PPP projects - error or rational solutions to problems of financing public sector projects

The Diploma thesis is dealing with the usage of the private-public partnerships in the form of PPP projects. The main aim of this work is an evaluation of the PPP method whilst providing the public good as one of the main tools of financial projects from the public sectors. The thesis is briefly introducing the principles of public sector, its role and functions along with securing public good and their financing. The first part discusses the history of PPP projects, its characteristics and typology, as well as various advantages and disadvantages compared to traditional public contract model. The analytical part is dedicated to the implementation of the private projects and to public partnership in Czech Republic. The pilot projects are the D3 motorway and judicial complex in Usti nad Labem. Foreign projects are represented by M1/M15 motorway in Hungary and its comparison with the D3 motorway. The main section of the analytical part then focuses onto the analysis of the PPP projects, in terms of their effectiveness, financial aspects and the overall merits. In particular, a critical stance on the subject guarantees its objective evaluation. The conclusion of the thesis is evaluated whether it has indeed an effective method as it's sometimes called.
The Suitability of Public Private Partnership as a Form of Provision of Public Goods in the Czech Republic

The thesis is focused on an overall assessment of the appropriateness of the provision of public goods in the Czech Republic in the form of Public Private Partnership (PPP). The theoretical part of the thesis deals with the general issue of providing public goods and characteristics of PPP as an alternative to the institute of public contracts. This theme is further developed by analysis of the possible forms of PPP projects with financial assistance from the Structural Funds. The practical part is devoted to analysis of the implemented municipal PPP project of construction and operation of parking house. For the project effectiveness evaluation are used outputs from the calculated financial model which are supplemented by the application of theoretically possible co-financing from EU funds.
PPP Projects in the Transport Policy in the EU

This bachelor thesis deals with the topic of PPP (Public-Private-Partnerships), which is a partnership of public and private sector, and its potentional use in the transport policy in the European Union. The aim of this study is to determine whether this type of partnership is supported by the Union and what the advantages of using partnership in transportation are. First of all, the thesis focuses on the main interpretation of the PPP. Several important terms and characteristics are mentioned in this part. The main principles and objectives are characterised in the second part. At the end of this study, there are 5 projects implemented through PPP which are analysed and there is also their appraisal (specially the London Congestion Charge, part of the motorway E01 in Ireland, Vasco da Gama Bridge, Öresund Bridge and the motorway A1 in Poland). Some of these projects and their implementation may be inspirational for similiar projects.
Public - Private - Partnership in Hungary and the International Comparison

This thesis deals with the Public Private Partnership (PPP) projects and their use as alternative forms of financing in Hungary. The work is divided into three parts. In the first part, terms that relate to PPP projects are generally defined. In addition, types of PPP projects are described, as well as the main advantages and disadvantages that come with the use of these concepts. The second part deals with the current situation on the Hungarian PPP market and provides three examples of projects implemented through PPP in Hungary. The third part covers the state of Public Private Partnership in the Czech Republic. At the end of the thesis, Czech and Hungarian PPP projects are compared to each other according to several criteria.
Public-private partnership in health service

Improving the quality and efficiency of health care is still one of the most important areas of each country. Even in times of economic and financial crisis, this issue has been increasingly taken into account. Due to lack of funds, ministries of health search for a partner for investments, in the form of public-private partnership, aimed at increasing the quality of services, which some countries such as Great Britain has already have long experience with. My aim will be to determine whether it is effective to establish public-private projects in hospitals in the Slovak Republic. Focusing on the effectiveness of these partnerships and cost recovery put into them and to create a conclusion about their actual functioning.
PPP projects (comparative analysis of CR and SR)

This bachelor thesis deals with the partnership of public and private sector. Partnership should secure public services or public infrastructure. The aim of this thesis, named "PPP projects - comparative analysis of CR and SR", is to characterize co-operation of public and private sector, describe economic aspects of realization PPP projects and focus on implementation of PPP into Czech and Slovak economic policy, with respect to final recommendations to achieve effective co-operation. The thesis can be divided into 2 parts, the first part gives general view on PPP, including description of risks that should be considered in this co-operation, advantages and disadvantages and comparison of this form of co-operation with classical procurement. The aim of the second part is to characterize PPP projects of above mentioned two countries and perform comparative analysis of PPP in Czech and Slovak Republic.
Development of PPP projects in EU and Czech republic

The thesis deals with Public Private Partnership in the European Union and Czech Republic. On the grounds of analysis, it aims to asses impacts of providing public goods especially by course of PPP projects. PPP issue is defined generally, considering all basic elements by way of theoretical information. A comparative view of current PPP situation and development in Czech Republic and Great Britain was an important contribution while handling the selected topic. An analysis of EU task of implementing PPP projects in member states and financing these projects from EU funds is no less important. In the analytical part, emphasis is put on the origins and history of PPP, legal regulations of PPP and the institutional framework in particular countries. Number of instances of practice are mentioned too. As regards Czech Republic, one part of the thesis is devoted to the barriers to development.
Public Private Partnership and PPP project Buildind-up and Operating of Prison with High Se

This Bachelor Thesis deals with Public Private Partnership. In the first part there is a PPP definition, there are specified basic characteristic features of this partnership and sumed up basic historical findings about PPP. The Thesis concentrates on advantages and disadvantages, resulting from this partnership, on definition of basic types of PPP projects and their sector division. The second part of the Thesis is focused on particular PPP project Buildind-up and Operating of Prison with High Security and its analysis. It informs about reasons for building of these premises and about expected aims of the submitters. The aim of this Bachelor Thesis is to identify whether the implementation of the project is attractive for private partners.
Možnosti využití metody PPP v ČR

Government of Czech republic approved in May this year concession project in two pilot PPP projects, which opens up new possibilities of implementation and the provision of costly public goods in the Czech Republic. In his thesis, I will refer to the use of methods of public-private partnerships in the implementation of individual projects in the Czech Republic. In the theoretical description for the situation it is appropriate to this method (including the exact type) to use as a stage where it is better to use the method of procurement. Furthermore, I will give a legislative framework of PPP projects in EU countries and selected non-member countries. The practical part is focus on specific PPP projects that are in the Czech Republic are beginning to realize and I assess their risks, advantages and disadvantages in comparison with the already carried out projects in abroad and it is not convenient to deal with such projects through public-private partnerships. The aim of this thesis is to clarify the existing conditions of the possible impact on use of the PPP
PPP Possibilities in Transportation Projects in the Czech Republic

This Diploma Thesis deals with Public Private Partnerships (PPP) projects in transportation area in the conditions of the Czech Republic. Theoretical part of the Thesis describes basic rules of project finance, as an elementary part of each PPP project, as well as analyzes key economic, legal, tax and accounting aspects of the PPP projects within the Czech Republic. Practical part of the Thesis describes the development of PPP projects in the whole Europe. Current pilot PPP projects in the Czech Republic are also analyzed. Real PPP project, D3 highway, and its economic availability are being analyzed and evaluated in the final part of the Thesis.
