Territorial decision-making processes

This dissertation is concerned with Building Code, No. 183/2006 Sb., and especially in its amendment No. 350/2012 Sb. It specializes in territorial procedure itself which is covered in sections 84 till 96a of Building Code. This dissertation tries to find out what pros and cons of territorial procedure are after the aforementioned amendment. Chapter one lays down the basic terms and documents of territorial procedures on state ("Politika územního rozvoje"), regional ("Zásady územního rozvoje") and urban ("Územní plán") levels. It also covers special institute of "Regulační plan" which can be used on regional and/or urban level. Other parts of chapter one are "Územní rozhodnutí" which specifies the type of given intention in given place and "Veřejnoprávní smlouva" which can be translated as "public (law) contract". This contract enables applicants to make their intention come to effect on their own strength with Building Authority only checking the final state of the contract. At the end this contract has the same power and authority as standard legal act by the Building Authority. Chapter two is the crucial part of this dissertation. Analysis and Evaluation of the Placement of Buildings according to the Building Code in Brno-venkov

This thesis analyses and evaluates the placement of buildings according to the building code. The thesis has two parts: in the theoretical part, it describes the building code and basic concepts related to the placement of buildings, and analyses the forms of planning permission in detail. Since the issue of the placement of buildings is quite extensive, it is the thesis deals with the exceptions of buildings situation rules more in detail, namely with Decree No. 501/2006 Coll. The second, practical part, shows the procedure of proceedings these exceptions on three examples from Brno-venkov region. At the end of the thesis, goals and results of the work are evaluated.
Revitalization of small water reservoir in cadastral Nežichov

This work deals with the revitalization of small water reservoir in cadastral area Nežichov. The form of project is on the level for territorial permit. As main underlay was used hydrologic data from ČHMŮ, cadastral data from ČÚZK and AutoCAD software in sense of outputs of project. In this work is also theoretic part talks about basic issues and principles of revitalization in terms of small water reservoirs.
Reliability, security and transfer parameters of optical cables

Communication via fiber optic cable is the latest advancement of the transmission media currently used for data transmission. Despite initial problems, using of this medium in recent years has greatly expanded due to their indisputable advantages. Optical cable is a great combination of reliability and security of data transfer. Its constantly improving transmission parameters contribute to the high speeds in the long-distance transmission of data. In the theoretical part of this work some kinds of optical cables are mentioned, also the most important parameters and the most widely used methods of measurement of these cables. The comparison and evaluation of the measured values of attenuation and the real length of optical paths was done by several types of measuring instruments in the practical part.
Analysis of the development project for the construction of an administrative building in Brno

The aim of this diploma thesis is determine feasibility and profitability of property development project at particular lands in Brno. Solution of problem includes both, the legislative part that determines possibility lands focused on change of territorial plan and the financial part that estimates costs and revenues in project balance and potencial profits for investor, if project will be realized. Main result of this diploma thesis is to answer the question, if property development project should be realized at particular lands in question and estimate future value of lands and project. Diploma thesis \uv{Analysis of the development project for the construction of an administrative building in Brno} is useful for everyone, who needs estimate potential of a land for profit from realization of property development project.
Assessment of the impact of planning on land prices in Žďár nad Sázavou and its surroundings

This thesis addresses the changes in land-use planning and their overall impact on the final price of land. Selected sites are in locations Dolní Rožínka and Žďár nad Sázavou, in the local area Stržanov. Both plots are established and customary prices recorded for individual phases of spatial planning. These phases are divided into agricultural land, other land-use plan that is designed for building and land intended to be built according to zoning. Final evaluation determines how different land prices in the three phases of spatial planning and price comparison of the two plots each other in different locations.
Evaluation of the Impact of Town and Country Planning on the Lands Prices in Olomouc

The master’s thesis deals with assessment of spatial planning impact on a book value and a market value of chosen localities in Olomouc. Lands are valuated first as agricultural, than as determined by spatial plan to be built-up and finally as residential. In each phase are set book values based on valid regulations and market values based on comparison for individual lands. Gained values are analyzed and serve as basis for evaluation of differences in values and for evaluation of spatial planning level impact on the land values.
Financing Developer´s Project

This thesis deals with the possibilities of financing a developer kind of project in the Czech Republic. It specializes on various stages of project implementation and on different types of credits to enable to fund the project and it also focuses on the conditions for obtaining them. The practical part of the dissertation shows the acquaintance and insight into a specific project, and potential risks that might arise during project implementation are also tried to be solved there. The thesis is affected by update changes in laws and it concludes with suggestion of a suitable project financing.
Managerial Evaluation of the Preparation for Construction of the Pond

The thesis disserts the decision making during the construction of a pond as water management source mainly focused on pre-implementation phase and the associated financial costs, from the decision of investor (builder), through appropriate site selection, to project preparation and selection of the contractor. The thesis marginally mentions the realization of the construction in terms of financial costs. In the practical part of the thesis, there is simplified procedure for pre-implementation phase, qualified estimate of the financial costs and the thesis also focuses on the selection of contractors and conditions that are related to the selection. The main contributions of the thesis is to introduce the issue of water management pre-implementation phase of construction of a pond, the procedure and conditions for decision to build a pond by the investor or hired individuals by the investor. Another practical part presents the percentage appreciation of the construction as a whole, which is divided into the costs associated with the appropriate site selection, project documentation, as well as costs associated with the purchasing of land and the cost of the construction itself. The results of this analysis showed that the avarage financial cost of 1 ha are 1,93 mil CZK. The main finding is that under these financial information is not easy to decide, because even two ponds with the acreage of 3,5 ha could have different budget, depending on the different local conditions. The guiding elements are particularly choice and suitability of the site for the construction. The final finding is, that the financial budget of the whole construction is divided into several parts. The part of pre-implementation, where is included the costs of site selection, land purchasing and project documentation, which is 9,4% of the total cost. The remaining 90,6 % of the cost is spent on the construction, which, based on the financial analysis, is the most costly.
