Strategy of the European Union in the area of information policy focused on libraianship

The aim of this thesis is to describe and evaluate policie, programs and projects of the European Union's information policy. It is focused on the librarianship with a reflection of Czech projects in this area. In the introduction, the so-called Bangemann report is mentioned, which is considered as a milestone in the development of information society. This report laid the foundation for other strategic documents, which were the eEurope, including following action plans. There are other two important documents mentioned in the following chapters, i.e. i2010 - European information society for growth and employment, and EUROPE 2020 - A strategy for smart, sustainable and inclusive growth. The core of the work is formed by a description of programs, funding European projects in the area of librarianship and projects, which originated from those programs. Given the trend of the 21st century is the digitization, projects in this area are described in this thesis. This is especially the European Digital Library, Europeana, and many other partial projects. The penultimate chapter is devoted to current projects in the field of digitization in the Czech Republic. Current information policy of the Czech Republic in the public administration sector

Práce na základě analýzy hodnotí významné prvky současné informační politiky ČR v oblasti veřejné správy především ve smyslu komunikace s občany. Obecně definuje informační politiku a informační společnost jako výslednici působení současné informační politiky. Podává stručný historický přehled realizace informační politiky ve veřejné správě v ČR. Analyzuje důležité dokumenty, standardy a institucionální a legislativní zabezpečení informační politiky. Podrobně se zabývá konkrétními oblastmi realizace informační politiky ve smyslu elektronizace veřejné správy. The profile of Dialog vendor

Diplomová práce se zabývá profilem databázového centra Dialog, vývojem jeho služeb a produktů a aspekty cenové politiky. Zvláštní pozornost je věnována zakladateli tohoto centra - Rogeru Summitovi. První část práce se zabývá dětstvím a profesionální praxí Rogera Summita, která je neodmyslitelně spjata s historií databázového centra Dialog. Nastíněn je vývoj služeb a produktů pro koncové uživatele až do roku 2000. Tato část se také věnuje prodeji společnosti Dialog firmě Knight-Ridder, Inc. a později firmě MAID plc. V rámci toho jsou představeni noví prezidenti Dialogu. Druhá část práce je věnována současnosti databázového centra Dialog. Jedná se o období od roku 2000, kdy je Dialog vlastněn informačním koncernem Thomson Corporation. V následující části je popsán vývoj cenové politiky Dialogu. Jsou zde rovněž popsány názory uživatelů na zavedení nových cenových modelů. V závěru práce jsou shrnuty aktuální údaje o tomto databázovém centru. Přílohy se zaměřují na rozšiřující informace, které se týkají Rogera Summita. Uvedena je také jeho profesionální bibliografie.

French information policy: history and contemporary trends

Tématem diplomové práce je zachycení hlavních etap vývoje francouzské informační politiky od 70. let 20. století do současnosti (počátek roku 2006). Cílem práce je chronologické zmapování její historie s dúrazem na analýzu současného stavu na přelomu tisíciletí a nástin trend ll jejího budoucího vývoje. Práce zachycuje hlavní kroky francouzské vlády v oblasti informační politiky. V 70. a 80. letech 20. století to byl především vznik a vývoj telematických služeb, prvních videotexových terminálú (Minitel) a vznik on-line dialogových informačních center ve Francii. V 90. letech 20. století byla pozornost koncentrována především na integraci internetu do francouzské společnosti a na první vládní projekty na podporu vzniku informační společnosti ve Francii. Největší část práce je věnována analýze současných projektú francouzské vlády zaměřených zejména na podporu rozvoje informační společnosti, internetu, elektronické administrativy a elektronického podpisu. V závěrečné kapitole jsou nastíněny hlavní trendy budoucího vývoje francouzské informační politiky.

Comparison of EU and the Czech Republic methodologies for creating accessible web documents (focused on government websites)

Cílem práce je porovnat metodiky a pravidla tvorby prístupných webových stránek na úrovní Ceské republiky a Evropské unie. V první, obecné cásti je obecne vymezen rámec prístupného webu, definovány skupiny postižených, kterých se oblast bezbariérového webu týká, uvedeny duvody k uzákonení prístupnosti webu verejné správy a predstaveny nekteré metodiky a pravidla tvorby prístupného webu. Druhá cást je venována správe a provozování webu verejné správy. Ctenár je seznámen s údaji povinne zverejnovanými na webech státní a verejné správy, s platnou zákonnou úpravou v Ceské republice a s relevantními dokumenty Evropské unie. Tretí cást je venována srovnání aktuálne platných metodik používaných v Ceské republice s metodikami doporucovanými Evropskou unií. [Autorský abstrakt].

E-participation Tools Analysis in Municipalities with Extended Powers of the Region of South Bohemia

The thesis analyses and evaluates the tools of e-participation in the municipalities with extended powers of the Region of South Bohemia. The thesis is divided into three main chapters and it contains the theoretical as well as the practical part. The theoretic part consists of two chapters, introducing the problematics of e-government and e-participation. E-government topic is introduced from the national as well as international level and the specific examples of the implementation in the Czech Republic are described. The results of the survey of the ICT usage in the public sector of the Czech Republic are also analysed. The topic of e-participation is analysed in the second chaprter. The practical part of the thesis includes the analysis of the e-participation tools in the municipalities with extended powers of the Region of South Bohemia, which is based on the criterions set in the several blocks of the pattern. The results of the analyses are presented through tables, graphs and comments.

This advanced master thesis presents selected systems for access to serial publications. In the introductory part of this thesis is described a general problems of localization systems of serials, which is implied by the typology and their functions. In this part the important representatives of biliographic registration of serials and continuing resources are mentioned (in relation to selected group of analyzed systems). Electronic voting in Switzerland

v anglickém jazyce není součástí práce. Místo něj obsahuje práce abstrakt v německém jazyce. ¨Die Arbeit analysiert die Vorteile und die Nachteile der elektronischen Wahlen. Als elektronische Wahlen werden jene Wahlen verstanden, bei denen die Stimmen elektronisch sowohl abgegeben, als auch gezählt werden. Es kann sich um Stimmabgabe an Wahlautomaten im Wahllokal handeln, genauso wie um die Stimmabgabe mittels eines beliebigen Computers mit einer Internetverbindung, oder mittels einer SMS-Nachricht. Als Beispiel zur Vorstellung des Verlaufes der elektronischen Wahlen wurde in dieser Arbeit die Schweizerische Eidgenossenschaft gewählt, die in diesem Bereich Erfahrungen seit 2003 sammelt. Detailliert wird in der Arbeit besonders der Verlauf der elektronischen Wahlen im Kanton Zürich verfolgt - die Vorbereitungen, Legislative, organisatorischer und technischer Verlauf und die Ergebnisse aus den Städten Bülach und Schlieren und der Gemeinde Bertschikon. Zum Schluss werden die Bedingungen für die Einführung der elektronischen Wahlen in der Tschechischen Republik bewertet.

Theory and praxis of medical professionals' information behaviour

There were huge changes in spreading and use of scientific medical information in last fifteen years due to development of new information and communication technologies and changes in medicine as well. The research described in this thesis adresses possible changes in information behaviour of physicians and other healthcare workers both abroad and in the Czech Republic. Foreign studies were reviewed and summarized. A survey method was used for the Czech research, the survey was spread with the help of medical libraries and information centers both in print and online version. 228 valid answers were collected. Several factors were supposed to influence information behaviour (age, sex, affiliation, healthcare occupation, job description), but only the influence of affiliation and occupation was confirmed. There were significant differences between information behaviour of physicians and nurses and between research workers and hospital employees. It can be said that information behaviour of healthcare workers is influenced by the character of their occupation, that entails responsibility for life and that demands both a lot of information and lifelong education.
