Information System Assessment and Proposal of ICT Modification

This bachelor thesis focuses on an analysis of the information system in a company providing technical consultancy in the field of energetics. The first part of this bachelor thesis deals with theoretical information from the field of information systems and methods of their analysis. The second part is focused on the analysis of the company’s current state of their information system. The last part evaluates previous analyses of the information system and proposes solutions.
Efficiency of hospitals in the Czech Republic : DEA & SFA applications

This rigorous thesis estimates cost efficiency of 99 general hospitals in the Czech Republic during 2001-2008 using the Data Envelopment Analysis (DEA) and the Stochastic Frontier Analysis (SFA). It tests comparability of their results finding out a certain qualitative similarity. Next, determinants were added into SFA and efficiency of Czech hospitals examined. The presence of inefficiency is group specific even having accounted for various determinants. Effects of determinants were tested. Inefficiency increases with teaching status, more than 20,000 treated patients a year, not-for-profit status, larger share of the elderly in the municipality and average salary in the district. Inefficiency de- creases with less than 10,000 patients treated a year, larger population, higher unemployment rate and more hospitals in the region. The IES WP enclosed incorporates comments raised previously against the master thesis, i.e. excludes the effect of unemployment as a determinant from the SFA model; it furhter uses wages direcly in the the cost function. Considerable similarity between the two SFA models has been found both in terms of coefficients and signs of the remaining variables, as well as, in terms of resulting efficiency scores. Productivity of Czech state administration with focus on IT technology and costs connected with use of modern technologies

Czech state government is often criticized because of slow implementation of new information technologies (IT). Furthermore, IT-related government contracts are frequently overpriced and the official analyses say only little about the projects' efficiency. The paper inquiries into relatively homogenous level of local government represented by municipalities of extended competence. These jurisdictions have to guarantee extensive portfolio of services, however they have relative freedom of investment decision making. We used Data Envelopment Analysis and assigned each municipality with efficiency score. We found out that higher investment in IT does not stand for improved efficiency and indicates inefficiencies in public spending. We also described an ambiguous effect of the size of the district and a significant negative effect of amount of clerks.

The aim of this dissertation is to estimate the achieved bank efficiency level of chosen countries in EU and to identify the most important factors having the biggest influence on the efficiency in the chosen banks in the period 2004 -- 2011. The efficiency level was measured in six countries (Czech Republic, Hungary, Poland, Slovakia, Slovenia and Austria). The method used for estimating the efficiency was DEA analysis, which is based on linear programming. The efficiency was measured a total of five models and after that were discussed the results. Additionally were observed the changes of efficiency level in connection with the economic recession in the estimated period. The results of the thesis indicated that the best efficiency of bank system is in the Czech Republic and in Austria and the worst efficiency is in Slovenia and Slovakia. After the estimation of efficiency, the author tried also to find the most important sources on inefficiency of bank system in measured countries and tried to formulate recommendation for inefficiency bank systems.
Efficiency analysis of cultural spending in Czech municipalities

The aim of this study is to assess local expenditures on the culture of municipalities in the Czech Republic and the effect of the exogenous variables on its level. The thesis analyses the efficiency for 205 Czech municipalities of extended scope in the years 2014-2016. Based on the previously published works the expenditures of municipalities of extended scope on culture were used as the input. Output variables were chosen to match the input variable. The estimation is performed using the Data Envelopment Analysis under different returns to scale assumptions. Lastly, several potential effects on the estimated efficiency are considered and analysed. Our results suggest that 6 out of 9 exogenous variables used in the analysis are statistically significant and affect the level of efficiency (e.g.: number of inhabitants, rate of unemployment, the share of elderly people etc.). A Comparative Analysis of Performance of Dopravní podnik města Olomouce, a.s

The aim of this thesis is focuses on analysis of efficacy and performance of transport companies in the Czech Republic and the determining of the competitive position of Dopravní podnik města Olomouce, a.s. among other analysed companies and proposing recommendations for this company. The theoretical base concentrates on the interpretation of concepts of efficacy and performance and methods of their evaluation. These methods include Data Envelopment Analysis and Benchmarking. Following section which is focused on data and methods includes introduction to analysed company, Dopravní podnik města Olomouce, a.s., and also a Data Envelopment Analysis of nineteen transport companies in the Czech Republic. This chapter begins with a description of the input data and then the analysis of the comparison of the efficacy of these enterprises. In the next part benchmarking of transport companies is carried out using selected ratios in the technical, performance and financial field.
Efficiency Analysis of Grammar Schools in the Czech Republic

This thesis aims to assess the technical efficiency of grammar schools in the Czech Republic. We analyze a sample of 263 grammar schools (out of 362) and use data of cohort that graduated in 2012. We adopt a two-stage approach to efficiency analysis. In the first stage, efficiency scores are obtained through the data envelopment analysis under different returns to scale assumptions. The average efficiency of Czech grammar schools is 92% if variable returns to scale are considered. In the second stage, the efficiency is related to school and environmental characteristics using a Tobit regression. Our results suggest that the percentage of female students has a positive effect on efficiency as well as the school size and the share of students attending the 6 or 8 year study program. On the contrary, schools offering a vocational program along with a grammar school program are found to be less efficient. We have not found evidence that the share of not qualified teachers, yearly salary per teacher, state/private status, size of the town in which a school is located or any other environmental variable affect efficiency. 1
