Welfare during unemployment

This diploma thesis entitled "Welfare during unemployment" analyses the current legislation of the unemployment benefits in the Czech Republic and its individual aspects. The thesis focuses on a wide range of applicative and practical problems associated with it. Considering the systematic perspective, the thesis is divided into six chapters. The first part of the thesis provides a theoretical introduction, which is the basis for the understanding of the problem of unemployment in general. A reader gets familiar with its types, importance for individuals and also the consequences of loss of employment. Also, this chapter explains the reason why the different percentages have been reported in the unemployment statistics. On one hand, it is caused by the double calculation performed by the Ministry of Labour and Social Affairs, and by the Czech Statistical Office on the other. The key concept of legal relations in employment is the right to work as a fundamental social right enshrined in the Charter of Fundamental Rights and Freedoms, which is further discussed in the second chapter. Analysis of the labor market in the Czech Republic in 2007 - 2015, with a special focus on a group of persons over 50 years

The subject of this bachelor thesis is the labor market of the Czech Republic in 2007-2015. Due to the current demographic trends, which is characterized by an aging population and associated increase in the number of people older ages in the labor market, the work focuses on a group of persons over 50 years, their position on the Czech labor market and proposes solutions supporting greater involvement of older persons in the labor market, which are in particular support for education, change of social view of older workers, more frequent use of part-time work and state financial support. Firstly, the characteristics and position of older persons on the Czech labor market are described and then the labor market of the CR as a whole is analyzed in comparison with the labor market of persons over 50 years of age. Here the work concludes that the development of the unemployment rate of persons over 50 years of age is quite similar to the development of the general unemployment rate, but despite the many years of experience on the labor market, people over 50 have suffered a long-term higher unemployment rate than the general population, mainly due to lower education, deteriorating health status and personality characteristics related to their age. Another reason is the prolonging retirement age and the period of insurance required to qualify for pension insurance. The state employment policy of the Czech Republic is then analyzed and evaluated. It is appropriately targeted to support the employment of people over 50, which is increasingly used by the European Social Fund. The findings of these chapters are supplemented by a qualitative method of interviews with HR Managers and Labor Office workers.
Active Employment Policy

This bachelor thesis deals with the issue of the active employment policy, especially with the instruments used by the state to decrease the unemployment rate and to increase the quality of the labour force. The subject of the bachelor thesis is the analysis of the active employment policy realized in the district Vysočina. The first part of the thesis defines the terms connected with the issue of the thesis, for example the labour market, unemployment or disadvantaged groups of the labour market. This chapter describes also the state employment policy and its dividing into active and passive employment policy. The second part of the thesis deals with the active employment policy instruments according to the law. The third part is focused on the description of the labour market in the district Vysočina and the analysis of the instruments used in this region, on their application and effects.
School Graduates in the current Labor Market in the Region České Budějovice

In the bachelor thesis, I focus on the topic of possibilities for graduates to find a job in the present-day labour market in South Bohemian region. This issue has recently been very current topic, because the graduates belong to the most threaten categories on the labour market. In terms of unemployment South Bohemian region deals with the situation well. It can be supported by the fact that the average annual share of unemployed inhabitants in South Bohemian region was lower than the average of the Czech Republic and South Bohemia's average as well. The theoretical part is concerned with the terms that are related to the unemployment - the causes of unemployment, the division of unemployment, its consequences and the present situation of unemployment are pointed out. South Bohemian region is characterized and I concentrate on the active and passive employment policy. Further, I mention the specific programmes that focus on the graduates. Thanks to these programmes the graduates are employed, and as a result of that the situation has improved. The aim of the work is to analyse the unemployment of the graduates in South Bohemian region and to find out a solution to this problem. According to the research, the unemployment of graduates in this region, compared to the others, is not considered as alarming. Within the most threaten category in the labour market, the graduates belong to the least threaten ones. My research was based on a questionnaire, an analysis of secondary data and semi-structured interviews, which illustrate the topic from the point of view of the experts. The practical part points out the comparison of the opinions of graduates and other unemployed people. According to the questionnaires, the graduates are less sceptical in terms of looking for a job than the others. The graduates are sometimes persuaded that they do not belong to this category. It is connected with the fact that while other unemployed people have previous experience with the labour market, the graduates, whose difficulties come from the difference between their education and the requirements of the employers, do not realize their actual possibilities. Typically, they show lack of interest in manual work and handcraft. Moreover this group is characteristic of unreal demands on the starting salary, eventually, they expect an immediate promotion. All in all, the graduates represent rather optimistic group of the unemployed, besides they think that in case of unemployment the state will take care of them.
Evaluation of State Employment Policy in the Countryside Prachaticko

The region of Prachaticko belongs without doubts, with its small density of population and absence of big centres, to countryside regions. Changes after November 1989 caused essential turn in structure of employment on countryside. Huge amount of inhabitants was released from agricultural production and they remained unemployed. At the same time there was not expected restoration of family farms, which were supposed to continue with tradition of Czech agricultural production. On the countryside also arose a question about investors, who had no interest to invest there, which caused another absence of working positions. Major part of countryside inhabitants is now forced to travel to work to the cities every day. These and another factors often decreases chances of countryside inhabitants to gain a job (opposite to inhabitants of cities) which could cause to the countryside inhabitants impression, that they are somehow handicapped on the labour market. The state should (as part of employment policy) accept targeted steps against issue of increasing unemployment and the countryside should have been one of the places, where these steps should have been realised with priority. In theoretical part of my bachelor Thesis I define actual state of problematic of unemployment on the Prachatice countryside. For the collection of data was used quantitative research in form of questionnaire research. Secondary was analysis of data and half-structured dialogues with people interested in the issue. The goal of questionnaire research was confirmation following hypotheses: Unemployed town people from Prachaticko region are more satisfied with state employment policy than unemployed inhabitants of Prachaticko region. Bigger dissatisfaction with state employment policy was proved within unemployed countryside inhabitants of Prachatice by 3 of 5 questions. However differences between both groups are not very big and none of the question ended with conclusive result. Secondary analysis of data showed, that the most problematic area by the point of view of unemployment is on south-east of region. There are also minor amount of working positions on the Prachaticko countryside than in the regional towns. In the context of average amount of unemployed people in Czech Republic is Prachatice region in relatively good position, but against town areas of Prachaticko region is Prachaticko countryside without doubts handicapped. Respondents most commonly think that interventions of state policy lead to the decreasing of unemployment, but not sufficiently.
Employment Policy in the District of Pardubice in the Years 2006-2011

The thesis is focused on the importance of employment policy and its application in the district of Pardubice. The theoretical part of the thesis deals with general problems in the specification of the labor market and unemployment. Concurrently, the thesis is concerned with the characteristics of employment policy in the Czech Republic and European Union. The thesis contributes through its complete overview of the formation and importance of employment policy, depending on the specific conditions of the regional labor market. The main goal of this thesis is to confirm or exclude the presumption, as to whether employment policy measures in the district of Pardubice are effective, in terms of reducing unemployment, maintaining a dynamic equilibrium in the labor market, and supporting the efficient use of labor. In the practical part of the thesis the basic characteristic of the district of Pardubice are discussed, followed by an analysis of the local labor market in the years 2006 - 2011. In the conclusion, the paper presents an evaluation of the development of employment, or rather unemployment, dependent on the implementation and expenditure of the active employment policy and how these polices could help to increase employment in this district.
Retraining unemployed

This Bachelor thesis named ?Retraining of unemployed people? includes theoretical part, which describes unemployment, its types, social impact and also historical consequences of this phenomenon. Moreover the thesis focuses on unemployment progress, state employment policy in Czech Republic, and retraining as the most frequent tool of active state employment policy. The last chapter looks into development of key skills, which have a great impact to work with groups of unemployed people. The practical part of the thesis contains a questionnaire answered by attendees of retraining course called ?Basic operation of personal computer?.
Loss of Employment as a Psychological and Social Problems, State Support in Returning to the Labour Market

Bachelor's thesis documents the process of notices and their influence on social and psychological human's enviroment. The thesis shows the interconnections between unemployment and psychological human's factors and also describes the changes in his social enviroment. The core of thesis is description of current characteristics of the unemployment, social and psychological influences and at last some characteristics about state employment policy. The thesis also includes the current problem of redistribution in social politics in Czech republic and suggests posibilities to rightful solution. The data in the bachelor's thesis are relevant to June 2012 and the laws valid to this date.
Unemployment and its solution through the active employment policy

Unemployment is one of the biggest problems of society.The basic tool for solving unemployment is the active employment policy.Therefore, the aim of this study is to analyze the tools and active employment policy measures in the region Prachatice and Vimperk and analyze how the active employment policy in effect on the labor market in the region and how they perceive it registered bidders.The thesis is divided into theoretical and practical parts. The theoretical part introduces the issue of unemployment and public employment policy and the practical part is devoted to analyzing this issue in a selected region using secondary data and survey.
