The Impact of the europeanisation process on Spain
Urban, Traian ; Šlosarčík, Ivo (advisor) ; Rovná, Lenka (referee) ; Abrhám, Josef (referee)
This dissertation analyses the europeanisation process and its impact on Spain. Its main aim is to find answers to the following questions - which Spanish institutions were mostly affected by Spain joining the European Communities/European Union and how successful was Spain in putting their political priorities on the top of the list of the European Union agenda. It analyses the main impacts and emphasizes the institutional changes that were put in place with the aim of fulfilling the European political requirements. Having done the analysis using the appropriate tools, this dissertation comes to a conclusion that the Spanish membership in the European Communities/European Union had an important impact on domestic institutional structure and the political system. It also shows that in certain aspects Spain was able to push its national interests and to influence the European integration process in the areas of its priority interests. On the other hand, this dissertation also comes to a conclusion, that with the growing number of member states and the impact of economic crisis Spain has lost its productive power that was characteristic for this country until the end of 2004. Characteristic stance of United Kingdom of Great Britain and Northern Ireland in EU illustrated on the example of British rebate
Brožová, Lucie ; Rovná, Lenka (advisor) ; Urban, Luděk (referee)
This thesis deals with the problem of British attitude towards European integration. The relationship between the United Kingdom and the European Union is described via the existence of a phenomenon of British European budget rebate. The budget rebate is a British reduction in price of the cost of contribution annually sent to the common European Union's budget. It was won by the Prime Minister Margaret Thatcher in Fontainebleau Summit in 1984. The main reason for giving Great Britain this privilege was the fact that the UK was one of the biggest net contributor to the budget. On the other hand, the UK received too little from the budget because it had only a small agricultural sector. The European budget was aimed primarily for subsidising the European farmers. The UK's annual VAT-based contribution to the European budget is reduced according to a formula first set out in the Fontainebleau Agreement. This reduction is equal to 66 % of the difference between what the UK pay for the EC budget and the receipts, which the UK gets back. But, the rebate applies only as for spending within the EU and the British contribution is calculated as if the budget were financed only by VAT. The European Commission is responsible for determining and calculating the amount of the UK's abatement. It is generally calculated...
Role of British Monarch during Constitutional Crises
Kudrnová, Johana ; Váška, Jan (advisor) ; Rovná, Lenka (referee)
1 Abstract British monarch performs two roles in a relation to the land's form of government. These can be characterised as a dignified role and an efficient role. The latter is often sidelined even though it is undoubtedly more important in terms of potential impact on state functioning. British monarch remains the head of the executive, part of the legislature and source of the judiciary even in the 21st century. He performs his residual powers by means of so called royal prerogatives. The fact that development of constitutional convention delegated these prerogatives to the prime minister and other members of the Cabinet does not at the same time preclude a possibility of colision between the will of the monarch and the prime minister. This problem relates to the uniqueness of the British law system. Through the analysis of constitutional crises which occured between 1910-1911, 1913-1914 and in 1931 this thesis argues that the duty of the monarch to act strictly according to the advice of the prime minister is not exclusive. If the country was in an imminent danger the monarch would be allowed to act solely according to his own judgement even if this judgement was not shared by the prime minister.

Bednárová, Lucie ; Rovná, Lenka (advisor) ; Jemelková, Ivana (referee)
This diploma thesis "British Foreign Policy: the Iraq-Kuwait Matter in the United Nations Security Council from 1997 to 2003" deals with the policy of the British Government of the Prime Minister Tony Blair in the UN Security Council charged with maintaining international peace and security against the Saddam Hussein's regime in Iraq. The research starts with the victory of the Labour Party in the general election in Great Britain in May 1997 and ends with the use of military power of the coaliton led by the USA against the Iraqi regime in March 2003. The main objective of this diploma thesis is to examine the relationship between the foreign policy of the British Government formulated in basic documents (The Labour Party's 1997 and 2001 General Election Manifestos) and foreign minister Robin Cook's The FCO Mission Statement of May 1997 and its practical fullfilment in a concrete crisis situation. The thesis also aims to define the main strategic goal of the British policy in the Iraq-Kuwait matter in researching time, and to decide if the policy was succesful.
"Envirnmental Policy in the European Union - Priority for the Future?"
Straková, Jiřina ; Rovná, Lenka (advisor) ; Weiss, Tomáš (referee)
This paper deals with the issue of environmental policy within the European Union and the status it has been gaining since the early 1990s when the 5th environmental action programme was put in practice up until the end of the year 2005. The paper tries to show how the policy has been evolving over that period, how it has been gaining more and more significance being incorporated gradually into all other European policies within the process of environmental integration. It presents the amount and quality of information one can currently get on the state of the environment that we live in. The point of the paper is to demonstrate that even though the revision of the Lisabon strategy put the environmental policy one step back, it did not actually change the succesfull process of its development that was already started in the early 1990s.
Transformation of Public -Private Partnership in the post-New Public Management era: challenges to British and Spanish approaches
Witz, Petr ; Rovná, Lenka (advisor) ; Ochrana, František (referee)
The diploma thesis aims to examine and compare public sector structures involved in managing the deals under the Public-Private Partnership (PPP)/Private Finance Initiative (PFI) in the UK and Spain as well as application of Public-Private-Citizen Collaboration (PC2) framework within the two systems in the era of post-New Public Management. The spread and use of knowledge and skills capacities and the overall ability of the national institutional models to protect the public interest in an effective and efficient way is assessed together with openness and transparency of PPP programmes where the scale and quality of use of the Web 2.0 tools able to reach and engage citizens in the process of implementing the policy and procurement of individual schemes play an important role. Special attention is paid to the ways in which the private sector entities on the one side and citizens on the other can approach the public authorities and influence the shape and features of the partnership and its results. PPP has been widely used for financing of investments into the public infrastructure in many countries in Europe and elsewhere. This comparative study introduces an "ideal" imaginary PPP model based on the new paradigms' criteria and uses it as a point of reference for assessing the progress in PPP...
Goliath Versus Goliath: EU Democracy Promotion in the Eastern Neighbourhood and Russia's Alternative Agenda
Depo, Bogdana ; Rovná, Lenka (advisor) ; Wessels, Wolfgang (referee) ; Rovná, Lenka (referee)
of The PhD Thesis by Bogdana DEPO 'Goliath Versus Goliath: EU Democracy Promotion in the Eastern Neighbourhood and Russia's Alternative Agenda' The proclamation of the ultimate victory of the liberal democracy, which was popular in the 1990s, has clearly become inconsistent today, especially if one looks at the Eastern Partnership countries. Whereas EU was the biggest democracy promoter in the world, establishing stable democracy in its Eastern European neighbourhood remains a challenge. The main assumption of these thesis is that Russia's competitive agenda has outbalanced EU's efforts in democracy promotion, or at least challenged it. This competition was manifested by considerable evolution of the policy instruments developed by both competitive actors. Goliath versus Goliath describes EU's growing assertiveness with democracy promotion and Russia's alternative agenda which offsets EU's influence in the shared neighbourhood. Theoretically speaking it might appear as a clash of the liberal democracy concept versus realism. The main conclusion of these thesis is that the EU was not be able to advance its democracy promotion as every new step in democratization was met with a spiral of Russia's assertive actions.

Málek, Jan ; Rovná, Lenka (advisor) ; Škrábalová, Lenka (referee)
Text of the thesis focuses on the activity of the Group of the European People's Party in the European Parliament. It focuses on this issue from three different perspectives. The first perspective presents a theoretical approach on the concept of europarty as transnational political actor that has developed on the basis of the development of the European integration and the development of the European institutions. The second perspective focuses on the work of the European People's Party, as a classic example transnational European party structure. It refers to its historical development and formation in the context of strengthening the position of the European Parliament. It also encompasses the Group of the European People's Party and its influence in the European Parliament in historical perspective. At the same time reveals the inner structure, program policies and operation mechanism of this parliamentary faction. The third perspective focuses on the analysis of the cohesion of the Group of the European People's Party in the seventh term of the European Parliament. The group cohesion is viewed as one of the main characters determining the strength and importance of the parliamentary factions. The analysis is based on the theoretical assumptions of British political scientist Simon Hix. In...
Europeanization of Denmark: Role of the National Specifics?
Peregrinová, Hana ; Rovná, Lenka (advisor) ; Hořejšová, Tereza (referee)
Diploma thesis "Europeanization of Denmark: the Role of the National Specifics?" describes on the Danish case how European integration can effect political actors in member states. The author strives how Europeanization has affected the Danish government; parliament and political parties and what were the main changes as a result. Europeanization is defined from the EU point of you as the top-down process. It is also important to focus on intervening factors, which form the previously described changes. The Danish government is one of the most important actors in creating the Danish position. During the integration process the government has to adopt different strategies for the negotiation of European proposals, which was caused by a change in the decision-making process in the Coucil. Specificity of the Danish coordination system is characterized by the set up of the European Affairs Committee, which strengthens the power of the Danish parliament. The Europeanization of Danish political parties can be shown in the changes in their attitudes towards the EU. The Danish case is very particular because of European referenda that have to be announced when Danish sovereignty is transformed to the EU level. Europeanization is an unfinished process because of continual deepening and widening of the integration....
