Applying quality management in the employee's adaptation process

Quality management in the area of human resources management was previously mainly used in industrial companies. At present it is also promoted in the sphere of state administration. The aim of the thesis is to analyse the human resources management process in the area of the adaptation process of employees of the central body of the state administration of the Czech Republic from the point of view of quality management and to propose recommendations to improve its efficiency with application of process management, change management in relation to ISO 9001 and Methodical Guideline for Quality Management in Service Offices (hereinafter the Methodical Guideline). The theoretical part defines the basic concepts and principles of employee education in state administration and quality management. Creation of selected competence models for the professional development of the employees

The thesis deals with the creation of three competencies models, based on a competencies analysis for selected non-managerial job roles requiring further professional development, namely Warehouse Coordinator, Junior Accountant and Sales Administrative Assistant. The duly compiled competencies model then creates a realistice representation of the knowledge and skills the staff need for the given job role. When it comes to the professional development and training of existing staff, the competencies model is a reliable tool for identifying the educational needs of individual employees, and detecting hidden talents in good time. This makes it easier to set the developmental, educational and training activities for the employee, not only to achieve the required competencies, but also to meet the goals of the organization as a whole. The thesis contributes by having undertaken a competencies analysis and created three competencies models, together with proposals and recommendations for their use in the professional development and training of the employees concerned. The diploma thesis is theoretically empirical and deals with the current topic of motivation and barriers to further education of teachers at secondary schools in the Czech Republic. The author chose this topic, because it considers the topic to be important and included in the list of priority objectives of the Ministry of Education, which has long sought to increase professionalism and improve the working conditions of the teachers. In the first chapter there is a definition of the teaching profession according to professional literature, including the specifics of a secondary school teacher. It also focues on further education in the context of lifelong learning, especially in relation to further education of teachers. The main part of the chapter deals with the motivation of pedagogical staff for further education. The theoretical part ends with a chapter devoted to the career and professional development of teachers. The thesis deals with the issue of strategic management in the work of the school head. In the theoretical part, we identify the position of the school head in terms of the prerequisites for managerial management and define the possibilities of his education. This part is conceived not only as a professional starting point for the practical part, but also as a means to obtain a basic overview of strategic management in relation to the performance of the function of school principal. The diploma thesis deals with the comparison of regional differences in long-term plans of education development in these regions. The theoretical part begins with the definition of key terms related to education policy, then with the legislative framework for the creation of long-term plans and links these documents to national and European strategic documents in education. In the research part are analyzed both documents, their logical interconnection and relation to national strategic documents and outputs of each part. The main part is focused on the comparison of both documents and their influence on the development of education in the given region. The thesis deals with the definition of the term competence and competency model of a senior academic at a university. The term "competence" can be understood as a set of knowledge, skills, abilities, habits, attitudes and values of a given individual that enable him/her to perform "with competence" in some area of his/her activity. It is also possible to describe in this way the ability of a person to act correctly in a certain situation based on the use of their own resources (abilities, skills, knowledge, etc.). The definitions of competencies of staff working in educational institutions are important not only in the curriculum, where the individual in the educational field affects the personal development of individuals or groups, but also in terms of staff hierarchy, including the definition of responsibilities and competences. Diploma thesis "Educational and activating activities of seniors in long-term care facilities in the Pilsen Region" in the theoretical part is devoted to the definition of old age and related aspects from the biological, psychological and social point of view. The thesis also deals with education and activation of seniors in the context of applied science discipline and organization in the Czech Republic within the framework of lifelong learning. Aspects of educational activities of seniors and specifics of their education and activation are also identified. The thesis also describes the best-known methods and techniques of seniors activation in long-term care facilities. In the empirical part, a questionnaire survey was carried out, in which the respondents were clients of retirement homes and patients of specialized hospital wards providing care to geriatric patients.
