State-administrated secondary schooling leaving examinations (Maturita): stated objectives from the actors perspective

The bachelor's thesis deals with the area of education policy as a subset of public policy. It focuses on the issues associated with the Czech secondary school graduation examination (maturitní zkouška), presenting especially the current thinking in the area of graduation examination from the viewpoint of education policy actors. This thesis utilises the Advocacy Coalition Framework approach to identify belief consensuses within the graduation examination discourse across a segment of selected expert participants. For this purpose, the Q-methodology is applied as it is fundamentally able to reveal consensuses and thus identify the relevant coalitions. The chapter containing the outputs of Q factor analysis constitutes a crucial part of the thesis, clearly revealing two independent schools of thought in this area. Exploratory interviews were conducted during field research and their outputs significantly contributed to the description of the established factors and advocacy coalitions.

Public Policy Options in Increasing Political Sophistication of Adult Citizens in the Czech Republic

This thesis presents the theme of low political awareness of adult citizens in the Czech Republic from the perspective of public policy. Low level of political awareness is conceived as a major reason that voters are not able to vote according to their real interests. The focus is on whether the problem is a topic that public policy should pursue and whether it is possible to find a public policy tools to deal with it. It is mainly based on the three-dimensional model of political sophistication, Evert Vedung's concept of public policy instruments, the concept of the correct voting and ideas of participatory democracy. Despite the fact that the given issue bears the hallmarks of an ideal problem for public policy and we can find some tools that could improve the current situation, there are broader factors that hinder their operations. These include the impact of previous undemocratic regime or the behavior of politicians. Such barriers are closely related to the way of human thinking and can be removed only with difficulty.
Constructing Participatory Spaces: Involving Citizens into the Urban Development Planning from the View of Planners

The work deals with constructing of participatory spaces in the process of urban development planning. The topic of involving citizens into planning is viewed from the point of planners. A concept of participation in this text is conceived in the sense of invented spaces built from above. The research perspective is an interpretative one, anchored in the constructivist epistemology. Therefore the main question is: How do planners reflect involving citizens in the planning? Firstly, the authoress demonstrates the importance of her topic by putting it into the context of wider social dynamics related to the crises of representative democracy and emerging of sub-politics. She reveals that the trend of building participatory opportunities is strengthening. The important question is formulated: How is the role of public in the strategic planning constructed? On the base of analytical induction of semi-structured interviews with planners, the authoress creates her own typology of ideal-type approaches to participation. These types of approaches came out from a distinction of the extent and the aim of spaces of participation. The involvement of citizens can be seen either as building of community, activation of elites, mapping of public preferences or as consultation with local experts.
Public Accountability: A Case Study of Operational Programme Employment

1 Abstract The diploma thesis "Public Accountability: A Case Study of Operational Programme Employment" sees accountability as social relationship between two actors, in which one is obliged to explain his conduct to the other. The thesis examines accountability regime and relations in Czech public administration on example of the setting and implementation of Operational Programme Employment. The main objective of the thesis is to describe accountability regime in Operational Programme Employment, the existing accountability relations and their characteristics. The perspective of Managing Authority of OP Employment is the starting point for the analysis. 8 relations are presented based on quantitative content analysis of documents, which set up rules of implementation for the OP. More relations are added based on expert interviews. The thesis then concludes that there are differences between content and functions of accountability relations. At the EU level there is an emphasis on outputs and accountability is used mainly for fulfilling goals and targets. At the Czech Republic level the stress is on processes and compliance with rules. Primary school choice - an important mechanism influencing equity in education Jaroslava Simonová Abstract This dissertation describes the process of school choice in primary education and the factors influencing it. Using a qualitative grounded theory design, the work builds on data from 41 interviews with parents from diverse socio-economic backgrounds. Parents' decision-making about school choice is shaped primarily by the organizational needs of parents and their inner need to be a "good parent". When being interviewed, parents report a number of criteria, which, according to them, are important in school choice. However, for many of them they fail to obtain relevant and reliable information. Therefore, they may eventually make a decision based on criteria other than those referred to as important, although they are rarely aware of this shift and the change in criteria. There are three unavoidable criteria in decision-making: availability, reputation and the emotions that parents experienced at school during their visit. Educational Programs of the European Union used by Secondary Schools in the Pilsen Region

This bachelor's thesis deals with the educational programs of the European Union, which secondary schools in the Pilsen region utilize, mainly focus on school year 2013/2014. At first author explains and defines basic concepts and terminology and sets the theme into the theoretical framework, context of European policy and starting points of international cooperation. It describes competencies of the European Union on the issue of education and training policies of the member states. The European Union has only a supporting and recommendation function, education policy is not covered by common policies. Suggestions from the European Union are not obligatory for states. The practical part is based on a combination of quantitative and qualitative research. The quantitative part of the research consists of a panel analysis and online questionnaires and examines all fifty-four secondary schools in the region. Qualitative research is based on semi-structured personal interviews with the directors and deputy directors of secondary schools and on their view on the issue. Capacities of elementary schools in the hinterland of the big cities presents actual problem of Czech educational system and no sufficient specialized attention is paid to it, except it has significant impact to the quality of education in these localities. Moreover it can support the inequalities in education. Therefore this diploma thesis offers complex view of investigated issue. The benefits of this work lies especially in the effort to indicate discussion about this topic, which no experts pay special attention to. The main goal is to describe the research problem, to clarify all the causes and consequences of the insufficient capacities in elementary schools problem and find out what is the extent of the problem in the hinterland of Prague. Primary and secondary data was used to achieve these goals. The overall research concept is based on mixed research technique. Policy-related capacities of Czech political parties: the case of shadow ministers in the field of education Author: Michal Procházka Abstract Education is one of the most significant of public policies because it has a crucial impact on the future of the society. Thus, the Ministry of Education represents one of the key departments and political parties are expected to provide highly qualified experts to manage this position. This thesis is focused on the topic of experts of the parties in the Czech republic with special highlight on the shadow ministers, alternatively on relevant spokespersons. The shadow governments provide one possible source of the responsible experts for the political parties since they can prepare their members for the function of a minister through training of their practical skills. However, this thesis focuses mainly on the shadow ministers of the following parties in the Czech republic: ČSSD, KDU-ČSL, KSČM, ODS and TOP 09. Founders of Primary Schools in the Usti Region

This bachelor's thesis concentrates on founders of elementary (or primary) schools, especially on their day-to-day workload and their interferences with schools. At first author explains basic concepts and terminology and sets the theme into the context of state and territorial reform, which peaked in 2004 with passage of a new school act. During this long-term reform the role of founders of primary schools has changed and now municipalities were established as founders of primary schools. Author accordingly concentrates on municipal offices, especially on education departments. Practical part of this thesis consists of several half- structured interviews with officers working at education departments in different municipalities and subsequent analysis of these interviews. Individual founders have been divided into three categories according to number of schools they establishes. Examination was focused on personal structure of education departments, particular working process at the departments, extent and character of interferences with headmasters of on the greatest problems, which founders encounter.
