Success of development aid? Case study Somalia from 1991

Thesis "Success" of Development Aid? The Case Study of Somalia 1991 to Present deals in its first part with the Somali Republic itself, introduces the main characteristics of this, almost not functioning, nevertheless de iure still existing country in Sub-Saharan Africa. It briefly outlines the important events of last decades and highlights some of the main past and current issues that make the situation in the state catastrophic. In its second part the thesis aims to cope with some of the most important problems of Somali Republic. Then it shortly describes which actors are the most involved in the development efforts in Somalia and which development plans and programmes are essential for this country. The thesis also outlines the main ideas of several development plans. In the last part it analyzes the success of development efforts in domains of Security, Governance and Internally Displaced Persons. The progress in Millennium Development Goals is evaluated as well.

One of the mechanism how to prevent the spread of the conflict is the system of multilateral cooperation. Peacekeeping operations are one of the instruments for conflict settlement. Beside the system of United Nations in past years occurs another structure that could be used for peacekeeping missions. For example we can use regional organizations. Many literatures is focused on UN system and its work, fewer of them are concerning the fact of regional organization and just few of them are related to the factor of cooperation between UN and regional organizations. Internal and External Security in the European Union. The changing role of police and military in a post-modern state

This thesis analyses the security policy of the European Union and one of its member states. It aims at answering the question, whether internal and external security blurs in the EU, especially the differences between the two major security institutions - military and police. Using the concept of ideal types, an ideal type of a difference between the two bodies is introduced and subsequently tested on reality - on two case studies of the EU and the Czech Republic. There are three partial objectives: to find out if the roles of the military and the police blur at the level of the EU, if the European integration strengthens such blurring in the member states, and if the two bodies blur in a post-modern nation state. The thesis concludes that the real impact of declaratory changes is rather limited. Visible changes are caused by a subordination of external security concerns to prevention of internal ones. All changes are reversible easily, once the security discourse or political choices alter. The military and the police remain two distinct forces with different tasks and work methods.

Title: Using Carrots to Bring Peace? Negotiation and Third Party Involvement Author: Martina Klimesova 284 p. (+references and appendices) March 2011 How to make peace? This dissertation answers what impact third party incentives have on peace negotiation, more specifically on negotiation strategies in internal armed conflicts based on self-determination grievances. This study further assesses when the ripest time for the employment of incentives is, and in what way external incentives have an impact on possible negotiation asymmetries. Incentives in the following negotiation processes were analyzed: GoSL-LTTE in Sri Lanka (Eelam, 2002-03; 2006), GoI-GAM in Indonesia (Aceh, 2000-03; 2005), and the GRP-MILF in the Philippines (Mindanao, 2001-08). The findings indicate that those third party incentives which are linked to the core conflict issues are most likely to have some impact on the negotiation, but that committed pro-process leadership by the conflicting parties is also a necessity. The research also indicated that third parties have only limited options in employing incentives that can have an impact on the core conflict issues; and that, in any case, they are rarely willing to pursue such options. International system is made by several different actors. Their position and relations are variable in time. We can see different interactions within actors. One of the most important fields is security. International organizations have primary position in this field, but some of their authorities were shifted to international organizations. In the - 4 - group of instruments for maintaining international peace and security we can find also peacekeeping missions. Peacekeeping is dynamic field of conflict management in practice and also in theory. Big changes occurred namely in 90s according to several failures of conflict management and namely peacekeeping in that period. African continent is a big challenge in this for structures as The United Nations and regional organization themselves. In regard of colonial past of this continent and often appearance of conflicts, some stable frame system is needed to be proposed for conflict management in this region. On Dynamics of "New Wars": Clausewitzian Analysis of Factors Related to Dynamics of Armed Conflicts in Post-Communist Area

Armed conflict that occurred after the end of the Cold War in the territory of former Yugoslavia and Soviet Union belong to the so cold phenomenon of new wars. New wars are said to differ from the old ones in its aims, methods of warfare, and in ways how they are iv financed. In spite of these supposed changes in fundamental character of war, a conflict dynamics - defined by intensity, rapidity of escalation, and conflict duration - of armed conflicts in post-communist area corresponds with classic notion of war, as it was described by Carl von Clausewitz. According to the theory based on Clausewitz's work conflict course can be seen as a resultant of three forces - group hostility, ability to build up and maintain military organisation, and rationality of political leadership. Group hostility works as driving power toward very escalated and long-lasting armed conflict and political leadership that realises aim of the war and its consequences for political relations in the aftermath works as a counterforce to hostility and therefore attempt to maintain intensity of violence within limits drawn by political aims. Diploma thesis "U.S. Intelligence Community Reform Post-9/11: Strengthening the U.S.'s Ability to Fight Terrorism?" examines the reform of the U.S. intelligence community after the terrorist attacks of 9/11 implemented in order to improve ability of the United States to counter terrorist threats. A simple input-output model developed within systems theory is used to evaluate the post-9/11 intelligence reform outputs on the basis of effectiveness and efficiency. The criteria of 'effectiveness' has been conceptualized as the ability of the intelligence community to prevent surprise attacks, whereas 'efficiency' has been operationalized as measures undertaken at the organizational level within the intelligence community in order to prevent terrorist attacks. The evidence presented in this thesis suggests that the U.S. intelligence community since 9/11 is mostly effective (i.e. there has not been any successful terrorist attack). However, it is not efficient due to organizational problems, which include lack of leadership, inability or unwillingness to cooperate and share information, and to provide the right incentives for current personnel and potential recruits to the intelligence community. 9 Abstract The industry of Private military companies has been one of the most progressive sectors within the frame of the global economy in the last years. The phenomenon is quite recent, when the roots of modern military companies range on the end of the 80's. The fall of the Bi-polar competing has opened a wide range of possibilities for military companies. The demise of over-numerated armies has created a skilled work force of former soldiers. On the other hand, conflicts and instability persisted in the world periphery. Early years of the market were connected with South African firm Executive Outcomes. However EO had became famous until its dissolution, massive concern of both scholars and politicians has come when Coalition forces entered Iraq in 2003. Wide range of activities has been offered to private sector: from logistic and maintenance, to guarding and personal protective services. There are 180 000 contractor in the country today. In the rough 20 000 to 30 00 of them should be described as "real soldiers" without uniform. Extension of private activities in Iraq and its consequences has led to the "publicity" of the problem.
