Information management of central state administration (comparative study)

The rigorous thesis is focused on information management of central state administration and on a way of analysing it. In the first part initial insight into the problem is provided and essential specifics which are related with the field of information management in public sector communication are described as well. Next the information audit as a useable tool for information management analysis is introduced. Susan Henczel's methodological approach of information audit process is described in more detail in order to apply this tool practically in the analytical part of the work. The second part of the master thesis is based on my own analysis of management of information activities and communication of two departments - the Ministry of Defence of the Czech Republic and the similar one in Sweden. The key part of this work is based on the practical information audit, which consists of three- phase research. In the first phase the research method of Mystery mailing is used to learn how central state administrative offices cope with different laws concerning information activities. Local e-government strategy

E-government is a term that in the Czech and world dictionary naturalized. Many international institutions and national entities engaged in e-government, prepares the strategy and monitors its development. Despite the advantages that e-government provides to states and cities, there is no comprehensive and standardized approach that would facilitate the preparation of strategies for both international and local levels of government. The local level is increasingly getting into the spotlight. It is close to citizens and therefore knows their needs. Citizens also come into contact with local levels of government more often. This is the main reason why consider local e-government. Its implementation needs many resources, projects are often implemented in the long term, and therefore the e-government should be approached systematically. This systematic way to make municipal e-government is represented by a local strategy, which is described in this thesis. The goal is to design the structure and content of local e-government strategy for basic local government units, including the process of its creation, and verification of the theoretical findings on example of the village Sudoměřice The main benefits of the work can be seen in the general definition of local e-government strategy, its structure, process and inputs required for its formation. A secondary benefit is the creation of local e-government strategy for the village Sudoměřice, which should verify that the process and structure can be applied to small and medium-sized municipalities.

The Bachelor Thesis "Analysis services of the Czech POINT and the data boxes" deals with analysis services the Czech POINT, the newly introduced data boxes in the Czech Republic and comparing the levels of E-government in the Czech Republic and Austria. The theoretical part covers the history and describes the actual state of E-government in the Czech Republic, after that analyzes The Information system of the data boxes and services of the Czech POINT. The practical part includes research with its aim, which is to compare E-government in the Czech Republic and Austria.

Standardizace informačních systémů veřejné správy v EU

Diplomová práce se zabývá srovnáním přístupů ke standardizaci informačních systémů veřejné správy v Evropské unii. V diplomové práci je analyzován systém standardizace informačních systémů veřejné správy jednak na úrovni Evropské unie, jednak ve vybraných členských státech EU (Česká republika, Slovenská republika, Spolková republika Německo). Následně je hodnocena harmonizace systémů standardizace informačních systémů veřejné správy vybraných členských států s EU a dále propracovanost těchto systémů.

Diplomová práce se zabývá problematikou e-Governmentu, neboli elektronické veřejné správy v České republice, Evropské unii a ve vybraných státech. Nejprve se věnuje základní charakteristice uvedené problematiky a souvisejících termínů, jeho přínosům a rizikům. Následně dochází k přiblížení vývoje v Evropské unii. Jak v jejích politikách v daném odvětví, tak v jednotlivých programech a projektech, jenž služby e- Governmentu podporují. V závěrečné části práce dochází ke srovnání jednotlivých vybraných států Evropy v oblasti kvality služeb e-Governmentu.

VEŘEJNÁ SPRÁVA V USA SE ZAMĚŘENÍM NA E-GOVERNMENT

Práce hodnotí úroveň elektronického governmentu (e-governmentu) ve Spojených státech amerických na místní úrovni. Následně metodou korelační analýzy zkoumá, které z vybraných místních charakteristik nejvíce ovlivňují přijetí iniciativ e-governmentu samosprávnými orgány. Úroveň e-governmentu je měřena hodnocením webových portálů vybraného vzorku 120 municipalit po celém území Spojených států amerických. Pozornost je věnována také občanské participaci a transparentnosti veřejné správy. S přihlédnutím k rozdílnostem ve veřejné správě mezi Spojenými státy a Českou republikou by mohla být práce využita jako inspirace při reformě veřejné správy v České republice a při zavádění egovernmentu do veřejné správy.

E-governmemt in the Czech Republic

Práce se zabývá problémem elektronické komunikace ve vztazích mezi orgány veřejné správy a občany. Nejprve se věnuje samotnému pojmu e-governmentu, jeho vývoji ve světě, v Evropské unii a v České republice a přínosům a problémům, které jsou s elektronickou správou spojeny. Následně zkoumá současnou situaci na poli elektronické komunikace orgánů státu a občanů v České republice, problém zabezpečení předávaných dokumentů pomocí elektronického podpisu a dále představuje některá funkční řešení, která jsou v České republice v této oblasti již k dispozici.
