Ve své práci se zabývám reformou amerického Programu potravinových poukazů uskutečněnou v roce 1996 Zákonem o pracovních příležitostech a osobní odpovědnosti. Popíši jednotlivé parametry reformního zákona a dopady změn na účastníky Programu potravinových poukazů. Přestože se ve své práci budu zabývat přednostně Programem potravinových poukazů, neopomenu ukázat, jak Zákon o pracovních příležitostech a osobní odpovědnosti zasáhl některé další sociální programy v USA a jak tyto změny mohly nepřímo ovlivnit Program potravinových poukazů. Nastíním podmínky, které panovaly v období devadesátých let v USA, a ukáži jejich vliv na celkový výsledek reformy. Přiblížím také historický vývoj Programu potravinových poukazů a jeho historické milníky a ukáži tak cestu, kterou se Program v minulosti vyvíjel. Výsledkem této práce by měla být ucelená analýza změn, které přinesl Zákon o pracovních příležitostech a osobní odpovědnosti do Programu potravinových poukazů. In my thesis I examine the reform of Food Stamp Programme carried out in 1996 through the Personal Responsibility and Work Opportunity Reconciliation Act. I shall describe the parameters of the reform act and the impacts of the changes on Food Stamp Programme participants. Although the priority of the thesis is to focus on the Food Stamp Programme, I shall also show how the Personal Responsibility and Work Opportunity Reconciliation Act impacted several other social programmes in the USA and how these changes might have indirectly influenced the Food Stamp Programme itself. I shall introduce the conditions of the 1990s era in the USA and I shall point out their influence on the overall outcome of the reform. I shall also expound the development of the Food Stamp Programme and its most remarkable past forms and therefore illustrate its progress. The outcome from my thesis should present the reader with a comprehensive analysis of the changes brought to the Food Stamp Programme by the Personal Responsibility and Work Opportunity Reconciliation Act.
