E-government je termín, který v českém i světovém slovníku zdomácněl. Řada mezinárodních institucí a národních subjektů se e-governmentem zabývá, sestavuje strategie a monitoruje vývoj. I přes nesporné výhody, které e-government státu a městům přináší, neexistuje zde ucelená a standardizovaná koncepce, která by usnadňovala sestavení strategie jak na mezinárodní, tak i lokální úrovni veřejné správy. Lokální úroveň se stále více dostává do středu zájmu. Je blízko k občanům, a proto zná mnohem lépe jejich potřeby. Občané také s lokální úrovní veřejné správy přicházejí do styku mnohem častěji. To je hlavní důvod proč se lokálním e-governmentem zabývat. K jeho realizaci je potřeba řada zdrojů, projekty jsou často realizovány v dlouhém období, a proto by se k e-governmentu mělo přistupovat systematicky. Tento systematický přístup k obecnímu e-governmentu reprezentuje lokální strategie, o které pojednává tato práce. Cílem práce je tedy navrhnout strukturu a obsah lokální e-government strategie pro základní územní samosprávné celky, včetně návrhu procesu její tvorby a na příkladě obce Sudoměřice ověřit dosažené teoretické poznatky. Hlavní přínosy práce je možné vidět v obecném vymezení lokální e-government strategie, její struktury, procesu tvorby a vstupů potřebných k jejímu sestavení. Druhotný přínos je vytvoření lokální e-government strategie obce Sudoměřice, která má ověřit, zda je možné vytvořený proces a strukturu aplikovat na malé a střední obce. E-government is a term that in the Czech and world dictionary naturalized. Many international institutions and national entities engaged in e-government, prepares the strategy and monitors its development. Despite the advantages that e-government provides to states and cities, there is no comprehensive and standardized approach that would facilitate the preparation of strategies for both international and local levels of government. The local level is increasingly getting into the spotlight. It is close to citizens and therefore knows their needs. Citizens also come into contact with local levels of government more often. This is the main reason why consider local e-government. Its implementation needs many resources, projects are often implemented in the long term, and therefore the e-government should be approached systematically. This systematic way to make municipal e-government is represented by a local strategy, which is described in this thesis. The goal is to design the structure and content of local e-government strategy for basic local government units, including the process of its creation, and verification of the theoretical findings on example of the village Sudoměřice The main benefits of the work can be seen in the general definition of local e-government strategy, its structure, process and inputs required for its formation. A secondary benefit is the creation of local e-government strategy for the village Sudoměřice, which should verify that the process and structure can be applied to small and medium-sized municipalities.
