The Legislative Process of the Bill on the Children Group. A Case Study of the Intervention of the Participants.

This thesis deals with an implementation of a new public policy tool - child care in the children's group - particularly it examines its origin, evolution and the reasons for its implementation. As the "Children's Group Act" became a new form of the childcare (in the Czech Republic), my participation in the legislation process of the bill adoption served as a motivation for the topic selection of this thesis. The opening part introduces the topic, specifically it studies the past and the present childcare system within the current area of the Czech Republic. Further it acquaints us with tools and remedies allowing for a greater harmonization of a family and work life of parents of infants. In other words, there are discussed theoretical concepts of a private work life harmonization of parents and concepts of equal opportunities of women and men. Moreover, the thesis introduces participants who were entering the negotiation and the adoption processes of the bill in question, either directly or indirectly. The aim of the thesis is to present a case study that would characterize both, the adoption process of the bill and the participants' determination of the final form of the act.
Parliamentary elections in Slovakia in 2016: Analysis of the causes of election results and post-election negotiations

Cílem práce je analyzovat příčiny výsledků parlamentních voleb na Slovensku konaných v teoretické části práce je na základě Ústavy SR nejprve popsán průběh sestavování vlády. Dále je prostor věnován důrazem na koaliční vládnutí, teo následujících voleb totiž měla na základě vývoje průzkumu voličských preferencí vzejít právě koaliční vláda. Důležitou součást tvoří také olebního systému, které značně ovlivňují politickou soutěž. nějž navazuje vývoj a podoba stranického systému na Slovensku. Následující část volební kampaně a předvolebních možnostech sestavení vlády. Samotné výsledky voleb jsou poté analyzovány zejména ve snaze nalézt příčiny klesající SD a obecně tradičních stran, propadu strany #Sieť a posílení povolebního rokování tvoří závěrečný úsek práce, v němž jsou srovnány předvolební a povolební rétoriky politiků stran, které spolu posléze vytvořily
Marketing Communication of Political Party KDU-ČSL in Elections to the Chamber of Deputies in May 2010

Bachelor thesis Marketing Communication of Political Party KDU-ČSL in Elections to the Chamber of Deputies in May 2010 analyzes communication led by the party KDU-ČSL before these elections. In the first part, it focuses on the party itself, its position on Czech political scene, characteristics of its voters, program, behavior and other attributes. Furthermore, it deals not only with the official campaign, but also with other communication that was performed by KDU-ČSL before the elections; this includes for example appearances in media, public relations or controversial issues of party members. Evaluation of the communication follows, along with possible reasons why KDU-ČSL was unsuccessful in these elections. In the last part, the thesis contains suggestions that could in the future possibly lead to better results in elections and to re-entry to Chamber of Deputies.
Immunity of deputies and senators

The presented diploma thesis focuses on the parliamentary immunity of Deputies and Senators in the Czech Republic and consists of two not explicitly titled parts. The first one deals with the genesis of the concept of immunity; the historical course describes the origin of the concept that goes back to the 13th century. Immunity might have been described as protection given by an English monarch towards Representatives; it gradually changed in privileged status recognition of a newly emerging institution, nowadays called Parliament. This excursion back into the 800 year history is supposed to help us understand the basic idea that the immunity of deputies or senators serves as an instrument of protection of a legislative body, or rather the Parliament of the Czech Republic. As for the immunity of deputies (senators) in the Czech Republic, relevant chapters deal with the first attempts to create functional constitutions at the end of the 19th century when Bohemia was part of the Austrian empire. Significant space is dedicated to the 1920 Constitutional Act, which may be considered as a crucial document for today's concept of the immunity of deputies and senators in the Czech Republic. Position and role of the Czech Senate twenty years after its creation

This thesis is dealing with the problematic position of the upper house of the czech Parliament. In this thesis author is operating as with primary literature (i.e. laws and historic constitutional documents) in analysis historical moments of the czech parliamentarism, so with direct observation of the members of the Senate (in 11th term). Author was focusing himself on direct observations of the senate committees and plenary session of the Senate. With great help of the Senate's staff and senator Jaromír Jermář, all the members of the Senate was addressed with author's request to participate in research. Results of this research are basic cornerstone in order to answer the questions in the introduction about the sense and the role of the upper house of the czech Parliament. First chapter represents an introduction, where are the most important sources, metodology, questions entitled and this problematic is basically explained. Bachelor thesis A Quantitative Analysis of the Parliamentary Activities of Members of the Parliament of the Czech Republic is divided into two parts - the theoretical and the practical. The first part describes the theoretical background of the thesis. The relevant legislation dealing with MPs mandate and content of its activity is delineated in the beginning of the study. Furthermore the text covers the conclusions made by several native Czech political scientists and constitutional lawyers on the topic. The significant part of the thesis is composed of a description of related research using a quantitative method. It provides an inspiration for methodology and further content of the study. The second part of the thesis represents the practical side of the research. A creation of a data set is described by the variable selection with their operationalization and the data collection. The methodical content of the research and development of the data set operational environment are depicted. Immunity in criminal law Abstract This thesis aims to offer the reader a view of the institution of parliamentary imunity as it relates to criminal law. This topic frequently divides both the experts in criminal law and also the general public. Despite the fact that most of the time this legal issue is talked about with respect to the constitutional law it has an impact on criminal law, both the substantive criminal law and the procedural criminal law. The deficits of conteporary law-making in the Czech Republic Keywords: legislative process, Parliament, legisprudence Abstract: The thesis concerns contemporary law-making process in the Czech Republic in an effort to identify its weak spots, which can lead to low-quality laws being created and passed. Rating the quality of legislative process is considered by the author to be impossible without a proper philosophical and theoretical basis. Such basis is found in the theory of legisprudence, which was conceived by L. Wintgens. Legisprudence is a theory of rational law-making and it presents itself as an alternative to mainstream jurisprudence that is focused mainly on interpreting law. In accordance with legisprudence, the legitimacy of law is dependent on bringing positive outcomes compared to a situation of absence of law. Philosophically, legisprudence is based on social contract as a mandate for the lawmaker to pass laws that only minimally encroach on freedoms. Principles of legisprudence and the requirements on lawmakers that it formulates, are applied on specific parts of the law-making process in Czech Republic. Thesis focuses on institutional aspect of selection of constitutional judges in Czechia and in Slovakia, personal aspect of selection, i.e. identification of the groups of recruitment and requirements and qualities of the judges. Thesis also focuses on the process, i.e. procedural aspects within which the key authorities (presidents and parliaments) compare and choose individual candidates. Based on this analysis the student will identify strengths and weaknesses of both systems, which could lead to paralysis of court in question.
