Tato bakalářská práce se zabývá Plánem Kolumbie, iniciativou Spojených států na pomoc Kolumbii na boj proti pašerákům drog. Nicméně v průběhu let se z něj stala iniciativa zasahující i proti ozbrojeným skupinám jako FARC, ELN nebo AUC. Hlavním cílem je dokázat, že Plán Kolumbie je součástí politiky War on Drugs a zároveň politiky War on Terror. Tato hypotéza je podpořena třemi argumenty. Prvním je americká legislativa, která se změnila a byl tak pozměněn i cíl Plánu Kolumbie samotného. Druhým argumentem je financování Plánu a jeho jasná afilace k více vojenskému rozpočtu než nevojenskému. Třetím je očividná neefektivnost eradikace a malá podpora alternativních zdrojů, které jsou pro protidrogové plány velmi důležité. Protiargumentem slouží fakt, že War on Drugs se v průběhu 90. let militarizovala i bez vlivu atmosféry po 11. zářím 2001, a Plán Kolumbie tedy není nutně plodem War on Terror. V bakalářské práci jsou tyto argumenty jednotlivě popsány a základě nich také soudím, že se má hypotéza z velké části potvrdila. Musíme ale vzít v potaz, že Plán Kolumbie běžící do roku 2001 do tohoto závěru nezapadá. A to protože se o politice War on Terror dá hovoři až na konci 2001, tedy až po naplánování a prvotní investici. This bachelor thesis is concerning Plan Colombia, U.S. initiative to help Colombian State to fight drugs - its production, trafficking and selling. Nonetheless within the years the so called War on Drugs turned into initiative fighting insurgency groups as well, including FARC, ELN and AUC. Main goal of this research is to proof that Plan Colombia can be sorted to War on Drugs as well as War on Terror which occurred after the 11th of September 2001. This hypothesis is supported by three arguments. Firstly, the U.S. approach to counternarcotic changed. We can see the change especially in U.S. legislative, which changed directly after 11th September and the Plan Colombia with it. Second argument is based on fact that the financing of the program clearly changed in 2002 to more military based budget. And as last argument stands the ineffectiveness of the Plan on counterdrug bases. That is linked to the lack of assistance in development projects which backed up the eradication program. In the thesis the arguments are deeply examined and on the basis of these arguments I think I confirmed my hypothesis. Even though we have to note that Plan Colombia in action before 11th of September is not applicable since the there were no such circumstances as after that date.
