The role of the UN in the emergence of independent East Timoer

This bachelor thesis deals with the conflict in East Timor. It focuses on the role which the UN played during the formation of the independent Democratic Republic of Timor-Leste. At first, it describes the history of the island which provides a background for the subsequent research. The next part examines the causes which led to the independence of East Timor. This bachelor thesis deals with a topic of gender inequality and women rights. The aim of this thesis is to evaluate status of women in East Timor and compare them to the conditions of men. In the theoretical part, the thesis is generally focused on the explanation of the terms gender and gender inequality. In practical part on example of East Timor thesis closely examines basic human rights, such as right to education, right to health care and property ownership with regard to their implementation with female population. There are suggestions provided in the conclusion to stop the deepening of gender inequality in East Timor.
Human rights dialogue between regional organisations: case study EU-ASEAN

This bachelor thesis deals with human rights dialogue between European Union and Association of South East Asian Nations. It approaches the subject in the context of interregionalism and it aims to answer the question of whether a different membership concept in these regional organisations presents an obstacle to mutual human rights dialogue. While the values of human rights and democracy are a prerequisite for membership in the EU and also a part of its identity, ASEAN does not require any such conditions from its members. There is also a difference in the concept of national sovereignty or the process of socialisation of member states in these organisations. By describing specific examples of East Timor and Myanmar, the paper shows different reactions of EU and ASEAN to human rights violations in these countries. Furthermore, by analysing joint documents from the ASEAN-EU ministerial meetings, the thesis recapitulates the course of human rights dialogue between the organisations from the 1990s to the present day and shows the disagreements that have occurred during this period. The thesis then concludes that the human rights dialogue did not make a significant progress during this period also due to a fundamentally different membership concept in these regional organisations.
Conflict in the East Timor in context of realpolitics, 1974 - 1977

This bachelor's thesis is a case study of use of realpolitik by the United States during the conflict in East Timor. The thesis is based mostly on primary sources, such as declassified US documents between 1974 and 1977. Using them we can examine decision-making processes and priorities of the United States at that time. In the theoretical part the thesis analyses different realpolitik approaches with the special emphasis on morality. The thesis argues that some prominent US officials, especially Henry Kissinger, exercised an amoral realpolitik which was overly profit-driven and had negative impacts not only on the outer world but also on the United States themselves.
EU development assistance and the ACP countries. EU's approach to Rwanda, Haiti, and East Timor

The work looks at EU's development policy through the lens of one of integration theories, namely multi-level governance. The relationship between the EU and three countries from ACP group, Rwanda, Haiti and East Timor is being analysed. From current trends of multi-level governance the research is focusing on the process of strengthening of supranational level and on advancing regionalization, understood in terms of regional integration on one side and the transfer of powers to lower administrative units or local emancipation. The work is inspired by the idea of the author Martin Holland that integration theories are better observable on EU's development policy than on EU's integration itself. Using the comparison of official EU's declarations over development cooperation with ACP group and real agenda implemented in those countries, the work investigates EU's involvement during penetration of surveyed countries into transnational structures, into regional coalitions and the promotion of emancipation of lower administrative units in the country. The research aims to analyze bonds formed between the European Union and Rwanda, Haiti and East Timor, which, according to Martin Holland, the concept of multi-level governance should best describe.

State-building and developing governance capacity in East Timor

This diploma thesis elaborates on state-building in the form of a case study of East Timor. East Timor has hosted an international state-building intervention as a result of the lack of governance capacity. East Timor is not the first case of a failed state with implied international state-building, but applied transitional administration in this format is unique. The United Nations established UNTAET with a finite time period which has been prolonged twice since May 2002. This thesis examines international state-building and its linkage with local participation and ownership. The goal of the thesis is to determine whether the peace-building in East Timor was successful. It continues with the second research question regarding the main aspects of state-building which helped to enhance performance in governance and public administration areas. Using Fukuyama's theoretical background, this thesis builds a hypothesis on the notion, that aspects which helped enhance performance are those connected with local participation and ownership. The method of the research is process tracing between autumn 1999 to May 2002, when the independent state of Timor-Leste was established. Práce popisuje strukturu a historii OSN, její činnost a nástroje, které může OSN použít při podpoře, obnově a udržování mezinárodního míru. Dále jsou zde nastíněny hlavní reformní snahy OSN v posledních letech. V práci je stručně popsáno mírové úsilí OSN na jednotlivých kontinentech, na kterou navazuje podrobnější rozbor činnosti OSN ve Východním Timoru. Součástí práce je i vyhodnocení dotazníku, jehož cílem bylo zjistit, co si o práci OSN a o aktuální mezinárodní situaci myslí část mladých občanu ČR.
