Problematika druhé a třetí fáze reformy územní veřejné správy v České republice (na příkladu Jihomoravského kraje)

The paper deals with the topical issues connected with the public administration reform in the Czech Republic. On the one side the attention is paid to the problems of creation of the administrative regions of municipalities with extended competence and on the other side to the issue of size of municipalities in the Czech Republic. Possible further topics of research are outlined in conclusion; the possible positive influence of e-government in improved efficiency of the public administration is pointed out here.

Evaluation and motivation in public administration

The theme of the bachelor thesis is the evaluation and motivation of employees in public administration. The introductory part outlines the evaluation and motivation of employees on a general level, and then describes the specifics applicable for public administration. The practical part is focused on the evaluation and motivation systems used at selected institutions of public administration. It aims to assess these systems, suggest possible recommendations and find out whether the systems in use include modern management methods, such as evaluation interviews, competency models and regular system of employee evaluation as such. The research method consisted of interviews with human resources managers at selected institutions of public administration. Complementary information was obtained from materials created by these institutions themselves. All institutions of public administration are governed by Act No. 234/2014 Coll. on Civil Service, enshrining the evaluation of state employees. However, it depends on whether employees are evaluated formally, or if additional evaluation tools beyond the framework of the law are deployed, e.g. competency models. Officials of territorial authorities are subject to Act No. 312/2002 Coll., which does not explicitly define employee evaluation, yet employees are evaluated at many regional as well as local administration units. The results of the research survey confirmed that modern management methods are used in public administration and that the evaluation systems do not have any significant shortcomings.

The Possibility of Tax Burden Reduction of municipalities through Electronic Auctions

At first, this bachelor thesis analyses and gives the reader an idea about two issues, which are not closely related. One of them is the electronic auctions in procurements, and the second one is financing local self-governing units, specifically one of their tax incomes -- local fees, or rather local taxes. The empirical part of this paper associates these issues. At the start, the thesis researches the dependence of financial savings amount achieved thanks to electronic auctions on the extent of procurements, and then, it applies the relative amount of the average financial saving on the expense of the chosen town in comparison with the income from the local fees and the real estate tax from the year of 2013.

Marketing in Mali

This thesis deals with marketing policies, which companies in Mali commonly implement and what should they properly execute to achieve their business goals. It is characterized by access to the use of marketing tools of local and foreign companies, accompanied by his criticism. The thesis has three basic parts. The first part deals with the marketing environment, in which ongoing implementation of marketing activities in Mali is described. This section should help potential companies to understand Malian culture, its demographic structure, economic situation, political system and business environment. The second part deals with the marketing policies, namely production, distribution, pricing and communication, used by local and foreign companies operating in Mali. The third part is devoted to the marketing policies of a particular company, namely Nestlé France, operating in Mali and in France. The company Mali Lait SA was used for comparison. This company also operates in Mali and in the same market sector as Nestlé France.

Design of autonomous mobile robot.

The thesis deals with design of the device for testing the localization techniques for indoor navigation. Autonomous robot was designed as the most appropriate platform for testing. The thesis is divided into three parts. The first one describes various kinds of robots, their possible use and sensors, which could be of use for solving the problem. The second part deals with the design and construction of the robot. The robot is built on the chassis of the differential type with support spur. Two electric motors with a gearbox and output shaft speed sensor represent the drive unit. Coat of the robot was designed for good functionality and attractive overall look. The robot is also used for the presentation of robotics. Thesis provides complete design of chassis and body construction, along with control section and sensorics. The last part describes a statistical model of the robot movement, which was based on several performed experiments. The experiments were realized to find any possible deviations of sensor measurement comparing to the real situation.

Economic effects of revitalization of Thomayerovy sady

The bachelor's thesis centers around economic and socioeconomic aspects of revitalizing urban green spaces. The theoretical section establishes the terminology related to urban green spaces, area revitalization and regeneration, building new relations, and involving local entities. It also assesses options for quantifying economic benefits of revitalization. The factual part applies theoretical findings to the revitalization of Thomayerovy sady urban park in Prague 8 - Libeň. By comparing it to other already completed revitalizations, the thesis quantifies possible economic benefits of this particular project. It concludes with exploring future consequences of not yet complete revitalization and recommends steps leading to improvements in functionality and public perception of the park.

Libeř. Transformation of microsocial, agricultural, and ecological structure of the village in the Central Bohemia region in the Early modern period

This Thesis puts mind to population and natural development of village Libeř in Central Bohemia. The first part focuses on demography and follow nuptiality, natality and mortality from the end of 16th till the middle of 19th century. Selected developments are compared with similar and other locality. Fragments offers look to everydayness of Libeř's villagers - strategy of partners selection, choice of childern's names and godfathers, most frequent causes of death in individual age categories etc. The most important fountains for historical demography are church registers and old land registers. Confessional and memorial books are complementary to partial details to concrete people. In this chapter is short development of parishs, which partakes of spiritual government in Libeř. The 2.th. part of Thesis studies changes of natural territory and his usage, formation village borders and image of rural zone. Among monitored problems pertains patrimonial competency to parcels and changes, too. Base of documents are above all written and cartographic fountains - the old land registers, cadasters (Theresian Register, Josephinian Register) and memorial books. Endoscopic laser-assisted cordectomies classified by Remacle and Rudert (typ I-V cordectomies) comprise a vast range of procedures from simple vocal cord stripping or submucosal cordectomy (type I) through more extensive surgery (subligamentous cordectomy- type II, transmuscular chordectomy- type III) to complete (type IV) or extended cordectomies (type V) used when tumour involves the anterior commisure, arytenoid region, subglottic region etc. Endoscopic laser-assisted surgery of the larynx is usually indicated in early stages of infiltrative malignant disease of the glottic region (Tla-b, T2) or in preneoplastic conditions (laryngeal intraepithelial neoplasia - LIN I, II or III). Radiotherapy is also believed to be an equivalent type of oncological therapy for these diseases. Both surgery and radiotherapy can worsen one of the main functions of the human larynx- the human voice. Because the overall survival rates and local control rates are quite similar in both types of therapy, one should always have in mind something that is beyond the main goal of achieving radical removal of the tumour- patients quality of life (QoL) and quality of voice. The civil elites at the local level

The main objective of this thesis is the identification and understanding of the mechanisms of recruiting local political elites and their role in the process of democratization of local politics, and in the process of strengthening local civil society on concrete example selected municipality. The case study concerns with the municipality Semily, which was chosen to work as a community with exemplary transparent and open manner of governance. In 2006 there was a significant change in political representation when recruiting new political elites was a top down process led by a particular person according to predetermined priorities.

Anaerobic digestion of sludge from pulp and fodder yeast production

The thesis aims to identify suitable and in the locality available raw materials to a commnon fermentation with sludge from pulp and fodder yeast production in company Biocel Paskov a.s.. Introductory chapter briefly describes the mechanisms of penetration of the sludge itself. The following section deals with origin, chemical composition and properties of biogas. The factors affecting the production of biogas are described. A key part of this thesis is a performance of sludge fermentation test and selected mixed substrate. Acquired knowledge is evaluated and the optimum composition of input raw materials with regard to maximum, but also economic recovery of biogas selected. Further, on the basis of obtained data a rough draft of biogas station is done, icluding its energeic and economic balance.
