Formation of the Health Policy in Vysočina Region

The diploma thesis Formation of the Health Policy in Vysočina Region is interested in the development of the health policy of the Vysočina Region and the creation and utilization of policy documents aimed at the health care. The constitution of regional public administrations in 2000, the abolition of districts in 2003 and the transfer of hospitals to the region brought new competences to regions. One of them is the health care administration. Originally, in cooperation with the Ministry of Health, and later self Vysočina Region decided to prepare a conceptual document, which would describe the current situation of the regional health service, define objectives and goals for its future direction. Vysočina Region authority started with arrangements of regional health care strategy in 2003 and finished 2007 with Zdravotní plán kraje Vysočina, which was not fully completed. Program Zdraví 21 pro kraj Vysočina and Koncepce eHealth Kraje Vysočina were presented later focused on other areas of health and health care. Human rights for persons with cognitive impairment in the social services

In modern European society, there is not the slightest doubt that all people, regardless of gender, age, race, and health status have the same rights as guaranteed, which are called human rights. According to the existing laws and agreements (referred to in the work) and according to the generally accepted rules, the human rights are inalienable, with the exception of serious and precisely specified reasons. This work deals with the problem of how to balance this elementary right with the fact that for people with cognitive impairment it is sometimes necessary to carefully consider some form of restriction of their rights. The aim of this work is to find a definition of the human rights for the elderly with cognitive impairment. Secondary objectives are to describe the social services standards in relation to human rights and the subjects who are involved in supervising the observance of the rights, and the current status. The selected issues were viewed through the implementation theory, the concept of street-level bureaucracy, and the quality of life. Women's participation in the Labour Market during Parental Leave

This thesis investigates the factors that affect women's participation in the labour market during their parental leave. The aim is to find out, which factors help women to participate and which factors make it difficult. The theoretical part of this work describes the division of these factors into institutional factors and cultural ones., given by the family policy and division of gender roles in the society. Institutional factors that affect the participation include daycare, part-time work or home office, parental leave and parental allowance. Cultural factors include society's view on women's participation in the labour market during the parental leave and possible societal pressure against it, gender segmentation of the labour market and employers' attitude. The analytical part investigates the legislative basis of institucional factors and analyzes their support of women on parental leave seeking a job. Furthermore, the work shows views and attitude of women towards the mentioned institutional and cultural factors, based on a qualitative research between women, who are trying or tried to work during their parental leave. Czech Healthcare Policy after 2010 in the Context of Heger's Reform

The diploma thesis "Czech Healthcare Policy after 2010 in the Context of Heger's Reform", deals with the significant institutional change that was implemented in Czech healthcare law during the right-wing government, which claimed its reforms were necessary in order to balance the budget. The aim of this work is to analyze the development of Czech healthcare policy in the period 2010-2013 with respect to the case of Heger's reform. This thesis uses different methods of analyzing the political process, for example methods of institutional analysis, critical discourse analysis, and other methods. The main theoretical basis of this work consists of a social critique of the neoliberal approach to Czech health care policy, and of a study of healthcare systems, their functions and goals, and a study of health policy and its changes. Attention is paid especially to the context of human rights related to health and the international discourse. This thesis identifies the arguments of neoliberal ideology in the policy-making of Czech healthcare policy makers in the process of justifying reforms. Nutrition as Childhood Obesity Prevention on Grammar Schools

This bachelor thesis is a case study of how the childhood obesity prevention with nutrition process is applied on grammar schools and what are the problems in this process, while the childhood obesity is viewed as a public health problem in this thesis. It is based on theoretical basis from public policy - implementation process and importance of street-level bureaucrats and overweight and obesity determinants where the nutrition plays the key role. To fulfil the goals of the thesis, there was used the institutional analysis of current legislative and institutional frame and interviews with street-level bureaucrats of educational policy. The results show that on institutional level, the childhood obesity problem is taken seriously and there are many suggestions of how to work on its' solution, however, the implementation of these solutions is on considerably worse level. The schools greatly underestimate their possible influence on nutrition habits of their students and they delegate all the responsibility of this part of education on family or only the school canteen itself.
Health promotion policy of school-age children in the area of nutrition and physical activities

This thesis deals with the health promotion policy of school-age children in the area of nutrition and physical activities, and identifies the most serious problems related to this field of health policy. It also focuses on the main problems associated with the lifestyle of school-age children in the Czech Republic. Proper eating habits and good relationship to physical activities are formed from an early age, so it is necessary in the terms of health promotion to focus mainly on children and their education to a healthy lifestyle. This creates possibilities to achieve an overall improvement in the health status of population. To fulfill the goals of this thesis, secondary data from documents that are related to the observed problem were used together with primary data from qualitative research, which was conducted by expert interviews. School-age children in the Czech Republic do not comply with the dietary guidelines or recommendations for physical activity proccesed by WHO. Attitudes of Policy Actors to the Question of active Fatherhood in the Czech Republic

Bachelor thesis deals with the topic of active fatherhood in the Czech Republic. The purpose of this paper is to describe attitudes of family policy actors and discuss possibilities to further support the concept of active fatherhood in the Czech Republic. At first, it identifies key family policy actors, whose attitudes are necessary to be observed. These attitudes are then identified using primary (expert interviews) and secondary data. The paper comes to a conclusion that even though notable actors problematize lack of involvement of fathers to the child care, we are presently in the phase of problem identification on the level of state subjects, such as Ministry of Work and Social Affairs and active fatherhood is currently supported especially by civic associations. Some degree of communication is ongoing only within The Government Council for Equal Opportunities for Women and Men. The reason why active fatherhood is not supported more is that a grand coalition of actors which would support active fatherhood through its shared beliefs has not been formed yet. This thesis deals with the problems of single mothers when they return to work after parental leave and it identifies changes of these problems over the last 25 years. In the last decade there has been a significant increase in the number of incomplete families, so it is important to pay attention to a group of single mothers. This social group is burdened by high rate of unemployment, which contributes to their difficult position on the labor market. They also face major complications in the harmonization of family and work life. This thesis focuses on single mothers' view on their situation. Whether they feel disadvantaged and which problems are the greatest in entering the labor market after parental leave. The aim of this study is also to find out if these problems are different today and were different before 1989 because of the change in regimes. Problems which the mother met will be served from their own perspective and their own experiences. To fulfill the aims of this work we have used primary data from qualitative research, which was realized by semi-structured interviews with six single mothers. We have also used secondary data from documents which are related to the issue of single parent and documents which are related to the change of the regime in 1989.
The role of the mediation in pre-divorce and post-divorce care in the Czech Republic

The dissertation thesis "The role of mediation in pre-divorce and post-divorce care in the Czech Republic" is about identification possibilities that the mediation brings to families, husbands and wives, and partners with solving difficult life situations like a divorce or a break up between partners. After it describes the impact of these interpersonal conflicts. Theoretical base of this thesis is: family crisis theory, individualized society theory, theory of gender inequality, but for all concept of harmonizing working and family life and changes on labor market. Main source of information was qualitative research of mediation clients and interviews with experts. In my thesis I analyze causes and consequences of conflicts in a partner life and through mediation I suggest a solution of consequences in the incurred situation, which seems like desired in wide society context.

This thesis is concerned with the Czech doctor's campaign "Thanks, we are leaving" on the background of the health care system in the Czech Republic. The campaign started in 2010 by the Czech doctors trying to focus on the working conditions, salary conditions, educational system and some failures of the health care system with the aim to improve it. The campaign resulted in February 2011 in a compromise between doctors and Ministry of Health. This thesis focuses especially on media and on the interest group LOK (Medical union trade club) which set the agenda. The perception of the campaign is ambiguous both for the public and for the doctors themselves. The individual milestones of campaign are explained by the theory of punctuated equilibrium from the authors Bryan D. Jones and Frank R. Baumgartner. Using many helpful methods such as content analysis of media messages, semi- structured interviews with particular actors, analysis of secondary sources, stakeholder analysis or analysis of selected events in health policy I explained the core events and actors who participated in this campaign.
