Standardization Process of Public Service in the Czech Republic

The Czech Republic started to issue implementing quality standards in public services addressed to a greater extent especially in times of public administration reform, when the transfer of responsibilities to local government units and based on efforts to bring these services to the citizens. This thesis describes the approach of the Czech Republic to public services, and further analyzes the implementation of quality standards in these services. Aim of this work is to examine whether public services are defined in the Act and at what stage is the introduction of standards for selected services to these laws and implementing regulations. Part of this work is to evaluate the different sectors, which indicates at what stage is the process of standardization in these sectors.
Financing of municipalitie´s public services with regard to demographic changes - case study of waste management in Karvina city in years 2007 - 2011.

This diploma thehis is focused on the financing of public services in municipalities in the Czech Republic related to demographic changes, which take place in the Czech Republic. As is generally known, population in the Czech Republic ages. But the aging is only one of the factors influencing the demographics. The goal is to assess the impact of demographic changes on municipal expenditures associated mainly with municipal waste management, but also to the overall municipal relationship to the environment. The thesis is divided into two parts, theoretical and practical. The theoretical part deals with the public municipal services and demographics in the Czech Republic in time and also deals with the system of financing these services, whether the municipality's own resources, e. g. the property taxes, or other funds from the state budget or from the EU funds. The second, practical part, is formed as a case study including specific data from specific municipality. It contains detailed information about municipality's waste management and about population growth in Karvina city during the specific time period.
Public passenger transport in the Šumava

This thesis deals with public passenger transport in the Šumava and the Bavarian border. The theoretical part is devoted to analysis of regulation of public transport and public services, and issues related to transport infrastructure. The main aim of the study is to analyze the current state of public transport in the Šumava border and within the selected Micro Šumava -- West analysis to compare the results with the minimum standard of transport services in the Czech republic. Due to the frontier nature of the Bohemian Forest is part of the work devoted to the description of public transportation in neighboring Lower Bavaria. SWOT analysis is followed by member municipalities of Micro Šumava -- West, which represents the basis for assessing the importance of developing transport services in rural areas.
Financing of Cultural and Sport Services on Municipalities level

The goal is to analyze the supply of cultural and sports services and theoretical knowledge to analyze the costs of the selected municipalities services. I chose the village Stráž na Nežárkou. Firstly, I analyzed all services in the community and then distributed to cultural and sports services. I focused mainly on the financing of these services, therefore the time series shows the development in these services. In conclusion, I am using a questionnaire evaluate the quality of services provided in the Stráž nad Nežárkou.
Using information technology to increase the economic efficiency of cities

This work deals with the current situation of cities, government and their problems with the number of population which still rises. The cities appeal maintenance high-quality of services, content of citizens, economic growth and competitive advantage. The goal of this work is to show how works the vision Smarter Cities, which helps with setting the right strategy for the city. This work is composed of two parts. The first part is describing the situation in the cities and the state of information technology in public service. Than, it introduces the tools for investors and cities which use the Smarter Cities principles. The second part is talking how to implement these tools and principles in a real city. I received the document Information strategy for years 2011-2011 and Communication strategy for the city of Plzen (Pilsen). Value Tree and Actionable Smarter Cities tools were used to analyze the above mentioned documents. The output of this work is the recommendation for the city of Plzen (Pilsen) - which applications to use in respect for the city's strategy and at the same time, how to continue with Smarter City implementation.
Securing of public services by a municipality

This paper deals with the allocation function of public finance, concretely with public expenditures at the municipal level. Public services that are secured by municipalities in the Czech Republic are presented. The municipalities provide services on the basis of the decision of the council or because of the statutory duty. The reasons, why the public goods should be secured by the public sector and why the market failures occur, are specified. This paper presents the options that the community has at the disposal to secure public services and highlights the potential difficulties in implementation. The practical part focuses on the analysis of expenditures and the process of securing public services in the town Týn nad Vltavou.
The assumptions of commercial services development in a chosen area regionalni svazek obci Vltava

The aim of this dissertation is to describe Regionální svazek obcí Vltava. With the close look at public services we are to make an analysis of the current situation and furthermore to outline the possible development in the above mentioned area of services. The Regionální svazek obcí Vltava (further only RSO Vltava) consists of 18 member townships. An important position among them is taken by the town of Cesky Krumlov. It is not only because of its size, but also because it is written on the World Cultural and Natural Heritage List {--} UNESCO. The level of unemployment at some places in the region is much higher than an average in the Region of the South Bohemia At some places in the area of RSO Vltava it depends on the distance from the towns of Cesky Krumlov or Ceske Budejovice and mainly on the accessibility of the area by the means of public transport. The location of the region for the tourism development is to its advantage. The majority of visitors come from the neighbouring countries which are Germany and Austria. The offer of the public services in the RSO Vltava is regarding to its utilization quite sufficient, although there is always a growing demand particularly for good quality accommodation. The most significant establishments in the RSO Vltava area are the private accommodation and guesthouses. However, restaurants and the businesses offering accommodation and refreshments are finding it difficult to maintain a steady income all year around when at the time of off-season their capacity is not fully used. The problem of the area is it is only attractive to the tourist in the summer season. The heads of the local communities are trying to encourage the tourists to visit their area even at the times of the winter season, which is classified as low or off-season. The main area of interest at the moment is to eliminate the seasonal demand which can be achieved by a better offer of sports and cultural event. They could be organized at any other time not only in the main season. There is also a great potential, which is seen by the local communities. It is the development of services and the tourist trade in the countryside, cyclotourism or hippoturism, the character of which is especially suitable for the families with children and even the older generation.
The forms of provision of public services of municipalities

One of the main present problem of the municipalities is decision about legal forms for provision of public services. In this thesis I'm analysing posibilities of selected legal forms and defining the main factors which influence the decision of the munucipality. In conclusion I'm aplying individual factors to the real example of Sezimovo Ústí and I'm presenting general recomandation for the municipalities.
e-Gvernment - analysis and trends in public administration

Main aim of my thesis is to make analysis of eGovernment in the Czech Republic. Analysis is divided into two parts -- theoretical part contains legislation in eGovernment and possibilities which can eGovernment offer to inhabitants. Second part is focused on research of electronic services which are located on the web sites of public services. The main gain of this work is assembly of the most important services in eGovernment.
The Quality of Public Service

The aim of graduation theses is to show the application of public services quality methods in town Tabor. Thanks to controlled interview with secretary I wil find out the concrete methods using by the town to improve the quality of its services. Then I will try to explain the esence and benefit of this methods for choice office.
