Multilevel governance in environmental policy: a comparative analysis of Republic of Austria and the Federal Republic of Germany
Čuprová, Barbora ; Romancov, Michael (advisor) ; Tesař, Jakub (referee)
The aim of the thesis is to analyse the nature of multi-level governance in climate protection policy in Germany and Austria and to compare the analysed cases. The concept of multilevel governance is used as the theoretical basis of the thesis, the key idea of which is the mutual integration and influence of the levels of governance. Using this concept, the thesis analyses the horizontal and vertical levels of policy making and implementation involving both state and non-state actors. The analysis is carried out through four features of multilevel governance, predefined on the basis of an analysis of the literature, which are: diffusion of competences, non-hierarchical institutional framework, consensus-based decision-making and the principle of partnership. These features are also the dimensions on the basis of which the selected cases are compared. The multi-level governance in the climate protection policy of Germany and Austria is then classified on the basis of the typology of Liesbet Hooghe and Gary Marks. The thesis also includes an analysis of the instruments and policy processes of climate policy in both countries, which will provide insight into the role and influence of the different levels of governance in the formation of policy in the analysed area of governance.

The Austrian electoral law reform 2007: An Experiment and inspiration?
Uhlich, Tereza ; Kunštát, Miroslav (advisor) ; Dimitrov, Michal (referee)
This diploma thesis deals with the Austrian electoral reform of 2007, which included the lowering of the voting age from 18 to 16 years. Lowering the voting age has resonated in Austrian society since the 1990s. As a rule, it was promoted by the left-wing parties, while the right-wing parties opposed it. Gradually, in a total of five federal states, it was possible to lower the age limit at the municipal or state level. At the federal level, the situation was different. The implementation was possible due to a political calculation between the governing parties, when the SPÖ's proposal to lower the voting age was exchanged for that of the ÖVP, which advocated the introduction of postal voting options for all Austrians. The proposal was finally approved by all political parties in the parliament. Although the lowering of the voting age was approved without much attention, it caused the creation of many projects, thanks to which it was possible to maintain the interest of young people in politics.
The specifics of a Czech radio foreign correspondent's job - a comparative case study
Linhart, Tomáš ; Maršík, Josef (advisor) ; Osvaldová, Barbora (referee)
Specifika práce zahraničního zpravodaje Českého rozhlasu - komparativní případová studie Tomáš Linhart Abstract The thesis examines aspects of the job of foreign correspondents for Czech Radio. Apart from identification, description and analysis of those aspects, the thesis also includes secondary research aims: how is gatekeeping used in correspondents' practice, what influence social networks have on the transformation of their job and what are their views on the coverage of Austria in the Czech media landscape, which is the only neighbouring country without a permanent Czech foreign correspondent. The theoretical chapter describes the methodological approach, reviews related literature and summarizes information about gatekeeping, the influence of social networks, specific aspects of radio broadcasting with an emphasis on foreign correspondents, and the position of Austria in the world news by Czech media. The theory is followed by an analysis of eleven interviews (six current Czech Radio foreign correspondents, three past correspondents and two reporters with a personal experience from Austria) divided into nine sections. The analytical part is concluded with a brief reflection of obtained answers in relation to theoretical foundations. The original interviews and a considerably high validity of the...
Comparison of the liberalisation of the railway passenger transport market on the example of the Czech Republic and Austria
Zajíc, Marek ; Nigrin, Tomáš (advisor) ; Volf, Jaromír (referee)
The subject of this diploma thesis is a comparison of the liberalisation of passenger rail transport on the example of the Czech Republic and Austria. Based on the legislative framework of the European Union, which both countries have to follow not merely in the field of transport policy, the aim of the thesis is to compare the situation in the two neighbouring Central European countries. Regarding the research, literature and other sources, the thesis focuses on a comparative analysis of how the two countries, comparable in terms of size and population, approach liberalisation. In this thesis, I conclude that the liberalization of the EU passenger rail market process in the Czech Republic and Austria through railway packages is undertaken by different methods. Whilst in the Czech Republic the "vertical separation" is used, where the infrastructure manager and carrier are two different subjects, which leads to business competition objectivity, in Austria the infrastructure manager and the carrier remain in one holding arrangement in relation to the subsidiary companies. It is important to analyse both of the approaches continuously, especially with regard to the period of 2023-2033, which is to be the last transitional decade, followed by absolute liberalisation of the passenger rail market....

The third main chapter analyzes the examined policy in detail on the example of three key instruments. The development of their programs, projects and other activities is discussed. At the same time, the fulfilment of goals and partnerships with other institutions and organizations in Austria, Germany and Russia are monitored.
