Analysis of information security in selected municipalities

The aim of this work is to analyze information and communication technologies in selected municipalities using security standards, especially ISO / IEC 27000. The work focuses mainly on the state of cyber security and the impact of GDPR regulation on systems in municipalities and relevant processes. A questionnaire survey of these impacts was carried out and possible measures were proposed on the basis of the analysis of the questionnaires and the carried-out risk analysis. It was found that there is no dependence between the financial demands of GDPR implementation and the type of municipality. There is also no dependence between the time required to implement GDPR and the type of municipality. There is no dependence between whether the municipality has a security policy document and whether it carries out a risk analysis. Furthermore, there is a dependence between whether the municipality has an information system and how time-consuming was the implementation of GDPR into the municipality's processes. The level of cyber security varies significantly from municipality to municipality. The GDPR General Regulation has had some impact on cyber security and processes in individual municipalities, but in many cases on a theoretical rather than a practical level. In addition, the complexity of laws and standards does not help to improve the state of cyber security.
Local Party Systems: The Case Study of the Benešov District

The thesis primarily concerns on existence of political parties on the local level, creation of electoral lists and analysis of the electoral list structure. The thesis also concerns on relations between candidates subjects, interactions between them and formation of coalitions.
Šumava National Park and Interests of its Municipalities: The Case of Postmaterial Cleavages?

The diploma thesis Šumava National Park and Interests of its Municipalities: The Case of Postmaterial Cleavages? analyses, if the postmaterial cleavage is present in the case of Šumava National Park and how is it projected on the national level. Since the very beginning, there have been argues about the notion of the national park, where two different set of ideas collide. On the one hand, there are local municipalities which depend on incomes from tourism, on the other hand, the environmentalists seek for growing extent of areas without any human intervention. The theoretical background is based on concept of cleavages by S. Rokkan and S.M. Lipset. Special attention is paid to the postmaterial dimension of the cleavage, which was evolved by R. Inglehart. The analytical part consists of case study, which examines the attitudes of the stakeholders. The examination is based on semi-structured interviews with mayors, official documents and media coverage of the topic. According to the findings, there is a cleavage, which is visible on all levels of political system, including political parties and presidents.

Diploma thesis Municipal Secessions after 1989 in District of Česká Lípa deals with a wave of disintegration of municipalities which took place immediately after a restoration of democracy in the Czech Republic. The thesis discusses the following subjects: the development of municipal administration in the Czech lands, the current position and function of municipality, basic aspects of democratization on a local level, territorial fragmentation, local development, the concept of secession, and legislative conditions for the foundation of new municipalities in the Czech Republic and administrative development in the district of Česká Lípa on which is this paper focused. Generally mandatory local ordinance The rigorous thesis on the topic "Generally mandatory local ordinance" deals with one of the most important areas of self-governance, namely local rule-making. Besides the Parliament of the Czech Republic, the government, the ministries or other central state administration bodies, there are also village and town municipalities, which can impose obligations on individuals and legal entities in a generally mandatory legal regulation and, consequently, enforce their fulfilment. This entitlement is based on a constitutional basis, so it cannot be ruled out in any way. However, it is possible to proportionally define the boundaries. Therefore, the local laws are in a certain way limited. The thesis is divided into several main chapters, whose aim is to describe the phases of the "life" of generally mandatory local ordinance and further elaborating on the areas of public rules and local fees, i.e. areas where the generally mandatory local ordinance is issued most frequently. Local Political Systems in the Nordic Countries

Diploma thesis deals with local polity, politics and policies in the Nordic countries. The main aim of this thesis is to study local polity, politics and policies in the Nordic countries and then identify what are the most important common features of these countries and the most significant differences between them. The first chapter deals with known theoretical approaches to distinctions between local government systems. This chapter presents some typologies of local government systems. Another four chapters are dedicated to local politics in the Nordic countries. The second chapter is focused on Sweden. The third chapter deals with Denmark. The fourth chapter is focused on Norway, while the fifth chapter on Iceland. The each of these four chapters is split into several subchapters, which are focused especially on competencies, tasks and duties of municipalities, structure and functioning of municipal institutions, forms of intermunicipal cooperation, number and size of municipalities, structure of municipal earnings and expenditures and other financing matters, electoral and party systems at local level, neighborhood councils, user democracy and free commune experiments.
