Aplikace e-Governmentu v menších regionech České republiky

This bachelor thesis deals with the evaluation of the current functioning of e-Government and prepared conception of "Strategic framework for the develop-ment of eGovernment 2014+". The aim of bachelor thesis is identify major gaps and create a proposal to im-prove the quality of services e-Government in the region Boskovicko and Tišnovsko based on the survey evaluating experience and satisfaction of citizens with public administration in these regions.
Digitální government a jeho bariéry v Evropské unii a České republice

The bachelor thesis covers the topic of digital government, focusing on barriers to its implementation, particularly in the Czech conditions. In the literature search part there are identified barriers, trends and models of e-government. It also summarizes the current situation in Czech Republic and other four EU countries. The research part includes comparison of level of e-government in Czech Republic and other four EU countries, and questionnaire survey analysing the demand side of e-government services. In the final part there is suggested plan for implementation of digital government applicable in the Czech public administration conditions.
Automated contract classification for portal HlidacSmluv.cz

The Contracts Register is a public database containing contracts concluded by public institutions. Due to the number of documents in the database, data analysis is proble- matic. The objective of this thesis is to find a machine learning approach for sorting the contracts into categories by their area of interest (real estate services, construction, etc.) and implement the approach for usage on the web portal Hlídač státu. A large number of categories and a lack of a tagged dataset of contracts complicate the solution. 1
Digitální government v Estonsku

Hejda, L. Digital government in Estonia. Bachelor thesis. Brno: Mendel University, 2017. The bachelor thesis is focused on the development and the current state of digital government in Estonia. The main objective is to demonstrate the positive impact of digital government on the state economy, competitiveness and attractiveness of the country for foreign investors. The situation in Estonia is compared with other Baltic States, namely Latvia and Lithuania, which are also connected by the historical development. Based on the evaluation analysis of the indicators a positive effect of digitisation of the public administration on state management and differences among those countries has been shown. The findings and recommendations of the Estonian example have been concluded for the Czech Republic and overall for the representative of economic policy, due to the increasing trend of digitalization leading to the improvement of economic indicators.
Modernizace veřejné správy se zaměřením na eGovernment a jeho jednotlivé fory

The main focus of this thesis is to get know, describe and interpret the process of modernization of public administration. The thesis answers questions about what was the main reason for modernization and what are the new techniques and pro-jects used for it. The new projects are analyzed so we can clearly see their nega-tives and positives. Methodologically speaking I used analysis and synthesis for the literary re-search. For my own research I collected data from questionnaire survey and I tried to interpret and show this data on helpful graphs and frequency tables. My research shows the biggest negatives and threats connected with the modernization of public administration as people of Czech Republic see them. Based on my research I tried to find a solution of this situation or at least come up with an alternative which would help to minimalize negative sides of eGovern-ment. The main finding of this thesis is that Czech public administration tries to implement projects of electronization of public administration on her own functio-ning. Generally speaking people are afraid of information leakage and do not know how to work and function with new projects either or in the worst case do not know them at all.
Electronic signature in public administration

The theme of the bachelor thesis includes the issue of electronic signature and its definition at the theoretical level and subsequently in terms of comparison for selected countries, which are listed in the practical part of the bachelor thesis. The theoretical part deals with the main concepts and problems such as the concept, function and technology of electronic signature, as well as the issue of e-government and public administration, which is also important for the solution of the selected theme. The practical part of the bachelor thesis includes a comparison of electronic signature in selected countries, such as Russia, Belarus and selected Baltic States. In the practical part is also elaborated the view of European law on the issue of electronic signature, its requirements and functions that the electronic signature should fulfill in EU countries. The educational application developed within the bachelor’s thesis is described in the practical part as well. This application will enable students to understand working of electronic signatures and its use in public administration.
Modular System for Reporting and Managing Faults in Town

The aim of this bachelor thesis is designing and creating system for reporting and managing issues in towns. The system demonstrates options how to make process of reporting and managing issues more effective thanks to the modern technologies and citizen involvement. The system consists of mobile application, web administration and application server. After getting familiar with the Android application development system, the author of this thesis conducted a research of existing solutions and also analysis of potential customers opinion. Afterwards, the system specification was created. The system was designed and consequently implemented according to the specificiation of the system. The implementation was followed by system testing on group of users who then made its evaluation.
Negative impact of Smart Cities on human society

Koncept Smart Cities je považován za nový způsob lidského bydlení. Hlavním úkolem této práce je určení role klíčových komponentů Smart City, za účelem zhodnocení zda Smart technology přináší pohodlí a zahrnuje oblasti, kde se lidé cítí v bezpečí. Ve své bakalářské práci představuji koncept Smart City za pomoci analýzy a zvážením různých definicí. Pro objasnění konceptu a vysvětlení jeho užití bylo nutno zahrnout i kapitolu věnující se historii tohoto termínu a fenoménu. Aby čtenář snáze pochopil problematiku konceptu Smart Cities a jejich potenciálních negativních dopadů, bylo nutno zabývat se i faktory, které ovlivňují vědecké vnímání toho výrazu. Stanovením hlavních nevýhod jejich realizace se zabývají poslední dvě kapitoly mé práce. V nich poskytuji detailní popis stávajících problémů, uvádím příklady a objasňuji důvody pro jejich výskyt.
