Soft power in practice - a study of British public diplomacy between 1997 and 2007

This bachelor thesis examines the issue of public diplomacy as a means through which the state can exercise its soft power. It draws from the particular example of public diplomacy developments in the United Kingdom between 1997 and 2007, i.e. during the premiership of Tony Blair. At first, a theoretical debate concerning the concept of public diplomacy is introduced, including its advantages and pitfalls. Afterwards, the working system of public diplomacy within the UK is characterised, as well as the main changes that have occurred in its organisational structure during the studied period. Furthermore, the two key British institutions of public diplomacy are presented; BBC World Service and British Council. Finally, the thesis analyses some of the actual public diplomacy campaigns and strategies that Britain put in place between 1997 and 2007. The main emphasis is placed on the comparison of the strategies before and after 2001, when major changes happened, and the analysis of the causes of these changes. The thesis concludes that causes that influenced the formation of British public diplomacy were of internal and external character, while it was the external impulses that triggered the most radical changes.
Cultural diplomacy of Canada

In current era of globalization when cultural diplomacy became one of the inherent tools of "soft power" of a foreign policy, it is relevant to research on the place of cultural diplomacy in foreign policy portfolio of nation-states. The focus of this thesis is to evaluate the attitudes of the Canadian government towards cultural diplomacy from 1990s until today. In 1995, Canadian values and culture became one of the three pillars of Canadian foreign policy. The author therefore attempted to map whether cultural diplomacy became a coherent and strategic tool of the Canadian foreign policy during this era. By analyzing the tools of the Canadian cultural diplomacy of the Liberal governments of Jean Chretien, Paul Martin and the present Conservative government of Stephen Harper, the author seeks to answer whether we are witnessing a gradual eclipse of cultural diplomacy as a means of soft power under the Harper administration. Intercultural Communication between the Czech Republic and Moldova

This bachelor thesis aims to historically and theoretically study the problematics of intercultural communication and its manifestations in the specific context of communication between the Czech Republic and Moldova. The evolution and theory of intercultural communication converges perspectives from different disciplines and at the same time it influences other fields. For the wider case of communication between cultures attention is paid to public diplomacy and nation branding, the field studying the building of nation reputations. The paper presents the current nature of Czech-Moldovan and Moldo-Czech intercultural communication and the occasions that arise it. Based on theoretical postulates it offers recommendations for the improvement of intercultural communication between the Czech Republic and Moldova.
Czech and Slovak Public Diplomacy after 1993: The Transformation of Czech Centres and Slovak Institutes

The dissertation "Czech and Slovak Public Diplomacy after 1993: The Transformation of Czech Centres and Slovak Institutes" seeks to compare Czech and Slovak model of public and cultural diplomacy after the peaceful separation of Czechoslovakia in 1993. It seeks to investigate whether the two countries embarked on similar journeys in their foreign affairs and whether the public and cultural diplomacy is at the forefront of their international policies. The dissertation aims to establish whether to accept or reject the hypothesis that the same historical circumstances and transformational similarities inevitably lead to similarities of Czech and Slovak public and cultural diplomacy. The first chapter of the dissertation focuses on a theoretical interpretation of public and cultural diplomacy. The second chapter of the dissertation deals with both countries' historical experience and describes the model of public and cultural diplomacy in each country from year 1993 to now. This part of the dissertation delineates conceptual documentation and describes the institutional dimension of this issue. Instruments of foreign policy of small states - Taiwan's economic and public diplomacy

Taiwan is still in partial diplomatic isolation. As a small country with a limited share in world affairs is not only limited by his specific requirements, but also to the instruments that are entitled to use. The only way to escape from this situation means expanding the number of diplomatic allies and efforts for integration into international structures. Recommended tools for small state foreign policy used to achieve its objectives, primarily by soft power. Based on the classification of Taiwan as a small state, the recommended instruments are of public and economic diplomacy. They act through creating a positive image of the country abroad and various forms of foreign assistance. Taiwan needs to gather as much support from the general public in different countries. A strong motivation for him is his effort to build its own space and fixed position for national survival and growth in China's shadow. By defining each of the central concepts, integrating Taiwan into the actual facts and the application of selected instruments for Taiwan's foreign policy terms there is built a connection between the small states issue and areas of economic and public diplomacy as soft power tools of Taiwan's foreign policy.
Guantánamo: Between Security and Human Rights Guantánamo Bay Prison in US Public Discourse During George W. Bush Administration

The thesis examines the discussion about American prison for suspected terrorists at Guantánamo Bay, Cuba. The author argues that the position taken by Bush Administration in its dealings with detainees in the early years was step by step denied by a series of the Supreme Court's rulings. Thus the Administration had to find partial resolutions and ways around that led to a demand to close Guantánamo prison. The author concludes that the main reason for Guantánamo prison to remain open was a question of unresolved future fate of detainees.

Cultural Diplomacy as the Instrument of South Korean Foreign Policy

Thesis deals with the cultural diplomacy of South Korea. In the first part it looks into the concept of cultural diplomacy itself mainly its historical evolution and current understanding in international relations. Marginally, it discusses public diplomacy, cultural relations, soft power and nation branding. The second part is analytic and covers South Korean cultural diplomacy as a whole, its evolution, main actors and theirs activities. Thanks to the theoretical apparatus it looks into the areas of South Korean cultural diplomacy. The third part covers the evaluation of this policy as a whole and also it focuses on the area of support of foreign student and academic exchanges.
Nation branding of the Czech Republic and its effective presentation in the European area

The thesis focuses on relationships, structures and processes that fundamentally influence the implementation of the nation branding mechanisms to the scope of activities carried out by Czech republic´s institutional actors; on the mutual communication between the state and the European cultural environment; and on the role that the Czech republic´s institutional actors play in the communication with the external environment of the country. The thesis elucidates the extent of involvement of relevant actors in the process of nation branding of the Czech Republic and its position in the international relations on the European territory. It critically interrogates models and approaches towards the nation branding and brings detailed insights into the matter through the perspective of supranational, national and local actors (both formal and informal) that contribute to the creation of a country´s image. It provides an insight into the institutional framework of the nation branding in the Czech Republic and identification of the sources of double-track processes in the distribution of agenda and a level of involvement of public diplomacy actors and other institutions responsible for the presentation of a country. Based on the analysis of the formal and informal level of such relationships and interactions, it brings a plan of formal simplification of the implementation process of the nation branding strategy in the Czech Republic.
Twiplomacy in the United States of America and the Czech republic

This thesis deals with the new tools of public diplomacy in the 21st century. Specifically, it focuses on twiplomacy which uses the internet and social networks for fast, boundless, and effective communication throughout the international area. The goal of the thesis is to carry out comparative analysis of Twitter usage, regarding the purposes of public diplomacy, between representatives of the United States of America and the Czech Republic. Considering the American users as advanced and the Czech rather as beginners, results of the analysis should provide data for evaluation of the different ways of using this modern method of communication with the public. Finally, suggestions for improvement of Czech twiplomacy are presented including possible inspiration by the U.S. twiplomacy.
