Personnel "Purge" at Central Authorities in Czechoslovak Republic after 1945

This diploma thesis attends to personnel "purge" in the field of public administration in Czechoslovakia after World War II in a broader context. "The purge" of civil servants is presented in the context of the overall development of the Czechoslovak Republic in the period 1945 -1948 and with the general requests of the postwar "purge". The attention is paid to the status of civil servants, particularly in the Protectorate of Bohemia and Moravia and in the postwar period. The next part of this thesis is focused on the activity of the purgatory commissions, which operated on the basis of the Decree of the President. In the selected ministries is performed the analysis and the comparison of the model cases of "purge" of the civil servants.
Ethical Standards of Public Administration

The "Ethical standards of Public Administration" diploma thesis looks at the application of the Code of Ethics in central government administration and the civil service. The objective of the thesis is to evaluate the collected data, to determine the level of use of a single document, which addresses the ethical values within the administrative authorities, to identify problem areas and to propose possible solutions. The problem is defined and graphically displayed using a structured tree chart in the introductory part of the thesis. The next part of the thesis is dedicated to the subsequent identification of the problem and to the theoretical solutions, including the outline of a problem of applying ethical standards within the context of reform in government administration. This is followed by a brief description of the changes in the employment of civil servants in the government (public) administration authorities in neighbouring countries. v anglickém jazyce The aim of this thesis named Development aspects of the relationship between judicial system and administrative structure in Czechoslovakia (1918-1938) considering the development of the German administrative justice is to analyse the basic development aspects of the relationship between executive and judicial power in Czechoslovakia. The capstones of the thesis are particularly state administration of the courts, territorial scope and administrative justice. Moreover, a comparative part describing the administrative justice and the gradual elimination of the separation of powers in Germany in the thirties was added. The thesis is composed of five chapters. The first one introduces the matter. The second chapter defines the essential terms like separation of powers, executive and judicial power, state and public administration, judicial system, as well as state administration of the courts, territorial scope and administrative justice. Salaries in state and public administration in the Czech Republic - development and trends

The goal of the diploma thesis „Salaries in state and public administration in the Czech Republic – development and trends“ is the analysis and description of the salary system. First part of the thesis explains basic theoretical concepts and values in this field of study. The development of the described values is set in the overal context of the economic situation in the Czech Republic. The second part describes principles of remunaration in state and public administration, both past and present. Salary system function is also compared with that of neighboring countries. The outcome of the thesis is the analysis of the salary system and also certain recommendations that resulted from the study of researched topic.
Impact assessment of Act No. 254/2019 Coll., On Experts, Expert Offices and Expert Institutes

The final thesis deals with the issuance of Act No. 254/2020 Coll., On experts, expert offices and expert institutes. The aim is to analyze, describe and evaluate the impact of the law change on expert activities. The analysis took the form of a questionnaire survey addressing 1,002 experts. The evaluation of the results is processed using graphs, tables and free citations of experts. The thesis deals with the characteristics of individual provisions of the law, their negative effects and benefits. The output of the work is an analysis of the current situation. In the end, recommendations and proposals for measures are formulated.
British Civil Service Reforms: tradition-transformation-continuity?

The aim of this Master thesis is to analyse the British civil service reforms both in theory and practice. The author picked three areas where the reforms would be scrutinized. By analysing four essential documents that contributed to the reforms of the civil service: The Northcote-Trevelyan report, The Fulton report, Next Steps and Modernising Government, we would be able to evaluate the impact of these changes in the following areas: 1) Human Resources (recruitment, training and the promotion of the civil servants) 2) Administration and Accountability (the aspects of ministerial responsibility, accountability, special advisers) 3) Decentralisation and Fragmentation (impact of the multi-level governance including deconcentration, devolution and EU membership). The first chapter is the necessary introductory part that deals with the basic principles of the British civil service, its history and the challenges it faces today. The second chapter provides analysis and historical background of the four documents that are used in the next section. Finally, the third chapter discusses the three above mentioned problematic areas. By analysing and comparing the documents, we seek to understand the reforms of the British civil service and their impact.
Productivity of Czech state administration with focus on IT technology and costs connected with use of modern technologies

Czech state government is often criticized because of slow implementation of new information technologies (IT). Furthermore, IT-related government contracts are frequently overpriced and the official analyses say only little about the projects' efficiency. The paper inquiries into relatively homogenous level of local government represented by municipalities of extended competence. These jurisdictions have to guarantee extensive portfolio of services, however they have relative freedom of investment decision making. We used Data Envelopment Analysis and assigned each municipality with efficiency score. We found out that higher investment in IT does not stand for improved efficiency and indicates inefficiencies in public spending. We also described an ambiguous effect of the size of the district and a significant negative effect of amount of clerks.

- 1 - Roman officials during the Republic Abstract This thesis was created with the aim to provide a comprehensive look into the problematics of Roman magistracies in the republican times. Appart from the listing of individual republican offices and their powers, which constitutes the crux of this thesis, it also grapples many questions closely connected to the concept of Roman republican magistracies, including questions of sociopolitical and legal nature. Attention is also given to historical and societal circumstances that have led to the creation of individual magistracies, rules governing holding these offices, their acquisition and resignation and furthermore the relationship between individual magistracies regarding the course of offices. The opening chapter deals with the term Roman magistracy itself and later with the principles governing magistracies as a whole as well as the division of offices into groups based on certain criteria. Likewise, the Roman course of offices - cursus honorum is an important part of the chapter as well as the insignia and privileges of the office that distinguished Roman magistrates from the ordinary citizens. Diversity management v segmentu státní správy ČR

This diploma thesis deals with problems of the diversity management in selected offices of the state management of the Czech Republic. The literature search de-scribes some fundamental concepts concerning the diversity management, benefits, obstacles and the procedure of the practical implementation of the diversity management. The main goal of this diploma thesis is to find out, in which way the state administration accepts the diversity management and what is the benefit of the practical implementation of the diversity management, especially in the area of the employees‘ recruitment and adaptation. In the frame of this diploma thesis in-deep discussions were conducted with personnel officers. Results of these discussions were then processed by means of the MAXQDA program. At the end of the thesis some recommendations are proposed to utilize the diversity management in a segment of the state administration for the employees‘ recruitment and adaptation.
