The electroral system for the Chamber of Deputies of Czech Republic: genesis, evolution and its future direction

This final thesis deals with electoral system to the Chamber of Deputies of the Parliament of the Czech Republic. Its genesis, evolution and future are presented in 3 chapters and in the Conclusion. Work is designed as a case-study and it employs two methods - from general to particular, and from earlier to later. These methods are used in whole work as well as in particular chapters and subchapters. The first chapter introduces readers to the issue of electoral system in general. There are described two main voting systems - proportional and majority vote. Stress is put to the proportional system which has used for elections to the Chamber of Deputies. Also the question "which electoral system is the best" is mentioned. Following chapter surveys history of the electoral system and evolution from its establishment to the present. Main part of this chapter deals with a reform introduced in the year 2000 which was declared by the Constitutional Court as unconstitutional. New law, instead of blank spaces after the decision of the Constitutional Court, was adopted in the year 2002 and since that it has been valid till the present. The main purpose of my thesis entitled "The legislative process - the role of Members of Parliament" is to analyze the process of preparing, making and passing laws by the Parliament of the Czech Republic, focusing on the role of Members of Parliament in the legislative process (including comparisons between members of the coalition, opposition and non- attached) and provide a comparison theory, therefore, the possibility of the constitution and other laws and actual practice.
Changes in Social Policies in Election Programs of Political Parties since 1993

The work "Changes in Social Policies in Election Programs of Political Parties since 1993" focuses on the perception of social policies by entities active on the political stage in the Czech Republic. Social policy represents one of the most interesting and most important policies for common citizens and also voters in the Czech Republic. This field encompasses not only the subject of social topics, but also health, housing and education policies. After gathering all of the available election programs, there is a description of several selected political parties and movements. It is focused on the portion of social policy within the whole program (word count), its placement and basic content divided into four groups: social policy, health policy, education policy, and housing policy. Afterwards, the parties are divided into subgroups and in the next three chapters they are compared with each other. It is a comparison of right-wing, centrist, and left-wing parties, a comparison of parliamentary and non-parliamentary parties, and in the end a comparison of traditional and non- traditional parties. Bachelor thesis focuses on the application of electoral formulas used in proportional electoral system in the case of the czech parliamentary election 2017. The goal of thesis is to find how the change of mathematical method of recounting votes to seats would change the composition of parliament the Chamber of Deputies and would allows the creation of stable cabinet. In bachelor thesis are also modeled results of election according to the intended electoral reforms, concrete the Opposition Threaty's reform and the Second Topolánek cabinet's reform. In introduction is introduced the topic of thesis shortly and formulated the reserach questions. Theoretical part performs electoral formulas and their effects, basic principles of the electoral act in the Czech republic and explanation of electoral reform's principles and also conditions, results and consequences od the czech parliamentary elections 2017. In analytical part is introduced methodology shortly, in this case it is the case study and then the quotas and methods are applicated to the real ballot's results. These models helps to answer the research questions which are focused in the conclusion of these bachelor thesis.
The Political Culture of the Presidential Elections in the Czech Republic

This thesis deals with the political culture of the presidential elections in the Czech Republic. Its main aim is to compare the state of the political culture in 1993 and 2008 in the Czech Republic in connection with the presidential elections. The study employs analytical and comparative methods. The thesis tests the validity of the hypothesis that the civil maturity of the politicians grows with the duration of the democracy.
The role of obstructions in the Czech legislative system

The main goal of this thesis is to describe the use of obstruction mechanisms in the Czech legislative system, where in the Chamber of Deputies of the Parliament of the Czech Republic, as key legislative institutions of the parliamentary system, has been making massive damages in the form of blocking the negotiation of draft laws for many years. The reasons that led to the Rules of Procedure of the Chamber of Deputies permitting the existence of this phenomenon are not quite obvious, but they are an integral part of the parliamentary culture of our country, which existence is mainly used by the legislative minority. Even though the Rules of Procedure have a clear wording, which allow the existence of obstructions, their use is often considered as unconstitutional, as their use often exceeds the affordable limit. The main objective of this theses is to introduce to the reader all the instruments that help to obstructions and subsequently to show their use in practice during the meetings of the Chamber of Deputies within the last three parliamentary term, including the period in progress.
Quantitative Analysis of the Parliamentary Activities of Members of the Parliament of the Czech Republic

Bachelor thesis A Quantitative Analysis of the Parliamentary Activities of Members of the Parliament of the Czech Republic is divided into two parts - the theoretical and the practical. The first part describes the theoretical background of the thesis. The relevant legislation dealing with MPs mandate and content of its activity is delineated in the beginning of the study. Furthermore the text covers the conclusions made by several native Czech political scientists and constitutional lawyers on the topic. The significant part of the thesis is composed of a description of related research using a quantitative method. It provides an inspiration for methodology and further content of the study. The second part of the thesis represents the practical side of the research. A creation of a data set is described by the variable selection with their operationalization and the data collection. The methodical content of the research and development of the data set operational environment are depicted. After that the garnered data are evaluated, at first in terms of individual variables and then by relationships between variables. Migration and its social construction in approaches of political parties in the Chamber of Deputies in the Czech Republic

Migration is a phenomenon which has strong impact on the Czech Republic. The Czech Republic is currently under transformation from transit country to immigration country. At the present time the situation is even more complicated because of the migrant crises which impact all of us. I suppose that the Members of Parliament will create social constructions or narratives about migrants during the sitting of parliament. I aim to identify social constructions of migrants that are created by the Czech political parties represented in the Chamber of Deputies since the 2013 election. I will divide social construction into two main groups. Ones belong to migrants and the other ones to refugees. I would like to find out if there are more positive or negative social constructions and how are benefits and punishments distributed to these groups. I would like to discover key narratives of particular political negotiation as well. Theoretical background of this thesis is the social construction of target population theory of Anne Schneider and Helen Ingram. Pre-election surveys for the elections to the Chamber of Deputies in the years 1996-2021 and their success

The bachelor's thesis processes the data of the results of pre-election surveys for the elections to the Chamber of Deputies of the Parliament of the Czech Republic. The aim of the bachelor's thesis is to evaluate the quality of pre-election polls for the period from the first elections to the Chamber of Deputies in 1996 to the last elections in 2021. At the same time, individual aspects of the surveys, which can affect their (poor) quality, are examined. The theoretical part of the thesis summarizes the historical development of the researched phenomenon. Subsequently, the basic methodological methods used in the construction of this type of surveys are presented. The individual types of surveys with electoral topis from the point of view of the contracting authority and the user are also described. The practical part defines the data used together with the basic introduction of agencies organizing pre-election surveys, it deals also with the chosen methodology. Selected statistical methods allow the processing of selected data and the subsequent answering of the main research question and two sub-questions. The thesis also provides closer view on ČSSD (Czech social democratic party) as the party whose prediction often significantly differed from the actual electoral gains.
Legislative procedure as an instrument for promotion of the interests

This bachelor thesis examines the legislative procedure in the Czech Republic for the purposes of lobbying. The theoretical part aims to acquaint the reader with the very concept of lobbying and its history and then systematically classify lobbying in terms of public affairs. The second part of the thesis is a thorough analysis of the current rules of procedure of both chambers of the Parliament of the Czech Republic and a description of the stages in which it is possible to enter into draft laws and amend them. This part describes the process of creation of laws from the legislative initiative through individual commenting procedures to negotiations in both chambers of parliament and the possibility of applying the presidential veto. The final part of the thesis deals with the historical genesis of the rules of procedure of both chambers of the Parliament of the Czech Republic. The main goal of this work is to present possible ways in which private interests can be enforced in the law-making process in the Czech Republic.
