečas and the member of the parliament Michaela Šojdrová from 2009. At first the changes of the stance and the role of the father in the family from pre-historic times until present is described. Consequently, the specific types of supporting active fatherhood are introduced and compared with other European states - parents' benefits, paternity leave and sickness compensation. One of the suggested measurements, the so-called paternity leave, is programmed to support a functional family, the relationships in the family and to support the active fatherhood. As a part of the concept the paternity leave is analyzed with the aid Multi Stream Theory. The goal of the Multi Stream Theory is to find an explanation why some of the public policies are accepted and some of them are not. Introduction of Paternity Leave: Expected Costs and Benefits in the Czech Republic

Although paternity leave policies have already been in place in a majority of European Countries, paternity leave in the Czech Republic was introduced through legislation change only in February 2018. In this thesis, we focus on an evaluation of expected costs and benefits of paternity leave in the Czech Republic. Given the recent nature of the policy change, we provide an ex ante analysis. This analysis compares the actual situation as of 2016 with a hypothetical situation of implementing paternity leave already in that year. Unlike the European Commission studies analysing the introduction of paternity leave in other European countries, we take into account heterogeneous propensities of different socio-economic groups taking paternity leave, different scenarios of overall take-up rates and different on-the-job substitution rates for fathers. We show that the lowest expected yearly costs were 427 million CZK, while the highest calculated costs were 1.28 billion CZK. The lowest costs go hand in hand with the lowest take-up rate and a higher substitution rate. On the contrary, the highest costs were calculated for the highest take-up rate and a lower substitution rate.

Active fatherhood as a part of family policy in EU Abstract The main objective of this thesis is to explore the conditions that determine the active involvement of men in the care of children in European Union member states and to analyze the impact of active fatherhood on the economic activity of women and fertility. A part of this study is a typology of family leaves with regard to the possibilities of fulfilling nature of active fatherhood, analysis of legislative conditions connected to paternity and parental leave as well as analysis of the Eurobarometer 59.1 survey dealing with the attitudes of men to use parental leave and the circumstances of these attitudes. The relationships between the main factors that influence the decision making of men about their participation in the care of the youngest children are analyzed and there is also tested the effect of this decision. In conclusion, the study outlines the development of conditions of childcare by men and summarizes proposals of legislative changes in conjunction of the studied issue in the Czech Republic.

Harmonization of family and work life from the view of familialism concept in chosen countries

The goal of this diploma thesis is to analyse public policies of the Czech republic and Germany which are focused on work-life balance of families with children under three years of age. In its theoretical part the diploma thesis offers description of how current changes in our society affects work-life balance, gender equality, women and their aspirations, desicion- making of families concerning their preproduction plans and fertility itself. As next this thesis brings explanation of relationship between different public policy designs and their affects on harmonization of both life spheres, gender equality and free choice of life strategy. In the anylitical part the diploma theses analyses concrete public policy instruments of both chosen countries, compares them with each other using predefined categories and offers analysis performed in the framework of familialism concept formulated by Sigrid Leitner. Finally, in the chapter "Discussion and summary of recommendation" the diploma thesis offers suggestions for modification of some concrete regulations in the Czech republic inspired by chosen regulations that are currently used in Germany and that are considered as instruments with potential to positively influent harmonization of both life spheres, gender equality and free choice of life strategy.

The policy of active fatherhood in the Czech Republic in comparison with the Slovak Republic.

The thesis deals with the active fatherhood policy in the Czech and Slovak Republics. The aim of the thesis is to compare fathers' involvement in childcare and active fatherhood policies in these countries. Then to map the types of measures to support active fatherhood that we can find here, their historical development and legislative anchorages in both countries. Specific measures are embedded in family policies. I am also interested in citizens' attitudes towards greater involvement of fathers in childcare. It is a comparison of two case studies (CR, SR), the current state of the policies is surveyed through expert questionnaires. The interviewees were experts on the area from both countries. The results of the research show us that, although the number of men receiving parental allowance in the countries is not much different, the Slovak Republic lacks the benefit of paternal postnatal care, which would mean a huge advance. In addition, family policy in the Czech Republic is more geared to a greater involvement of fathers, and a motivational bonus is currently being discussed to increase the number of men on parental leave. In the end, there are examples of good practice from Europe that both countries should follow.
The Analyses of Queries from Web Counselling of Gender Studies, o. p. s. submitted between the Years 2006 - 2014

This diploma thesis analyses the questions that were put in to the Gender Studies, o. p. s. online law centre between the years 2006 and 2014. This online law centre is primarily dedicated to answer questions on the topic of discrimination in the labour market, especially on issues relating to maternity or paternity leave as well as reconciliation of personal and working life. The theoretical part is devoted to putting this issue into the appropriate social and legal context. The main aim of this thesis is to answer the research question on what are the topics of the questions asked in this online law centre within the above mentioned time period, and also to determine whether men and women are interested in diverse topics. The chosen research method is quantitative content analysis. The outputs of this analysis are rather descriptive due to the high number of analysed queries. Keywords: discrimination, maternity leave, paternity leave, paternal allowance, reconciliation of personal and working life.
