V letech 2000, resp. 2003 byla v České republice dokončena první a druhá etapa reformy veřejné správy, s níž úzce souvisí problematika veřejných financí, zvláště pak financování měst a obcí. Předložená práce analyzuje problematické aspekty financování měst a obcí České republiky z hlediska postavení municipalit v politickém systému. Komunální rozpočty jsou prostředkem, jímž místní vlády naplňují své cíle, své politiky a zajišťují rozvoj své municipality. Jde o téma vysoce aktuální. Političtí představitelé místních samospráv nejsou kvůli různým rolím a míře veřejných služeb, které poskytují, jednotní v názoru na podobu financování místních rozpočtů. Municipality tak nedisponují jednotným silným hlasem při zajišťování svých priorit. Tyto odlišné zájmy se odrážejí v programech politických stran. Nebýt jiných rozporů ve vládní koalici, pravděpodobně by tato otázka štěpila strany ODS a TOP 09 ve společném klubu se STAN. Problematika systému financování samospráv přesahuje rámec politologie. Je tématem multidisciplinárním, mezioborovým. Aby bylo možné téma uchopit a zkoumat z politologického pohledu, je třeba nastínit ekonomický a právní kontext a postavení místních samospráv v rámci demokratického zřízení ČR, ve kterém územní samosprávy artikulují zájmy a preference jednotlivých občanů. In 2000, respectively 2003 the Czech Republic finished the first and the second stage of public administration reform, which is closely linked with the issue of public financing, especially the financing of municipalities. This thesis analyzes the problematic aspects of the financing of municipalities in the Czech Republic in terms of the status of municipalities in the political system. Municipal budgets are the means by which local governments fulfil their objectives, policies and ensure the development of their municipalities. It is a highly topical issue. Political leaders of local authorities are not due to play the differing roles and provide different level of public services, united in the opinion of the form of financing of local budgets. Municipalities do not have such a strong unified voice in ensuring its priorities. These different interests are reflected in the programs of political parties. The question of financing municipalities would probably disintegrated ODS and TOP 09 together with STAN in the coalition in cas of the absence of other contradictions. The issue of local governement funding goes beyond the scope of political science. It is multidisciplinary, interdisciplinary topic.
