Multilevel governance in environmental policy: a comparative analysis of Republic of Austria and the Federal Republic of Germany

The aim of the thesis is to analyse the nature of multi-level governance in climate protection policy in Germany and Austria and to compare the analysed cases. The concept of multilevel governance is used as the theoretical basis of the thesis, the key idea of which is the mutual integration and influence of the levels of governance. Using this concept, the thesis analyses the horizontal and vertical levels of policy making and implementation involving both state and non-state actors. The analysis is carried out through four features of multilevel governance, predefined on the basis of an analysis of the literature, which are: diffusion of competences, non-hierarchical institutional framework, consensus-based decision-making and the principle of partnership. These features are also the dimensions on the basis of which the selected cases are compared. The multi-level governance in the climate protection policy of Germany and Austria is then classified on the basis of the typology of Liesbet Hooghe and Gary Marks. The thesis also includes an analysis of the instruments and policy processes of climate policy in both countries, which will provide insight into the role and influence of the different levels of governance in the formation of policy in the analysed area of governance.

Success Factors and Barriers for Climate Protection Projects in the Selected Czech Cities

Cities are important actors in global climate protection. Almost 80% of global CO2 emissions are produced in urban areas. At the same time cities are in a good position to bring out innovative solutions. Local initiatives in the Czech Republic often take an implicit form: they don't aim directly at reducing greenhouse gas emissions. This paper analyses nine projects in the building sector, which have been implemented by Czech cities. It looks for factors that have contributed to the initiation of studied projects and facilitated or inhibited its implementation. Factors have been gathered throughout semi-structured interviews. The research have revealed two relevant barriers and twelve success factors, which have been classified according to the thematic categories: "Economics," "Livability," "Politics," "Institutions," and "Information." Most of them concern the category "Information," while none of them concerns the category "Livability." The research outcomes can serve as an inspiration for other cities and also for actors shaping conditions for local climate protection, in particular NGOs and central government.

Legal regulation of climate protection after the Paris Agreement adoption Abstract Since the early 1990s, most of the world countries have been cooperating to create a common climate protection system, which would be effective and would help to protect the Earth ecosystem for future generations without severe and irreversible changes. After more than 20 years of difficult international negotiations without any particular outcome, the ambitious Paris Agreement on climate change was adopted in December 2015. The main aim of this thesis is to evaluate whether the Paris Agreement is a suitable instrument for climate protection and if it leads to the goals set in it. The first part of the thesis analyses the international climate protection development previous to the Paris Agreement adoption. The thesis describes the development since the cornerstones of the climate protection, over the first meteorological conferences, to the adoption of the UN Framework Convention on Climate Change and the subsequent Kyoto Protocol. It deals with the Kyoto Protocol and disappointments caused by it. Legal regulation of climate protection following the adoption of the Paris Agreement Abstract The Paris Agreement was adopted on 12 December 2015 and became effective on 4 November 2016. The Agreement's central aim is to keep the increase in global average temperature well below 2žC above pre-industrial levels and to limit the increase to 1.5žC. The Agreement starts to apply in 2020. Under the Paris Agreement, each Party must communicate its nationally determined contributions, which will help to achieve the purpose of the Agreement. The aim of this thesis is to analyse the development of the legal protection of the Earth's climate system in the European Union after the adoption of the Paris Agreement. Part One is subdivided into four chapters. The first chapter is introductory and provides an overview of basic terminology, scientific knowledge and observed changes in climate and their impact. Tato diplomová práce se zaměřuje na mezinárodní právní nástroje ochrany klimatu, zejména flexibilní mechanismy v kontextu Kjótského protokolu a Evropský systém pro obchodování s povolenkami na emise ("EU ETS"). První kapitola představuje vědecké teorie zabývající se změnou klimatu. Ve druhé kapitole je shrnut historický vývoj mezinárodní činnosti v oblasti ochrany klimatu. Ve třetí kapitole se nachází analýza principů vztahujících se k ochraně klimatu a úprava flexibilních mechanismů. Následující kapitola analyzuje ochranu klimatu v kontextu EU. EU as an actor of world environmental politics with special focus on agreements concerning climate protection

Diploma thesis "EU as an actor of world environmental policy with special focus on agreements concerning climate protection" tries to find answer to the question of the relevance and strength of European Union in the field of world climate protection. The analysis of three important world meetings (Earth Summit in Rio de Janeiro, 1992, negotiations of COP5 in Kyoto, Japan in, 1997, and Copenhagen Summit in 2009) is the main tool in the search of the answer to the question, what makes EU relevant and strong actor in the world climate policy, whether its position is strong and what makes it an actor. Diploma thesis focuses not only on European powers in international arena, but also on its powers towards its member states. In this area, thesis focuses on EU powers towards its members, how the powers are used during the phase of enforcement and implementation of EU legislative and how successful the EU is in enforcing its will towards its member states in the field of climate protection. The aim of the thesis is to evaluate, to what extend EU can be considered to be an international actor in the field of climate protection policy and find out, if it has powers to influence other actors, negotiations and agreements and whether it can be considered a strong actor.

Regulační nástroje v oblasti ochrany klimatického systému Země na mezinárodní úrovni

This study deals with regulatory conventions and instruments on the protection of Earth's climate system. The history of the last century of climate changes to date. There are named and described important organizations dealing with the protection of the environment and climate and independent researches. Another part deals with international conventions such as the Kyoto Protocol and United Nations Framework Convention on Climate Change and other conventions with indirect relation to climate change. It also explores the functioning of European legislation, implementing conventions into practice and legislation of the Czech Republic and their laws implementing superior European law. The last part deals with some of my recommendations for international climate protection policy.
