Perception of U. S. Foreign Policy in the era of Bill Clinton in Bosnia and Herzegovina through American press

The main purpose of this master's thesis is to describe and analyze the opinions of a several selected journalists, associated with the The New York Times, on participation the official policy of the United States in the war in Bosnia and Herzegovina (1992- 1995). On the basic of texts of several outstanding personalities of American journalism the early 90s, the thesis presents a picture of how this conflict resonated in one of the most popular American journals and primarily how journalists evaluated the policy of president Bill Clinton and his National Security Council in the Balkans. Besides this main practical part, which includes an overview of the every single journalists and political position of The New York Times, the thesis is also dedicated to the overall nature of foreign policy of W. J. Clinton and George Bush sr., background of Bosnian conflict and detailed summary of events in wartime Bosnia with a strong emphasis on the participation of the White House.
Plan Colombia in context of american War on Drugs and War on Terror

This bachelor thesis is concerning Plan Colombia, U.S. initiative to help Colombian State to fight drugs - its production, trafficking and selling. Nonetheless within the years the so called War on Drugs turned into initiative fighting insurgency groups as well, including FARC, ELN and AUC. Main goal of this research is to proof that Plan Colombia can be sorted to War on Drugs as well as War on Terror which occurred after the 11th of September 2001. This hypothesis is supported by three arguments. Firstly, the U.S. approach to counternarcotic changed. We can see the change especially in U.S. legislative, which changed directly after 11th September and the Plan Colombia with it. Second argument is based on fact that the financing of the program clearly changed in 2002 to more military based budget. And as last argument stands the ineffectiveness of the Plan on counterdrug bases. That is linked to the lack of assistance in development projects which backed up the eradication program. In the thesis the arguments are deeply examined and on the basis of these arguments I think I confirmed my hypothesis. Even though we have to note that Plan Colombia in action before 11th of September is not applicable since the there were no such circumstances as after that date.

Madeleine Albright, born in Czechoslovakia as Marie Jana Körbel, has become a woman that every citizen of our country can be proud of. This thesis has secondary purposes to give an idea about Albright´s character, about what being a female diplomat for world power means, why did she deserve to become an United States Ambassador to the United Nations and why did president Bill Clinton appoint her to the post of the Secretary of State. By observation and comparison methods the main purpose of the thesis are fulfilled, how did Albright influence decision-making processes in the UN Security Council on selected interventions or actions in international affairs and what impact did these decisions have on participating countries. Part of this work also forms the result from own online and offline questionnaire survey among students of diplomacy about women in diplomacy.

The Causes of Bill Clinton's Health Care Reform Failure

This bachelor's thesis seeks to examine the causes of failure of health care reform which was debated in the United States of America during the 103rd Congress in 1993-1994. The reform was closely connected with president Bill Clinton and its main aim was to enact a universal health insurance. A universal health insurance has no tradition in the United States. The thesis begins with a brief summary of traditional American values that resulted in establishing a very different system of health care from the one common in most European countries. Following is a brief historical overview of the development of American health care from the 19th century till the end of the 1980s, which outlines the problems leading to the need of the reform. Subsequently, the process of reform preparation and Congress debate are examined and the most important and controversial modifications of the system are unveiled. In the following chapter, reasons for the failure of the reform proposal are analysed. Those reasons are divided on the basis of their matter into two parts. A viewpoint of the GOP, the most important counter-proposals of members of Congress, opinion reversal of the public, employers' and interest groups' objections are described in the first part. Bill Clinton's Fiscal Policy - Success or Coincidence?

This thesis deals with fiscal policy in the United States during the time of President Bill Clinton, particularly with budget surpluses which occurred by the turn of the 21st century. Public finances reached the surplus after 30 long years and from this perspective it represented an extraordinary event which is still discussed. I investigated following hypothesis: "Is Bill Clinton largely responsible for the budget surpluses?", because he is often credited for them, especially among the general public. I analyzed major economic factors, especially information technology, which probably affected economic as well as fiscal situation. I subsequently confronted the findings with the evolving structure of revenues and expenditures. I conclude that mostly exogenous circumstances helped reach the surpluses, the economy benefited from a large number of effects. Bill Clinton, in fact, could not significantly influence many of them.
Budget surpluses in the 1990s in light of B. Clinton fiscal policy and economic growth

This thesis deals with the topic of fiscal policy in the USA during the administration of Bill Clinton and origins of budget surpluses at the end of the 1990s. First I describe fiscal and economic situation during the administration of presidents Reagan and Bush. Then I focus on period of the Clinton administration and key budget acts. Using budget analysis I determine main changes in budget outlays and receipts. I come to conclusion that favourable economic situation led by development of informational technology and other positive factors had an essential impact on stabilization of American federal budgets. However, the Clinton administration managed to take advantage of these circumstances and through fiscal policy significantly contributed to creation of the budget surpluses. In the end I present few recommendations for policymakers.
The Change of the Attitude Towards Welfare State - Clinon's Stress on the Active Employment Policy

The thesis deals with the reform of the social system of the United States carried out by the Bill Clinton's signature under the Personal Responsibility and Work Opportunity Reconciliation Act in 1996 and its impact on the U.S. labor market. From a historical excursion comes an assumption that the success of active employment policy depends not only on the sufficiency of employment programs and enhancing employability of citizens, but also on a number of incentives for job search. At the beginning of his second term, Clinton created the most important piece of legislation in the last decades, which along with the measures positively motivating to work anew defined tough conditions for welfare recipients to sustain benefits and it caused significant changes in the behavior of groups of people most dependent on the income from social benefits. The effects of these measures on the labor market and changes of the labor market indicators deal with the analysis in the last part, which shows increase in the labor force participation rate, significant reduction in the amount of social security recipients and, ultimately, improve the living conditions of Americans by using the indicator of poverty.

In my thesis, I analyze the foreign policy of George H. W. Bush, Bill Clinton, George W. Bush and Barack Obama in 1989-2010. Upon comparing their China policies, I concluded that the approach of the United States to China is inconsistent, mainly due to the changing patterns of power, conflicting value systems and the growing importance of commercial interests in the relationship.
Reform of the Food Stamp Program in 90th the 20th century

In my thesis I examine the reform of Food Stamp Programme carried out in 1996 through the Personal Responsibility and Work Opportunity Reconciliation Act. I shall describe the parameters of the reform act and the impacts of the changes on Food Stamp Programme participants. Although the priority of the thesis is to focus on the Food Stamp Programme, I shall also show how the Personal Responsibility and Work Opportunity Reconciliation Act impacted several other social programmes in the USA and how these changes might have indirectly influenced the Food Stamp Programme itself. I shall introduce the conditions of the 1990s era in the USA and I shall point out their influence on the overall outcome of the reform. I shall also expound the development of the Food Stamp Programme and its most remarkable past forms and therefore illustrate its progress. The outcome from my thesis should present the reader with a comprehensive analysis of the changes brought to the Food Stamp Programme by the Personal Responsibility and Work Opportunity Reconciliation Act.
