The diploma thesis co-develops Digital Public Services, a flat hierarchy group and its products, services, tools and methods, which are primarily in the field of organizational design. In addition to the specific work, it summarizes the gradual evolution of collective management protocols and its context. Rather than a comprehensive description of "how to make decisions", it presents the common interplay of members and shared values which include, for example, the rejection of originality and competition, authorship and authority.

The Fiscal Decentralization in Czech Republic in International comparison.

This thesis explores the development of fiscal decentralisation in the countries of Europe, especially in the Czech Republic in comparison with other countries. Fiscal decentralisation is a part of fiscal federalism and decision-making on public finances. These finances are spent for public goods, used by people. The fiscal decentralisation is commonly associated with the assignment of authority to lower levels of government and this is necessary due to different needs of economic subjects in different regions of the country. These lower levels of government knows, how to use conferred public finances in their region (jurisdiction) wisely. The fiscal decentralisation specifies, how much in detail the government can affect the structure and quality of public goods in each region of the country. The important results are achieved by means of the formula of Sub-national revenues (% of total revenues) and Sub-national expenditures (% of total expenditures).
Efficient allocation of local public goods on example of specific villages

The main aim of this work is to analyze the current form of allocation of local public goods in the municipalities of Kunžak and Jarošov nad Nežárkou. Based on this analysis, using the relevant theoretical background, propose possible modifications for increasing the efficiency of the allocation of selected public goods or services for these municipalities. The theoretical part defines the basic knowledge of the public sector and public goods and services. In the practical part is made a comparative analysis of the producing of selected services by both municipalities and the influence of the chosen form of producing of these services on cost effectiveness. The results of the analysis include proposals and recommendations that could improve the current situation.
Democratic legitimacy of politics: competence to suffrage and logic of election

The aim of this study is to analyze legitimacy of policy. Its fulfillment should emerge from detailed inquiry of the essential sense of social institutions. The work is divided into three chapters therefore. The first chapter deals with law as a basic system of order of social relations. It explains its fundamental social goal (reducing transaction costs of social action) and its influence on the development of civilization. It discusses in detail the property rights as a fundament of any real legal system - both at the legal level and economic level (i.e. how the system of property rights coordinates social activities and allocates scarce resources, how it creates the elite, and when there is a fault efficiency of this process). The second chapter deals with the social obligations which are necessary condition for preservation of law. These obligations are labeled as taxes (as opposed to tributes that basis is not in the obligation to maintain the legal system and are only ransom inherently). Particular attention is paid to the fair distribution of these obligations (tax justice) and also to the impact of taxation on the development of civilization. Crowdfunding and its application in the field of public goods

This bachelor thesis describes discipline of crowdfunding and possible use of its methods in the issue of public goods. The aim of this thesis is to clarify purpose of crowdfunding and prove this funding method is applicable to public goods. First part defines principles, operation and possible risks of crowdfunding. Description of public goods follows. Third chapter analyses benefits of funding public goods through crowdfunding. The final part shows real crowdfunding campaigns in which public goods are funded.
Rozuzlení vztahu korupce a šedé ekonomiky

This paper analyses the relationship between corruption and shadow economy. Synthesis of existing theoretical models and the empirical findings in this paper show that different types of corrupt behavior interact with shadow economy differently. Therefore, the relationship between contexts differs. Overall, it seems that the mechanisms leading to the complementary relationship are more prevalent. The results also imply that the quality of public goods available in the official economy influences where the different types of corrupt behavior manifest. When the quality of the public goods is high, corruption and shadow economy appear to be substitutes and when the quality is low, they are complements. However, the relationship is not robust and depends upon the measures used to assess the public goods quality. Furthermore, corruption and shadow economy seem to be complements in decentralized countries and countries with high taxes.
Management analysis of the state-owned enterprise Forest of the Czech republic and his impact on the private sector

In my thesis I focus on the public ownership of forests with emphasis on state-owned enterprise LCR. The aim is to analyze the forestry-wood sector and determine whether publicly owned enterprises of the sector affect, or specify how. The theoretical part deals with the historical development of forest ownership, political aspects of their property, non-productive functions of forest management. Furthermore you examine the status of forestry in the national economy and analyze financial LCR, s.p. in the period 1998-2010. The practical part is then trying to use regression analysis to prove or disprove the impact of public ownership of the sector. In the examined sectors we have observed increasing returns of capital and declining income from work. Applied models revealed a large heterogeneity of the data, the influence of public ownership is therefore proved.
Public Private Partnership

This thesis is dedicated to a partnership of public and private sectors and to its usage at the sphere of providing public goods. Introductory chapter is oriented on characteristics, classification and possible backup of public goods. Next chapter is focused on PPP method - history of PPP projects, their characteristics, pros and cons. Legal aspect of PPP projects, their institutional backup and their comparison with public tenders are also included in the thesis. Analytical part shows various ways of implementation of PPP projects in the Czech Republic -- e.g. Accomodation capacities and parking of The Central Military Hospital in Prague and Aquapark in Olomouc, as representatives of local autonomies. Questionnaire research of locally autonomous units with the objective of finding out the level of knowledge and access to PPP projects, is another important part of this thesis. The objective of the thesis is the evaluation of a partnership of public and private sectors, as one of possible solutions of providing public goods.
Expenses for Public Green Space as a Function of Various Parameters of Municipalities in the Czech Republik for 2011

Greenery in towns and cities are an important part of our lives and influences us in many positive ways. In the Czech Republic, the establishment, restoration and maintenance of public green areas within the competence of municipalities. As with every other public service there arises a problem with the quantity and quality of its provision. This paper deals with the relationships that developed in 2011 between spending on public greenery and various parameters of the municipalities. These relations are implemented by means of two hypotheses. The first is based on economies of scale, and assumes that the larger the municipality, the smaller expenses should be provided for public green areas per inhabitant. The second hypothesis is based on the work of Carruthers and Úlfarsson (2008) and says that a higher the population density reduces the per capita expenditures of city govenments. The validity assessment of the hypotheses is done by use of the statistical method of regression analysis. This, however, did not confirm the validity of any of them. Thus there is no indirect relationship between the size of the municipality or population density and public expenditures on green areas per capita. The reason why there is no relationship lies primarily in the great freedom of decision-making of individual municipalities, as far as public green is concerned.
