Negotiations on the extension of the Russian 201st military base in Tajikistan, 2008-2013

This case study examines a negotiation process on extension of the Russian 201st military base in Tajikistan, which took place in 2008-2013. The paper examines interests of Russians and Tajiks in relation to the base, their motives, on which they based negotiations, factors, that entered the process and a future impact of Russian military presence on the political, security and economic situation of the country. It consists of an analysis of significance of the base in context of Tajik and Russian relations, regarding to problems such as porous borders, drug trafficking and smuggling, radical Islamism, quality of Tajik armed forces, energy policy, trans-regional transportation network connection, labor migration and relations with Uzbekistan. It includes also an analysis of the negotiation process from historical and political point of view and an analysis of other direct and indirect impacts of future Russian military presence in Tajikistan.
Structuralism and Concept of Discourse in the Work of Paul Ricoeur

This diploma thesis focuses on structuralism and concept of discourse in the work of French philosopher Paul Ricoeur. The aim of the thesis is to show Ricoeur's effort to interconnect structuralism and hermeneutics and, after this, to treat how this interconnection works as a general paradigm of human sciences. The point of departure is Ricoeur's revision of Saussurean structural approach which divides language into language system (langue) and speaking (parole). Then, the concept of discourse is grounded and the thesis proceeds to problems of text. By using the concept of discourse for written forms of language (texts), Ricoeur introduces this term to his hermeneutical approach. Its interconnection with structuralism is made possible by circular dialectics of explanation and understanding in which structuralism is shown to be necessary for the hermeneutical knowledge. Ricoeur's hermeneutical thought is also characterised by movement from text to action. Ricoeur finds some parallels between them and between the interpretations of them. By this, he proceeds from hermeneutics of text to hermeneutics of action and presents his conclusions as a general paradigm of human sciences. These are said to have a hermeneutical nature. The thesis deals with the Czechoslovakian philosophy in the nineteen-sixties. It focuses not only to its historical description but intends to enter its philosophical thinking from inside and analyse its principal categories. Especially it focuses on the category of work and examines its various formulations, developed in different theoretical perspectives of Czechoslovakian philosophers. This allows distinguish these perspectives in their similarities on one hand and differences on the other. The thesis notably focuses on so called "Hegelian movement" and its evaluation of category of work. This movement, which is in fact the Czechoslovakian variation to the philosophy of praxis, formulates the category of work in its philosophical meaning, i. e. as an ontological category decisive for an origin of the reality and human being. It was originally Hegel, who developed this meaning of category, and Czechoslovakian Hegelian movement continued in developing his ontology adopted through Marx. Learnability of ethics: is it possible to acquire a virtue? Key words: ethics, virtue, learning, learnability, knowledge, practice This diploma thesis is focused on the field of virtue ethics as one of the main branches of the practical philosophy and on the theme of the possibility to learn or acquire a virtue. In the introduction part, it presents the context and the basis of the theme and besides that also the fundamental criteria, by which the outcome of the thesis and the main question will be assessed. Then a general description of the main principles of the virtue ethics is introduced. The next two main chapters are devoted to the description of the approach to this kind of moral philosophy in the works of it's two most significant representatives, Plato and Aristotle. This description is held with the idea to stress those aspects of virtue, that are in connection with the possibility and forms of learning it. The next chapter brings several more examples of the opinion about both introduces conceptions from the viewpoint of the learnability of virtue. The conclusion then summarizes the described features of the virtue, in what way they connect with the idea of learnability and if they meet the criteria set at the beginning of the thesis.

The fundamental idea of the coexistence of the contemporary central European states within one geopolitical space has its beginning in the 14th century when the monarchs of Bohemia, Poland and Hungary found and articulated a common interest in cooperation in defence against Habsburg's power expansion. The formalised form of cooperation was later implemented within the Austrian and subsequently Austro-Hungarian monarchy. Austria's dominant role ended in 1918 with the breakdown of the Austro-Hungarian monarchy, as one of the results of the first world war. The current Visegrad Group was created as a need to respond to the new challenges that these countries had to face in the new geopolitical order of Europe. In pursuing a realistic policy, the Visegrad group can become a significant force not only within the EU, capable of defending the economic, military, and political interests of its members. The promotion of the economic and national interests of the individual members of the Visegrad Group can be enhanced by mutual cooperation within the European Union, especially during negotiations of the long-term budgets of the European Union. 1 Hearing in Contentious Procedure Abstract This rigorous thesis deals with a hearing as a key phase of a contentious procedure in which the presiding judge, in cooperation with the parties, takes evidence and undertakes other appropriate measures in order to ensure complete and fair hearing without undue delay in the proceedings. The primary aim of this rigorous thesis is to describe the course of a hearing in the contentious procedure, as well as to analyse its legal basis governed by the provisions of § 115 et seq. of Act No. 99/1963 Coll., Code of Civil Procedure, as amended. For the sake of clarity, the text of this rigorous thesis is divided into five parts marked with letters A to E, which then contain 11 chapters. Firstly, the essential concepts are defined in Part A. The concept of "contentious procedure" is defined, its parties and their adversarial positions are introduced, their procedural initiative is described, as well as the function of the contentious procedure itself.
