Efficiency of public spending

This thesis aims to offer a comprehensive introduction into the topic of efficiency measurement in the public sector. Firstly, usual definitions and concepts of efficiency are introduced. Attention is then turned to the description of various factors and problems specific for public sector that are crucial to efficiency measurement. It is shown that these factors preclude the use of general (private sector) efficiency measurement methods or demand their modification. The most common methods of analysis are then introduced and their relative advantages and disadvantages in the environment of public sector are explained. Finally the thesis outlines the possible uses and benefits of efficiency measurement, including the use in the economic policy-making, but also points out the limits inherent to this analysis in the current stage of development.

Nanotechnology in the intensive care: Intravascular biocompatibility of carbon nanomaterials - effect of carbon nanotubes on blood platelets. EFFECT OF CARBON NANOTUBES ON BLOOD PLATELETS Carbon nanotubes (CNTs) are among the principal materials currently used in biomedical nanotechnologies. CNTs possess superior mechanical and chemical characteristics including enormous tensile strength, elasticity and conductivity. As a result they are very popular and attractive for use in various biomedical applications. Many of these applications may lead ultimately to contact of carbon nanomaterials and blood. Furthermore, CNTs may also be present intravascularly as a result of environmental or occupational exposure. Therefore, the investigation of the intravascular biocompatibility of CNTs is a critical safety issue. We studied the effects of structurally different purified CNT materials from different manufacturers on human platelets and compared their effects to amorphous carbon black nanoparticles (ACB), fullerene C60, fullerenol C60(OH)24 and NIST standard polystyrene nanobeads (PNBs). Using light transmission aggregometry of human platelet rich plasma, we found that various CNTs induce PLT aggregation and this occurs in a concentration dependent manner. Analysis of Social and Economic Development of the Municipality Mikulov

This thesis deals with the topic covering social and economic development of the municipality Mikulov located in South Moravian Region of the Czech Republic. The introductory theoretical part defines the basic terms which are public administration, local government, and characteristics of the municipality and its respective authorities. Furthermore, it describes the regional development and also explains in detail the regional policy in the EU, and the Czech Republic. The final chapter of the theoretical part presents specific concepts of the regional development. The beginning of the practical part characterizes the nature of Mikulov including the history of the area. The crucial part of the thesis is the analysis of the current socio-economic situation of Mikulov with the focus on demographic characteristics, economic environment, labour market, civic amenities, culture, sport and leisure, tourism, transport and technical infrastructure, and environment. The conclusions derived from all these areas are summarized in the SWOT analysis. At the end, the thesis indentifies key recommendations on various areas for Mikulovs development.

Business valuation based on strategic analysis

The goal of the Masters thesis is to evaluate the company BENET AUTOMOTIVE s.r.o. based on strategic analysis of the market from the perspective of an external valuator. Selected company operates in the automotive field as a supplier for the automotive industry. First chapter is dedicated to methodology basis that is used in practical part of the thesis. At the beginning of the second chapter is a short presentation of the company. Further there is strategic analysis of the market, that is done through the analysis of macro and micro environment. Next there is the financial analysis which consists of absolute indicators, ratios, DuPont analysis, balance rules and default models. Furthermore, value drivers are calculated. Based on the the value drivers the financial plan is determined. Business valuation is done in the last part with DCF method.

Parliamentary oversight over the supreme audit institutions in selected EU countries: Study 1.202

Studie obsahuje srovnávací a ústavněprávní analýzu právní úpravy odpovědnosti nejvyšší kontrolní instituce vůči parlamentu. Materiál srovnává právní úpravu ve vybraných státech EU a v České republice nejen z hlediska uplatňovaných kontrolních mechanismů, ale i z hlediska základního principu konstitucionalismu a souvisejících zásad odpovědnosti a dobré správy. Práce dovozuje, že je-li zvažováno přijetí podrobnější zákonné úpravy v ČR, která by upravovala výkon kontroly NKÚ ze strany Poslanecké sněmovny, není nezbytné vycházet z toho, že tato kontrola musí být i v budoucnu pojata jako výkon veřejné správy v materiálním smyslu (tedy jako kontrola podle zákona č. 552/1991 Sb., o státní kontrole): kontrola NKÚ ze strany Poslanecké sněmovny implicitně plní i jiné neméně důležité cíle (kromě zajištění odborné kontroly hospodaření), které vycházejí ze zásad parlamentního práva a které mohou být lépe zajištěny při užití specifických parlamentních kontrolních mechanismů.

Business Intranet of Ferona

Information management has begun to gain importance very fast during the time of internet business, auctions, stock exchanges, in the time of increasing number of international companies. Nowadays very often mentioned topics are how to obtain and deliver right information at the right place in the right moment, how to communicate with business partners, collaborators, superiors. Intranet belongs among devices for information management and I deal with just this theme in my diploma work. The defining of Intranet belongs to main aims of this text i.e. terminology, elements, principals of function, current trends and also giving instructions for building or reconstruction of company intranet. The detailed study of current trends during building company information system, case studies and instructions according to "Best practices" was the way how to achieve defined goals. I gathered information mainly from internet information sources which deal with this topic, mainly from foreign servers. I can see the contribution of my diploma work that it tries to give instructions for managing the project building company intranet, its timing and it draws attention to critical factors of success. The suggestion of new appearance of company intranet is the culmination of my diploma work. The work is clearly structural -- I present the explanation about problems of company information system in the theoretical part, in the practical part I deal with finding out of main lacks and formulation demands of new appearance of company intranet and at the same time I suggest possible new appearance. I evaluate achieving defined objectives and sum up main ideas in the conclusion.

Vaccination against tuberculosis in the Czech Republic

Tuberculosis is a serious infectious disease responsible for significant morbidity and mortality throughout the world. The Czech Republic ranks among countries with the world lowest incidences of tuberculosis, which is achieved by a very well conducted system of tuberculosis surveillance and control. This system includes vaccination of newborns against tuberculosis, whose preservation is currently a hot issue in the Czech Republic. In my thesis I focus on the adverse effects of the tuberculosis vaccine and the issue of current vaccination strategies. The thesis also contains a general chapter dealing with the immunological principals of vaccination, which is neccessary for proper understanding of how the vaccine works. Also included are chapters concerning the tuberculosis disease and its etiological agent, Mycobacterium tuberculosis. The quoted information comes from the published results of international studies, and the quoted statistical data from the reports published by SÚKL, ÚZIS and WHO. The discussion on possible vaccination strategies, their risks and benefits, is based, among others, on declaration of the Czech professional medical associations, to whom it highly concerns. Checker of User Experience Guidelines

The aim of this work is to create a tool for automated checking the correct characteristics of the user interface. The thesis includes a list of rules from GNOME, KDE and OSX, which are suitable for automatic control. The tool verifies the background elements of the user interface while the user operates the program under test. The rules are ranked according to the severity and outcome of the program is also overall score. The final part contains testing of normally available programs. The application is appropriate for verifying a graphical user interface in development.

Jiří Zapletal Disertační práce (2011) The thesis "Ochrana slabšího ve smluvních závazkových vztazích" ("Protection of Weaker Contractual Party") is devoted to the issue of legal protection of weaker contractual parties in private law. Emphasis on the protection of the weaker contractual parties represents one of the most significant trends in modern private law. Despite this fact, the issue of protection of weaker contractual parties as such has not been analyzed by authors of Czech legal literature sufficiently so far and even foreign literature focusing on the issue is not too prevalent. The issue of legal protection of weaker contractual parties is not an exclusive domain of consumer law. Problems resulting from positions of different strength (bargaining power, inequality) of contractual parties occur not only in connection with contracts entered into between business entities and consumers (non-business entities), but also mutually between business entities and, last but not least, in connection with contracts entered into between consumers (non-business entities).
