The financial crisis and its impact on employment

The thesis deals with the influence of the global financial crisis on the employment and specific effects on the labour market in the Czech Republic. The emphasis is based mainly on employees and unemloyed people involved by this problem. In general, the reader is introduced genesis and development of the financial crisis in 2008 in the U.S. and the "spillover" to the mortgage bubble arend the world and EU and its theoretical basis was outlined in the theory of financial crisis. Other theoretical bases of human capital theory as explaining citizen's attitudes to education and social dealing theory, which follow up the nature and reasons of social dealing and theory of human potential. The thesis submitted to the fundamental facts about employment in the analysis in the years 2008 - 2011. Based on the negative economic development and in response to the financial crisis, was adopted in employment in the EU and Czech Republic some support, but also restrictive measures with which the reader is present. The Debt of the Czech Republic as a Public Policy Problem

This thesis deals with public debt of the Czech Republic as a public policy problem. Its main objective is to propose solutions that would lead to a systemic and long-term solution to balance public finances. The first part deals with the definitions of terms that are necessary for subsequent analysis. In the second part the CR debt is set to the theory of public policy problem, the third part deals with the analysis of CR public debt. The analysis focuses on the emergence and development from its beginning to the present trends, characteristics and main issues of public debt CR. The analysis is based mainly on statistics issued by the Ministry of Finance and Czech Statistical Office. Last part is based on an analysis of CR public debt and its task is to design a system solution for it, which would lead to long-term balanced budgets. The author would like to help to expand the current information about this topic with this thesis, which affects not only Czech Republic but almost the entire world.
Evaluation as a part of the public policy process

The diploma thesis "Evaluation as part of the public policy process" deals with the evaluation as an essential part of the public policy cycle. Its aim is to verify whether the evaluation takes place in practice, as defined in public policy theories and evaluate approach to evaluation at the level of the Operational Programme Human Resources and Employment. Properly should it be evaluation of the impacts, 3E principles should be observed and the results of evaluations should take into account in other cases. While processing I used the method of analysis of secondary data and methods of in-depth interviews. The conclusion is that the evaluation of projects supported at the level of the OP HRE is not proceeding at all, exists in part at the program level.
The Propensity to Government Budget Deficit: Analysis of the Influence of Political Cycle on Czech Fiscal policy

The basic goal of diploma thesis "The Propensity to Government Budget Deficit: Analysis of the Influence of Political Cycle on Czech Fiscal policy" is to identify fundamental factors which influence decisions about the size of government budget balance and to analyze the influence of political cycle on the volume and structure of government expenditures in the period of 1993-2009. Analysis is based on theories which are connected to the areas of public sector, state and its function, public finances, government budget, the process of generating budget, political cycle, political parties and europeanization. The problem of propensity to budget deficits is structured using dimensional analysis and problem tree. The influence of political cycle is verified by using the combination of qualitative analysis of policy documents and quantitative analysis of specific indicators. Analysis classifies external and internal factors influencing the tendency to deficit budgeting. Political cycle is one of those internal factors becouse it is affected by the decision making process of political representatives. Abstract This thesis deals with the concept of microfinance and its development in the Czech nonprofit sector. In the first part the author deals with a brief description of this concept and its historical development over the last fifty years. Followed by analysis of itself, that tries to deal with the fact that despite the rapid global development of this worldwide phenomenon, microfinance in the Czech Republic is still a relatively new phenomenon. Author attempted semi structured interviews to map key players in the industry, discover their interests, attitudes, resources, and their declared objectives. The main point of the analysis is myElen.com, Czech internet portal, which is pretty much the main driver of all the happenings in the field of microfinance in this country. In conclusion the author offers an evaluation of analytical findings and suggests possible future steps to further exploration, as well as recommends the most appropriate steps in policy-making.
Transformation of Public-Private Partnership in the post-New Public Management era: challenges to British and Spanish approaches

The diploma thesis aims to examine and compare public sector structures involved in managing the deals under the Public-Private Partnership (PPP)/Private Finance Initiative (PFI) in the UK and Spain as well as application of Public-Private-Citizen Collaboration (PC2) framework within the two systems in the era of post-New Public Management. The spread and use of knowledge and skills capacities and the overall ability of the national institutional models to protect the public interest in an effective and efficient way is assessed together with openness and transparency of PPP programmes using the Web 2.0 tools able to reach and engage citizens in the process of implementing the policy and procurement of individual schemes. Special attention is paid to the ways in which the private sector entities on the one side and citizens on the other can approach the public authorities and influence the shape and features of the partnership and its results. PPP has been widely used for financing of investments into the public infrastructure in many countries in Europe and elsewhere. Issues in education of officials of territorial self-governing units in Ostrava

This diploma thesis deals with the education of officials of public administration on the level of territorial self-government. The aim of this diploma thesis is to evaluate a system of education of officials of territorial self-governing units on example of a particular town district authority in Ostrava, to identify problematic spheres and to propose the possibilities of their solution. After introductory determination of the problem in the beginning of the thesis there are theoretical solutions stated and there are contemporary trends of development in education of officials in Europe outlined. Afterwards there is an origin of contemporary system of education of officials of territorial self-governing units in the Czech Republic described in the context of reform of public administration which is followed by the determination of legislative framework, by organisation of education and by overview of participants engaged in this sphere. Thesis titled " Evaluation of the implementation and own evaluation of selected products of EQUAL Initiative", analyzes the qualitative value of innovative products EQUAL Initiative and monitor how successfully developed products are implemented into policy, and used by competent authorities, which as Labour Offices. Based on deep insight into the problems of products EQUAL Initiative I analyze their qualitative values using compiled evaluation criteria. Subsequently, we can tell which products are in result of better and worse. The second part of analysis is focused on staff opinion survey implementation structures, focusing on the experiences and use of products EQUAL Initiative practice at the target. A prerequisite for this work is that public funds invested in the project activities should be valuated by the maximum way possible, so the recommendations outlined trying to appeal to the start of the final implementation of innovative products EQUAL Initiative and its dissemination in active politics.
Use traditions in spending free time activities of childrens in Chodsko

Main theme of thesis describes spending free time activities of children in Chodsko. The first part is dedicated to the free time activity issue in global. Defines basic terms of spare time pedagogy, shows the importance and functions of hobby activities and out of school education in school youth life. Further mentions the effect of ontogenetic process on children's interests development dutiny free time activities. The next part describes issue of folk traditions and its usage in education and deals with system of children folklore and raising to folk traditions. The largest part of the document deals with free time activities of children in Chodsko including children ethnic company history in this region as well as current situation in such a location. It inscribes habits and manners children in Chodsko keep and also other free time activities. The document includes brief research of apprehensions of issue in form of parts of interviews with people born in Chodsko and continuing with folk traditions. Part of this bachelor theses is a picture appendix as well, clearly describes contents and findings described in text part.
