To Run Insurgency like a Business: Self-Defeating Patronage by the Principal in Eastern Ukraine
Laryš, Martin ; Aslan, Emil (advisor) ; Svoboda, Karel (referee) ; Mareš, Miroslav (referee)
The dissertation draws on the literature on indirect warfare based on principal-agent theory, which conceptualizes indirect warfare as an example of delegation. Principals play an important role in shaping the rebellion and exerting control over it through the delegation used as a low- cost and deniable device for empowering the rebel proxies. However, the delegation is fraught with problems, especially when delegated to fragmented rebels. The literature considers the fragmented rebel militias as weak non-state actors prone to rapid failure and decay. My argument focuses on the paradox of delegation to the fragmented rebel groups. I claim that such delegation is inherently costly and visible, which contradicts the original intention of delegation as a low-cost and deniable foreign policy tool. In my dissertation, I introduce the concepts of self-defeating patronage and decentralized delegation as my contribution to the discussion on indirect warfare. The principal suffers self-defeating patronage because it must keep the barriers-of-entry low for the incipient rebel groups to overcome the collective action problem that the would-be rebels experience due to their weak social ties. Keeping the barriers low without strict control by the principal - that would raise the costs and visibility - fuels...

Cooperation between German and Czech far-right parties after 1989. From the anti-German sentiment of the SPR-RSČ to the Czech-German friendship of the DSSS
Prokůpková, Vendula ; Charvát, Jan (advisor) ; Mareš, Miroslav (referee) ; Dlouhý, Miloš (referee)
The thesis topic is the cooperation between the Czech and German far-right. The author focuses on the cooperation of Czech and German extreme-right parties from 1989 to 2019. The thesis aims not only to describe the contacts of the respective parties but also to explore the logic of the relations between the Czech and German extreme right. Adopting the theoretical framework of the Discursive theory of Essex school, the author proceeds to a detailed analysis of the discourses of Czech extreme-right parties about Germans and Germany; she traces back the transformations of the original anti-German discourses and the origins of these changes. Against the background of these processes, she explores the transformations of the "conditions of possibility" that make Czech-German cooperation "conceivable" for both Czech and German extreme-right parties. The author explores the changes in the discursive conditions that allow Czech-German friendship to be "rationalised" and justified despite the contradictory positions on the issues of the Czech-German past. The author analyses the anti-German discourse of the SPR-RSČ in the 1990s and examines the circumstances of the SPR-RSČ's alleged contacts with the German Die Republikaner. Further parts of the thesis are devoted to the relations between Dělnická strana...
The Influence of Cyber Terrorism Threat on the American Security Policy
Rezek, Tomáš ; Calda, Miloš (advisor) ; Mareš, Miroslav (referee) ; Cabada, Ladislav (referee) ; Polčák, Radim (referee)
(English) The aim of this dissertation is to answer the question of whether the U.S. security policy is influenced by the threat of cyber terrorism. The dissertation is divided into chapters that can be regarded as steps in a logical reasoning process. In the first chapter, cyber space is introduced and described to illustrate its importance and complexity. The next chapter analytically compares various definitions of terrorism, and partially rejects the initial hypothesis that cyber terrorism is not included in the general definition of terrorism. The following chapter statistically analyzes the available data on terrorist groups and terrorist attacks to empirically confirm the hypothesis that terrorism is still a real threat to American security. The analysis actually proves that the threat of terrorism has not decreased in relation to the number of terrorist groups. It also shows that the number of terrorist attacks against the U.S. targets has significantly decreased in the United States, while terrorist actions have been increasing constantly on a global level. The analysis shows that the success rate of terrorists attacks does not form a time series, and therefore each terrorist attack has to be examined individually to assess its success probability. The following analysis reviews the...

Bibliografický záznam STEJSKAL, Libor. 2013. Bezpečnost a občané v 21. století: Strukturace a integrace dobrovolných občanských rolí při zajišťování bezpečnosti. Praha.

Bohumila Vacková Shodné znaky islámského a židovského radikalismu na počátku 21. století Identical features of Islamic and Jewish radicalisms in the early 21st century Identical features of Islamic and Jewish radicalisms in the early 21st century. Islam and Judaism are two significant Semitist monotheist religions. Islamic and Jewish radicalisms are a modern trend, which had one of its major culminations in the second half of the 20th century, particularly in the area of the Near and Middle East. The turn of the millennium and mainly the beginning of the 21st century highlighted the fact that Islamic and Jewish radicalisms are not only an issue of specific territories but that they have changed in scale and, with varying intensity, have become global problems (Note: Islamic radicalism strongly shows this trend). This fact raises the question of to what degree Islamic and Jewish radicalisms have affected the Czech Republic. In order to evaluate the given issue, I have chosen the features that are identical in both religions: charity and financial support; radical schools - madrasahs as opposed to yeshivas; and the proselytizing methods. I have described and evaluated these features one by one and then I applied them to the Czech environment. I chose the present period for evaluation, i.e. the period from...
