The German Arctic Policy
Nguyenová, Thi Khanh Ly ; Handl, Vladimír (advisor) ; Hornát, Jan (referee)
The thesis deals with Germany's Arctic policy in the last decade and focuses on its security dimension. The Arctic region has undergone many changes in recent years due to climate change and the new geopolitical situation, including a change in the security situation. Based on the concepts of civilian power and securitization, the thesis examines whether Germany approaches the Arctic as a multilateral actor or whether the Arctic has gained importance in German foreign and security policy and become a recognized security issue for Germany. The introductory part of the thesis is devoted to a general introduction of the Arctic region, its definition and a presentation of the global security, environmental and economic aspects and challenges associated with it. The thesis then briefly outlines the history of German involvement in the Arctic, its activities and Germany's relevance to the region. The main research part of the thesis is divided into the bilateral and multilateral dimensions of German Arctic policy, thus reflecting the nature of German multilateralism. The results of the examination of German Arctic policy have shown that Germany is aware of the various aspects of Arctic security and its global dimension, however, the focus is on the climate and economic security issues of the region. Even...
Scholz-Wende by the perspective of CDU
Řežábková, Kateřina ; Handl, Vladimír (advisor) ; Nigrin, Tomáš (referee)
The thesis examines the transformation of German foreign and security policy after the Russian invasion of Ukraine specifically during the period from February 2022 until June 2023 and the perspective of the oppositional CDU party during this time. The introductory part presents the historical context of the development of German foreign and security policy, the institutional framework for its formation, and the character of German in foreign policy culture. The theoretical framework presents three concepts for interpreting Germany as an actor in international relations: civil power, geo-economic power, and divided power. In the practical part, the fulfillment of the goals of Chancellor Olaf Scholz is being examined. Namely in the supply of weapons to Ukraine, in the anti-Russian sanctions, in the deepening of Germany's involvement in NATO missions, in the reformation and modernization of the Bundeswehr, and in the new quality of German diplomacy. The results of the research showed Germany's willingness to abandon some of its previous taboos, to bear the economic costs of its policy towards Russia and even at the cost of debt, to invest more in its own armed forces and in supporting Ukraine. However, the German government had to face both structural and institutional limits as well as the limits of...

Fighting disinformation in the Czech Republic and Germany.
Čevela, Tomáš ; Handl, Vladimír (advisor) ; Lizcová, Zuzana (referee)
The presented work deals with the struggle of the Czech Republic and the Federal Republic of Germany with disinformation. It arises against the background of a conventional war conflict, the invasion of Ukraine by the Russian Federation. At the same time, the Russian Federation is using the information space to expand its influence in Europe as part of the hybrid war. The work compares the means and procedure of both states in combating disinformation, specifically compares the legislative framework of both states, their institutions and their international cooperation. The work came to the conclusion that in many aspects the Czech Republic lags behind Germany. Although both states have a similar approach in establishing or empowering state institutions to combat disinformation and in international cooperation. However, unlike Germany, the Czech Republic does not yet have effective legislation to combat disinformation and does not invest funds in civic education and research projects.
Czech-German Relations in the Field of Environmental Protection (1990-2022)
Strnadel, František ; Handl, Vladimír (advisor) ; Kunštát, Miroslav (referee)
The goal of my bachelor's thesis is to present the development of the Czech-German as well as Czechoslovak-German cooperation in the field of environmental protection, especially between the turn of 1980s and 1990s and the year 2022. My thesis uses the Karl W. Deutsch's analytical concept of transactionalism, according to which the more states cooperate, the more stable and peaceful their relations become. The question is whether this concept is being fulfilled, which I present by the institutionalization of this cooperation. First, I outline how the phenomenon of environmental protection has evolved in the states of my focus and how it has gradually become a political issue. Then, I present how our relations have developed in this respect and show, with concrete examples, what has been achieved. I divide this mapping (or Bestandaufnahme) based on major historical events - the revolutions of 1989, the establishment of the Czech Republic in 1993 and its accession to the European Union in 2004. A crucial milestone in my work is the establishment of the Czech-German Strategic Dialogue in 2015 - the question is whether it is a kind of "culmination" of the institutionalization of these relations and whether there is any more fundamental vision of cooperation in the future, or where are the possible...
Shaping the Europeanization in Diplomacy: Development of the Czech "Dissident Tradition" in European-Related ideas
Yang, Zihan ; Matějka, Ondřej (advisor) ; Handl, Vladimír (referee)
This master's thesis examines the evolution of dissident European-related thoughts and the relationship between these thoughts and the practice of Czech Europeanization, especially in the field of foreign policy. The goal of the thesis is to analyze whether these developing ideas served as a theoretical basis for later European-related foreign political practices, both in terms of the activities of dissident politicians and in terms of the continuation of its diplomatic paradigms and ideologies on a larger period. Therefore, this thesis takes a Reflectivism stance by examining the development of European-related ideas of three selected Czech dissidents (Václav Havel, Jiří Dienstbier and Petr Pithart) in chronological order. It then analyzes how these ideas have changed in the political practices and reflections of the dissidents after 1989. The three selected dissidents are famous figures both in the political sphere and among dissidents, and their literature significantly contributed to this topic, which made their views become representative within the scope of this research topic. The thesis concludes that the dissidents' European discourse had deep historical and philosophical roots. This background, combined with the influence of geopolitical events during the Cold War (such as the Helsinki...
German energy policy towards Russia after the annexation of Crimea
Etrych Goldscheidová, Jana ; Nigrin, Tomáš (advisor) ; Handl, Vladimír (referee)
This work deals with reasons why Germany have not seen, or rather have not wanted to see, Russia as a dictatorial regime, with which Germany have been building dependent energy relations for decades threatening Germany's energy security. The aim of the work is to reveal motives of democratic Germany leading to energy dependence on an authoritarian country. The work analyzes German-Russian relations, which had been started during the Cold War as part of Brandt's Ostpolitik and strengthened regardless of political parties and wars provoked by Russians in Chechnya, Georgia and Ukraine, as well as by extorting of customer countries when disagreement with Russian international policy. The first chapter looks at Germany from a perspective of an international actor, because unhealthy relationships lead to the limitation of democratic decision-making in domestic and foreign policy, which was evidenced by Germany's reserved attitude to the war in Ukraine 2022. The next chapter explores the length and depth of German-Russian relations. Under heavy lobbying, Schröder pushed for close ties between German and Russian energy industries for a purpose of the economic prosperity of Germany and himself. Although after the annexation of Crimea in 2014, Germany's rhetoric towards Russia was harsh and Germany declared...
Impact of internal disputes on the public support of CDU/CSU in the 19th term of office
Fikejzl, Jakub ; Lizcová, Zuzana (advisor) ; Handl, Vladimír (referee)
This thesis deals with the issue of inter-party conflicts between the Christian Democratic Union (CDU) and the Christian Social Union in Bavaria (CSU) and their perception in the German public. Both parties are conservative popular parties based on Christian values. Through the method of an interpretive case study, the thesis analyses the period in which conflicts between the parties peaked. It concerns Horst Seehofer's relationship with Angela Merkel and their opposing views on migration policy and the situation during the power struggle in the Union between Markus Söder and Armin Laschet. The timeframe of the thesis is the entire 19th parliamentary term, which lasted between 2017 and 2021. Using opinion polls and articles, or media accounts, the thesis analyses the rise or fall of public interest in these parties and the social discourse associated with these disputes.
