Concept of Government Enterprise Architecture for Czech Public Administration

The subject of the dissertation is exploring the use of enterprise architecture as a managerial method to support the transformation (reform) of Czech public administration. The dissertation shows that enterprise architecture is in the public sector of Czech Republic still not used, even though public sector organizations want to continue improving its services and management in a way where enterprise architecture could be beneficial. The thesis aims to understand the needs of public authorities towards the possibilities and benefits of enterprise architecture and propose such a customization that could increase the adoption and use of enterprise architecture by these organizations. The main objective of thesis is to summarize individual partial results of author's research into the design of overall Concept of the structure and procedure of implementation of National Public Administration Architecture of Czech Republic. Research within the dissertation combines two basic research methods. Both represent qualitative research methods, suitable for the development of new methods and artefacts (Design Science Research) and for proof the hypotheses and outputs (Case Studies). To create preconditions of the proposed concept was necessary to verify the status of the Czech public administration from the perspective of current rate, needs and interest for the use of enterprise architecture to support the reform of public administration. To verify the status of environment and the needs served basic research questions, further elaborated into detailed questions of multiple case study. In the analytical part of the thesis are summarized significant findings the analysis of information resources and literature in the areas of a) the definition of enterprise architecture, its position, role and development trends for design changes in the structure and metamodel of TOGAF framework, b) the existence of available models and key design principles of application architecture reference model and c) experience of the implementation and use of enterprise architecture for public administration reform. The main part of the thesis focuses on the proposals in three areas. In the first part are designed theoretical and practical changes in the definition, structure and metamodel of enterprise architecture to better support its application for real reform of public administration, not only to improve the management of IT. Presented proposals are in the same time providing solutions to some identified discrepancies in the trends of development of enterprise architecture. General proposals are in parallel applied as changes in the standard TOGAF, which is then recommended as the initial framework for the National Public Administration Architecture of the Czech Republic. In the second part of the proposals are presented principles and content of the reference model of application architecture. This is an example the accelerator necessary to solve the discrepancy between the scope of enterprise architecture and its feasibility with limited resources. The thesis emphasize the industry adjusted model for public administration and its application in a hierarchical, fractal environments typical of public administration. In the third part are presented key components of the overall concept, using as well as previous research results of this thesis. As the key elements are presented proposal for the structure of National Public Administration Architecture of the Czech Republic environment, proposal for the procedure of implementation of National Architecture and the proposal of products (outputs) for deploying National Architecture in Czech Republic. Additionally are formulated proposals of ways of using National Architecture in Czech public administration and conditions and prerequisites for introduction of National Architecture in the Czech public administration.
Graphic design of mobile and PC web applications

The objective of bachelor's thesis is to find out, how to make graphic design of mobile applications. Thesis has two parts. At the beginning is described growth of mobile application market and terms about mobile devices. After this thesis describes, what is mobile application, identify difference between native applications and mobile web sites. Last section of teoretical part is about approaches how to design mobile applications. The second part is practical. There are chosen three applications, which will be tested, if their graphic design was created well. In case graphic design is not created well, there will be made solution, which removes lacks in graphic design of application. There will be also evaluated hypothesis, if graphic designers are making user friendly applications.
Management and Control of Servers and User Devices in the Context of Information Security

Securing user devices and servers requires a complex approach which includes not only the configuration of the device itself but also many other factors. The goal of this thesis is to present principles of a new guideline aimed at security and management of user devices and servers in the context of information security. The first part of this paper is devoted to the analysis of existing industry standards, frameworks, guidelines, and other collections of best practice commonly used in the management of informatics and information and IT security. The analysis is complemented with a field research conducted among forefront specialists. Based on the analysis and research, a new methodic concept for the management and control of user devices and servers security called DEVSEC is described in the next part. The concept is constructed with emphasis on security requirements, security measures, processes, resources and the overall security assurance process. The last part of the paper provides results of the final research aimed at testing the concept in the envitonment of one financial firm and also results of another field research among security specialists. The DEVSEC contributes to the theory of management of informatics as well as to its practice. The concept represents a complex approach to the management and control of security of servers and user devices as well as a new guideline ready for practical utilization.
Cloud computing services in Czech republic

Modern approaches of providing services such as cloud computing are increasingly used worldwide, and it is a promising way to provide information technology services. Cloud computing promises to increase the efficiency of the management of information technology services, optimize costs and also allows rapid deployment of IT services. The aim of this work is to find where to utilize cloud computing services in the Czech Republic, and how. The objectives were realized through research. Subsequently based on the results of this research there is proposed a model for selecting cloud management solutions for businesses in the Czech Republic. Studies were conducted, among others, in form of a questionnaire survey aimed to analyze the current situation and to deliver data for subsequent analysis of the interaction between the factors that may affect the organization during selection of cloud solutions. Further research was focused on the analysis of the conditions of the Czech Republic in terms of cloud computing and to find differences that distinguish the Czech Republic from other countries around the world. The thesis brings realization of the proposed model that will help organizations to decide whether and how to use cloud services, an overview of the current situation and analysis of the specifics that affect cloud services in the Czech Republic.
Adequate information security

Abstract 1) Goal of the thesis There is an assumption that companies are nowadays spending money on IT Security not according to the importance of the information for the company. In order to prove it or not, this thesis is about to check it. In case that this is true, the aim of this thesis will be to find out the methodology that can be used to verify, whether money are spent effective and efficiently or not. 2) Aiming of the thesis From the content point of view the focus of this work is information security methodics. From the research point of view the research was conducted on medium and small organisations in automotive, mainly due to the fact that automotive industry is an important part of our national economy (approx. 8% of GDP). 3) Outcomes of the thesis From the theory point of view the definition of "adequacy" of the information security was set. Adequacy consists of two parts -- the value of information, and the importance of information. The way how to determine both value and importance was found as well. From the reality point of view there was a finding that researched organisations do not undergo any systematic approach in the information security, what can negatively impact the frequency and importance of security incidents in the organisations. One of the main results of the research is the fact that in case there is a need to make effective and efficient information security based on the support of the management of the company. Finally, the next result is creating and verification of the "Adequate information security methodology", which can be used by managers in order to increase effectiveness and efficiency of the sources spent on information security. There is an extension of this Methodology covering the individuality of the decision maker and circumstances that influence him.
The use of the social networks in the marketing strategy

The thesis deals in the first part with the definition of social networks, their historical development and the basic principles of the operation. The content of the second part is focused on the benefits and risks connected to the usage of the social networks and contains the analysis of trends in the marketing practice. The next part is devoted to the most used social networks and describes their functional elements, which can be used by the companies to achieve their marketing objectives. The practical part of this thesis begins with the introduction of the company IBM, their marketing strategy and evaluation of the activities within social networks. The main objective of this thesis is to propose steps that will help IBM to avoid the mistakes which are currently being made. These steps include mainly the layout design and the usage of the most frequently used functionalities to allow more effective utilization of the social networks in marketing strategy. Although is Facebook the key element for the application of the proposed steps, the attention is also devoted to Twitter and the newly established social network called Google+.
VAT in chain transactions

The aim of this thesis is to summarize and analyze the April amendment to the Czech law 235/2004, Sb. about the Value Added Tax which introduces two new instruments in fighting against tax evasions. After the introduction follows the chapter which describes applying the VAT in so-called chain transactions, tax evasions connected with these transactions and the problems with right to deduct the input VAT in the standard mode of the VAT. The third chapter analyzes the related cases of The Court of Justice of the European Union -- Optigen and Axel Kittel. The fourth chapter is crucial -- it analyzes the liability for unpaid tax and shifting the application of the tax ("reverse charge") which is introduced by April amendment. In the fifth chapter I analyze the application of generalized reverse charge to all transactions and the conclusion is summarizing whole thesis and evaluating effectiveness of the two new instruments in fighting against tax evasions.
The Tax auditing in the Tax procedure Code

The aim of this Bachelor thesis is to identify differences in the process of tax legislation in Act No. 280/2009 Coll., adjusting the tax code has no effect against Act No. 337/1992 Coll. on the administration of taxes and fees. I evaluate differences identified in terms of protecting rights of taxpayers and ensuring the effectiveness of tax auditing on the part of tax administrator. The thesis analyzes developments and problem areas of the tax auditing active in 1993 -- 2010. Subsequently, it analyzes and compares area of the tax search both by individual institutions of tax auditing. Then the thesis explains the sense of specialized tax examination and the specifics of the tax auditing for lawyer and tax adviser. Finally, the bachelor thesis focuses on the provision, without them it would be probably impossible to carry out tax auditing.
The rules for exercise of the right of deduction VAT according to the European Court of Justice judicature

This work focuses on the basic rules for exercise of the right of deduction VAT. These rules are defined out from point of domestic law on VAT and European Union legislation, which is in the field of value added tax represented by Council Directice 2006/112/EC. In promotion and interpretation of European law plays a mojar role European Court of Justice. The aim of this work is evaluation rules for exercise of the right of deduction VAT, identifying how the Czech law differs from the European Union legislation and what it has impact on VAT payers.
Franchising as the entry mode to the market

The first one contains basic definitions and terms connected with franchising, the second one describes particular franchising company operating in the Czech Republic. The purpose of this thesis is application of gained theoretical knowledge on the functional franchising company Remax Czech Republic.
