Critical Analysis of Regional Unemployment and Propositions for its Solution

This thesis deals with the theme of unemployment in the district Jihlava. It focuses mainly on vulnerable groups of jobs seekers who have limited entry to the open labor market. A Job Seeker and the Labour Office of the Czech Republic

A Job Seeker and the Labour Office of the Czech Republic Abstract The PhD thesis focuses primarily on the legal regulation of the Employment Act affecting the issue of job seekers within the activities of the Labour office, especially in the process of employment intermediation and in receiving unemployment benefits. The introductory theoretical interpretation of the fundamental social right guaranteed by the Charter of Fundamental Rights and Freedoms, i.e. the right to work, is followed by a treatise on unemployment and its development. A compact overview of this issue is given by a summary of the concept of employment policy in the Czech Republic and within the European Union and its state management within the Czech Republic. The main part of the thesis presents an analysis of individual provisions of the Employment Act from the practical point of view of the job seeker. It defines his rights and obligations starting by submitting an application for mediation of suitable employment to the Labor office register. These are discussed in detail in relation to the main instruments that the job seeker may encounter during registration, such as "appropriate employment", "serious reasons", "temporary incapacity to work", "non- conflicting employment", "illegal work", etc. The thesis contains a detailed analysis...
Influence of the seasonal employment on the quality of life of affected persons in the Český Krumlov region

The Český Krumlov region has long been one of the areas with the highest unemployment in the South Bohemian Region. People who practice professions in the region focused on tourism, construction, agriculture and forestry, etc., work from spring to autumn and in the winter are forced to interrupt the operation of their services and register with the employment office as job seekers. Seasonal unemployment is not considered as a serious problem as long-term unemployment, but due to changing cycles of seasons, it repeats every year, affects the same professions and people and causes the same problem every year - how to cope mainly from a financial point of view. For the above reasons, this bachelor thesis aims to find out what effect seasonal unemployment has on the quality of life of affected people in the Český Krumlov region. The work is divided into theoretical and practical part. In the theoretical part, with the help of publications of professional literature and other sources, the basic characteristics of unemployment are specified in more detail, there is basic information about the Labor Office of the Czech Republic and its activities and the characteristics of the Český Krumlov district are described. The practical part analyzes the impact of seasonal unemployment on the affected persons in the Český Krumlov region. Part of the work is also my own research survey, which took place using in-depth interviews and questionnaires. The last part of the bachelor's thesis is devoted to the final evaluation and interpretation of the results, proposing the elimination of the number of unemployed persons in the Český Krumlov region in the winter and there is a conceptual and methodological proposal on how to work with seasonally unemployed applicants in the Český Krumlov region.
Causes of Long-term Unemployment in Strakonice

The aim of this bachelor thesis is to find out the causes of long-term unemployment of clients registered at regional branch of the Labour office of the Czech Republic in České Budějovice, at the contact workplace in Strakonice, in connection with the situation when the number of job vacancies at the labour market exceeds the number of job applicants registered at Labour offices of the Czech Republic. The impacts of long-term unemployment will be analysed following these problems, and their possible solutions will be suggested. The theoretical part of this bachelor thesis deals with the division of employment policies, kinds of the unemployment, possible causes of long-term unemployment, non-insurance social benefits, which are related to unemployment, projects of ESF for long-term unemployed people and the impacts of unemployment for both the individuals and whole society. The terms such as job applicant, unemployment benefit, contribution period, unemployment, rate of unemployment or the percentage of unemployed people within the population aged between 15 and 64 years, distraint, adverse medical condition of a job applicant and so on, are explained. The practical part of the bachelor thesis deals with the evaluation of set hypothesis by means of quantitative research strategy. The research was done using the research survey with clients (job applicants), who are registered at the regional branch of the Labour office of the Czech Republic in České Budějovice and at the contact workplace in Strakonice, for a long time. Two hypotheses were formed based on the set aim. We can deduce from the results of the research, that the cause of long-term unemployment of clients, is the adverse medical condition, not the distraint. In the conclusions of the practical part, there are mentioned possible options for solution of long-term unemployment of clients, who are at a disadvantage because of health restrictions, or they are affected by the distraint.
The Employment Rate Based on the Present Valid Legal Amendment and Role of the Employment Bureau

This thesis is based on the current status of unemployment in the Czech Republic, on the current applicable legislation, and it takes into account the latest regulations of the Labor Code and the Employment Act. It also focuses on the work of the employment bureaus, particularly their retraining activities. It also analyzes the issue of so-called illegal employment. The practical part of the thesis covers the situation on the labor market in the Kutná Hora region. We studied the rate of unemployment and its flow in the individual micro-regions. We analyzed the structure of job seekers in terms of education and age. We also focused on the problems of the youth, school graduates, foreigners and handicapped people on the labor market in the area. During the period in question we evaluated the active employment policy of the Kutná Hora employment bureau. Here we performed an analysis of retraining of the job seekers, their placement and success on the labor market. The thesis provides a picture of the employment policy in the Czech Republic, which can be used to acquire comprehensive knowledge of this area.
The solution of unemployment via tools of Active Labour Market Policies with deeper focus on retraining

The main topic of this paper is retraining as one of tools of unemployment solution and evaluation of effectivity of this instrument with regional extent at Decin county. The efficiency is surveyed as a linear relation between the skill-wise orientation of the training course and ability to gain a new job of the training attendants. The purpose of this analysis is to evaluate the most effective types of retraining in the district, the time interval of deleting of the job applicant from the register included. As a part of this work is evaluation of quality of the retraining course provided by its attendants and as well as their judgement of contribution of this program for following career development. I have used relevant data from information system of the Labour office, private files of the retraining attendants and questionaries from addressed respondents. Retraing is here considered not only bare remedy of the Active Labour Market Policy, but as well as one of significant elements of whole-life education. Protection of Personal Data Prior to Employment Abstract The development of new technologies has completely changed the view on how personal data is being processed in labor relations. Screening job seekers on social networks or using artificial intelligence to analyze a candidate's predispositions are, at first sight, much less intense and conspicuous forms of invasion of privacy than traditional surveillance methods such as the use of security cameras. Employees and job seekers are therefore in a very disadvantageous position, which has not yet been reflected on the level of EU legislation. The legal regulation of personal data protection is very specific in its abstraction. When processing personal data, it is necessary to keep in mind the basic principles of data handling, and each processing should therefore be (among other things) purposefully limited, minimized, transparent and correct. However, these concepts are so abstract that their interpretation is the subject to countless debates even among personal data protection experts.
