Píbilová, Anna ; Frič, Pavol (advisor) ; Hejzlarová, Eva (referee)
1 REPERTOIRE OF INTERPRETATIVE FRAMEWORKS OF HELP FOR THE VICTIMS OF DOMESTIC VIOLANCE Abstract This thesis analyzes domestic violence theoretically and supports the hypotheses through empirical data. The Framing Theory is being widely used as a theoretical starting point and it is employed mainly to study the mobilization of social movements and organizations. A list of objectives of the theory is provided, usage of micromobilization processes is explained. This part concludes with a critique of the theory. A description of the current situation and solutions of domestic violence with a focus on the Czech Republic follows. The empirical component provides semi-structured interviews with three public sector professionals and two non-profit organizations, followed by an analysis of public statements of another non- profit organization. Both sectors perceive the current system as functional. They indicate the main problem is a lack of public awareness, including victims of domestic violence, and propose solutions to the problem. The disputes over the frames are hidden, and they are probably not realized by both of the sectors. The non-profit sector define the domestic violence more broadly and more about making change on a social level, not just individual.

The thesis identifies which factors influence the period these women stay away the labour market. Besides a human capital, there is a frame of the family and institutional policy, a kind of household division of labour and culture context. It also focuses on structural conditions in the labour market, institutional policy and the role of employer in reconciliation of work and family life. The thesis brings a contribution for its focus on university - educated women with their specific characteristics, and for its focus on employers' family - friendly activities.
Lone-parent families as a public policy problem: stakeholders' frame reflection and reframing
Hejzlarová, Eva ; Veselý, Arnošt (advisor) ; Krebs, Vojtěch (referee) ; Matoušek, Oldřich (referee) ; Žižková, Jana (referee)
The main theme of the work is finding an answer to the question why in the past years Czech Parliament has failed to enforce measures improving the quality of life of lone-parent families, and what could be done for these measures to be adopted. Theoretical support for answering both questions is provided by a) frame analysis (Schőn and Rein), which works with the idea of conflicting frames and bridging conflicts through reframing, and b) the theory of social construction of target groups (Schneider and Ingram). Based on an analysis of stenographic minutes from proceedings dealing with the issue of non-payment of child support (in particular with proposals for the state to pay child support first and then to receive it from the obligor) and the arrangements connected to child custody (in particular the proposal to strengthen alternating custody), conflicting frames are reconstructed (in the case of non-payment, there are three conflicting frames, in the case of child custody two). These conflicting frames, or rather the fact that they are insufficiently addressed, may be the cause of the incapacity of Czech political representation to address the above agenda. An "efficient penalizing of the debtor" is described as a possible reframing of the problem in the field of non-payment of child support....

Čadyová, Kateřina ; Munková, Gabriela (advisor) ; Hejzlarová, Eva (referee)
The thesis called "The offer of childcare services for children up to three years of age in the Czech republic" concerns the low support of such services in the Czech republic in context with reconciliation of work- and family-life. This state is in contrast with an attitude of European union, which considers the lack of these services as the main setback for parents, especially women, to participate in the labor market. This thesis introduces types of welfare states in this matter and puts Czech republic in the group of so called post-socialism countries with familistic model of family policy, especially concerning children up to three years of age. This model supports the childcaring role of the family itself but runs only minimum of daily childcare services for children granted by the state. As this may suit the majority of Czech parents, it reduces the variability of their life strategies, as described in the thesis. The differences of those preferences should be reflected in attitude and flexibility of public policies. Available data is used to thoroughly describe recent childcare services for children. The output of this thesis is the identification of problematic areas that prevent further development of these services and also possible solutions of this state. It is very important for family support...
