Public works as a tool for employability improvement of long term unemployed in the Czech Republic

The diploma thesis is focused on the issue of public works as a tool for employability improvement of selected job applicants in the Czech Republic. For research purposes the public works are community works and public service. The elementary theoretical basis have been formed by the concept of workfare, the concept of lifelong employability and implementation. In connection to the above- mentioned, the thesis deals with the system of public works in the Czech Republic, especially with its setup and its relation to long-term unemployment. In addition, the thesis also reflects the role of public works for further assertion of long-term unemployed in the labour market. Examples of best practice abroad (in the selected European country - Poland) have been given for the sake of comparison here. It has been found out that while community works are already standardly used tool of active employment policy, the current form of public service needs innovations. Moreover, after finishing public works, people activated by that way usually become unemployed again. Therefore, the role of public works for further assertion of long-term unemployed consists mainly of soft benefits (basic work habits, socialization, etc.).
Selected aspects of regional public service television broadcasting in the Czech Republic and Denmark

Public service television broadcasting holds a key role in the European media landscape. Furthermore, when we step down from the national level and take a look into individual regions, its importance and unique position become even more apparent. Local media companies may get bundled by strong ties between editorial staff and local advertisers while the official city journals may tend to function more like a mayor's speaking trumpet than impartial newspapers. Public service television - independent of local politicians or advertisers - has an opportunity to serve as one of the few unbiased and economically stable information sources, letting the people know about what's happening in their neighborhood: At the town hall, county seat or anywhere else within their own region. The Czech TV fulfills this role since its foundation in 1992. Starting with only seven regional newsrooms, it now operates 14 of them with a couple of new studios being built right now as the Czech TV aims to start self-reliant regional broadcasting in near future. The thesis Public Service Broadcasting in the Czech Republic: compliance with PSB criteria in the case of the Czech Television is covering the topic of public service media and their system of public service evaluation. In its theoretical part this thesis is describing several approaches to a definition of public service media themselves. It is also mentioning history of the concept itself and its development not only in the Czech Republic but in Great Britain as well as other European countries. The practical functioning of the public service evaluation system is also covered on an example of the BBC and the Czech Television. In the analytical part the author is trying to describe and sum up the evaluation system as it is used by the Council of Czech Television. Detailed analysis of the data and its sources is provided as well as identification of elements that are taken into the consideration when evaluating. The analysis then leads to a discovery of certain discrepancies in the evaluation process and its outcomes. The author is trying to identify the most problematic points of the system.
The Act on Civil Service (Act No. 234/2014 Coll.) - its preparation and entering into force

The thesis focuses in its first part on a brief description of the history of civil servants and the fundamental civil service legislation concerning the civil servants in the Czech lands. The survey starts by the first legislation regulating status of the administrative apparatus, to be exact by the Joseph II's Pastoral Letter of 13 December 1783, and continues up to the present. The second part analyses the circumstances of creation of the Act No. 234/2014 Coll., on Civil Service, and first months after its coming into force. This law is a novelty in the legal order of the Czech Republic and it plays crucial role in the proper functioning of the state administration in compliance with the Constitution of the Czech Republic with the aim of professionalization and depoliticization of civil service. Supplying of public services in transit districts The purpose of my thesis is study of public transportation as a public service, which is provided in transit districts. The thesis is composed of eight chapters and introduction. It introduces in with brief story to the subject of thesis and defines key terms for this thesis. First chapter does not focus on public transportation, but it looks at public service generally. It mentions important kinds of public service in western culture and deals with some of examples in the Czech republic. Second chapter presents key terms. In first sub chapter term is public transportation. It includes historical development of public transportation and its current situation. Second sub chapter contains development of transit districts around the world and in the Czech republic. Transport district is also known as a passenger transport executive. The political economy of czech public service radio broadcasting channel one music

This diploma thesis researches music dramaturgy of Czech public service radio Channel One (Radiožurnál) and pursues the goal of exploring hidden relations of political economy influencing its shape. The dramaturgy itself had been long criticised from both the public and experts and finally led to a public workshop held by the institution governing the broadcaster at arm's distance - The Council of Czech Radio in December 2011. The diploma thesis investigates the field of traditional requirements imposed on public service broadcasters as well as the redefinition of public service broadcasting due to market liberalisation and rise of new media in digital environment. For further context, the structural function of music in different types of societies is discussed; attention is also paid to relation of music and public service radio and normative demands for broadcasted music. Music dramaturgy of Czech Radio Channel One is then compared to two commercial broadcasters (Impuls and Evropa 2) on which only limited legal regulations are imposed. The problematic aspects of financing of cities and minucipalities in the Czech Republic

In 2000, respectively 2003 the Czech Republic finished the first and the second stage of public administration reform, which is closely linked with the issue of public financing, especially the financing of municipalities. This thesis analyzes the problematic aspects of the financing of municipalities in the Czech Republic in terms of the status of municipalities in the political system. Municipal budgets are the means by which local governments fulfil their objectives, policies and ensure the development of their municipalities. It is a highly topical issue. Political leaders of local authorities are not due to play the differing roles and provide different level of public services, united in the opinion of the form of financing of local budgets. Municipalities do not have such a strong unified voice in ensuring its priorities. These different interests are reflected in the programs of political parties. The question of financing municipalities would probably disintegrated ODS and TOP 09 together with STAN in the coalition in cas of the absence of other contradictions. The issue of local governement funding goes beyond the scope of political science. It is multidisciplinary, interdisciplinary topic. Culture as a Public Service and Legal Forms for Its Providing

in English: Culture is an integral part of civil society. Its positive effect on human being affects whole society. Social relations are created by culture. For that culture is percieved as public service to which is necessary to create appropriate atmosphere for its developement. There are a number of instruments which can do that, for example legislative atmosphere, cultural politics of state, regions and towns, public and private support and motivation of citizens to participate actively. According to theatres in Prague I try to describe these instruments and to find out which legal form is the most appropriate for cultural subjects from the legislative point of view and practic functioning.
