Optimalization of care for vulnerable child till the age of 6

The diploma work processes the present issues if it is important or even necessary keeping the institutional care for the children under 3 years of age or if it can be replaced by short term foster care. The research was done by quantitative strategy and with the method of forms. The forms were addressed to fosters [short term and long term fosters] and to the child care institutions for children under 3 years of age under the direction of Ministry of Health. The data from ÚZIS also served the research these data confirm that about 85% of children return to their own or substitute families. The return to biological families did not go under 50% between 2011 and 2015. The inquiry also revealed the different view on the issue of short term foster care where fosters [long and short time] prefer the short time foster care method, while the child care institutions for children under 3 years of age under the direction of Ministry of Health mention the risks connected with the foster [short term] deficiency. The work also shows the problem that short time foster care is not convenient for disabled children and children from different ethnic groups, the institutions see a big problem in this too. The ways how the children are distributed into substitute family care are also connected with above mention. The children come to short time foster care generally from social issues and to institutional care mostly from health-social issues. The fosters themselves mention the situations when they would fear doing the care. These situations mostly correspond with the cases of children placed to the institutions with special care. Finally it is obvious the short time foster care and the institutional care play their own irreplaceable role in the substitute family care system. Together they make the necessary balanced system for children at risk and they complement each other. Well, not every child is suitable for institutional care and otherwise. For example the children hardly disabled or children from repetitively non-functional families would be in high risk of failing again in the foster care. That is the reason, why the planned closing down of the special facilities should be discussed and reconsider again.

This master's thesis deals with the present legal regulation of foster care as one of the forms of a substitute care. Foster care is a traditional private law institute with public law elements. Its purpose is to ensure substitute care to children whoes parents, or even custodian are not able to care for them because of various reasons. So foster care is a subsidiary to biological parent's care. On the other hand, based on law, foster care has priority over institutional care. Due to the reformation of the substitute care system, foster care went through lots of changes lately. Primarily it was approached to the extensive amendment of Act no. 359/1999 Coll., on the social and legal protection of children and with the effectiveness since the 1st of January the family law regulation has been incorporated to the Act No. 89/2012 Coll., civil code. The aim of this thesis is to provide a complete picture of the present legal regulation of foster care in the Czech Republic due to conducted legislative changes. Motivation to perform foster care for a temporary period

This thesis deals with the motivation to foster care for a temporary period. The purpose of this study is to describe the current status of foster care for a temporary period and detection the motives that lead people to perform foster care for a temporary period. The theoretical part focuses on motivation in the beginning. Then it is focused on foster care for a temporary period in the foster care system in Czech Republic, whole process of foster care for a temporary period and the reasons for foundantion this institute (attachment and psychological deprivation). The practical part includes qualitative research through semi-structured interview. The interviews are focused at mapping the important data of family and personal history of respondents, their motivation and experiences with foster care for a temporary time and life satisfaction. The results of the research show, that motives can be divided according to whether they are present at the beginning of the foster care for a temporary period or during foster care. The main motive is present in both cases. The results show that the main motive is to achieve meaningfulness (by helping children), which can have a direct impact on improving the quality of life. Long term foster-care and the temporary one - psychological aspects of the foster-parent view and child's view.

This thesis primarily deals with foster care. The readers are acquainted with the basic informations from the topic. Further on it deals with the issue of creating connections with foster parents. It points out differences and permanency of the realionship between the long term foster care and the temporary foster care. It outlines the specifics of psychological aspects in both forms of foster care on the side of the child and the foster parent himself. In the second part the qualitative proposal of research is submitted which is focused on children's experience with the foster care. It is trying to point out subjective view of children in their positive and negative form, due to the foster care, emotional anchoring in foster family and last but not least the children's view of transitions between families and problems connected to it. One of the outcomes of this research is to create hypotheses which will be used as a support for next research projects. Alternative(Substitutional) family care - development at newly defined legal environment

This bachelor's thesis describes the topic of foster care and its development in the newly defined law system. At the beginning it shows the importance of attachement, which is based on the basic needs of the child. It charted the development and types of attachement. The other part focuses on the topic of pathology of attachement. It is briefly defined terms of deprivation and separation. The next section shows forms of treatment processes in cases of deprivation and separation. In cases of deprivation is a given treatment process in the form of adoption and long-term care. It includes a basic definition of these terms and changes resulting from the new modification of the legal definition of this issue. In the section describing the healing process in case of separation is defined the foster care for a temporary period. Here it is pointed to process of attachement, interruption, or its transfer to another, new caregiver. It follows research proposal which can be the basis for subsequent studies. Comparison of temporary foster/professional care in the Czech and Slovak Republics

The substitute family care is a very important part of family policy, which gives the child the opportunity to grow up in a family where its needs are met. One of the types of the substitute care is the temporary foster care which is the aim of this bachelor thesis. The thesis describes the institutional conditions of family care systems for a temporary period in the Czech and Slovak Republics, consequently the systems are compared. In the Czech Republic, the institute is called the foster care for a temporary period, in Slovakia, the institute is called the professional families. The significance of both institutes is to meet the individual needs of the child through daylong care of foster parents. Also, raising the child in a family environment is important, individual learns to create ties there. The aim of the thesis is to compare the systems of temporary foster care in the Czech and Slovak Republics and to uncover factors that cause similarities and differences. The main analytical approach in thesis is a comparative method. Predominantly analyzed are public policy documents and other secondary data.
Pedagogical aspects in the preparation of future foster parents in the Czech Republic

The thesis is devoted to the topic of preparatory courses for applicants for foster care. The aim of the thesis is to chart the course of professional preparation of future foster parents and replenish their subjective opinions. The theoretical part refers to the current legislative changes affecting the area of foster care in the Czech republic. It also deals with topics closely related to foster care, such as kinship care, contact with the biological parents or the identity of children in foster care. The following section is focused on the analysis of available training programs for foster parents, their specifics and the related methodological recommendations of Ministry of Labour and Social Affairs of the Czech Republic. Practical work was supported by DC Paprsek. By the form of semi-structured interviews with applicants for foster care was studied their subjective view of the importance and effectiveness of training courses.
