The making of the strategic and conceptual documents on the level of Czech ministries (with the focus on the Ministry of the Interior and the Ministry of Defence)

Marie-Anna Bitnerová VERASP, FSV UK Abstract The diploma thesis deals with strategic planning at the level of ministries of the Czech Republic (with a focus on the Ministry of the Interior and the Ministry of Defence). It focuses on the creation of strategic and conceptual documents at the state level and thus describes the process through the lens of the theoretical framework of the Multiple streams framework. The research was carried out on the basis of in-depth interviews with nine employees of the Ministry of the Interior and the Ministry of Defence (who actively or passively participated in the creation of the documents), two experts in strategic planning and one respondent from the Fire Rescue Service in Prague, who is responsible for the agenda. The thesis analyses and then explains the creation of the materials from the initial idea of creation to the final acceptance, implementation, and evaluation. It also focuses on the individual variables that enter the process - time pressure, conflict of interest, the influence of political elections, politicization, etc., and on the actors involved who play a crucial role in the process (officials and their superiors, elected politicians including the government, and experts). This problem is quite widely used in the media space, especially after every parliamentary election. However, nowhere is there precise data and description of how extensive this phenomenon is within the Czech state administration. This is mainly due to the unavailability of data directly from the Czech state administration. Due to the aforementioned unavailability of data, I decided to conduct qualitative research through interviews in this thesis. The interviewees were both experts in the field of public administration and politicization, and representatives of the largest political entities. By combining the opinions of experts and politicians, whose attitude towards politicization has not been mapped so far, I tried to get a new perspective on the issue of politicization and at the same time information from the practical functioning of public administration, to which politicians are close. Procurement of defense technologies to ensure security in the case study of the Czech Republic

The study deals with the phenomenon of defence technology procurement for the Army of the Czech Republic. The primary objective is to describe the current state of acquisitions and to outline the profile, positions and mutual relations of individual actors participating in this process. The thesis explains, using the concepts of security assemblage and security commodification, the relationship between state and private actors in the decision to procure a particular defence technology. The scope of the research is the so-called pre-acquisition process. This is the result of the balance of power between the actors involved in the acquisition, with each actor pursuing its own goals. Using three case studies, the actions of all identified actors, their motivations, mistakes, and sub-steps are examined in detail. The study provides a comprehensive overview of the current state of defence technology procurement to secure the Czech Republic's defence capability. The thesis "The army on the media battlefield" examines the extent to which the Ministry of Defence and the Army of the Czech Republic are media institutions. If they take media logic and if they subject to pressure of the journalists. All this in a theoretical frame of four phases of mediatisation that is defined by Jesper Strömbäck's work in 2008. The theoretical part defines terms such as mediatisation or media logic. The thesis also focuses on the explanation of corporate communication, which is related to the Ministry of Defence and the Czech Army. In the conclusion of the theoretical part both institutions are defined and the emphasis is on their communications department. The methodological part describes the research method of semi-structured interviews, which are used to collect relevant data. It also defines the research problem and research questions. The third part of the thesis is devoted to research where data collected from nine respondents from the Ministry of Defense and the General Staff of the Army are analyzed and categorized to relevant research questions. Diplomatic protocol of the Czech Army

The thesis focuses on diplomatic protocol of the Czech Army, an organisation which is not very well known within the most of the population. To analyse diplomatic protocol of the Czech Army, it is necessary to know internal rules authorized by the Secretary of Defence or the General Staff of the Czech Army that sets and specifies the fundamental rules and procedures during its process. In case of their absence, it is expected to act according to the general protocol conventions. The main aim of the thesis is to define the key part of diplomatic protocol of the Czech Army within its specific conditions. It also aims to find possible deficiencies during the process and to propose and recommend relevant solution for correction of negative deviations from recommended procedure.
Issues and analysis of communications of the Ministry of Defence

Ministry of Defence of the Czech Republic is the central body of state administration in particular for ensuring the defense of the Czech Republic, the Czech Army management and military areas control. There is a need of a sophisticated system of communication to be able to promote resort interests, to build a positive image of the Minister, the Ministry and Army, to inform about changes in the MoD and for effective communication within such numerous department. For this reason it is necessary to pay close attention to the creation of communication strategy. The aim of the thesis is to familiarize with the marketing communication mix focused on the public sector, to introduce the issues of marketing communications of the Ministry of Defence and to analyze the effectiveness of one of the tools used by the MoD for internal communication -- the military journals A report -- including the final recommendations.
